How to Get an Ohio Cosmetology License
School graduation, exam eligibility and active licensure are separate stages. Follow the sequence instead of treating a school certificate as the final state credential.
Choose the cosmetologist route
Confirm that the school program leads to the full Ohio cosmetologist license—not only esthetics, manicuring, hair design or natural hair styling.
Complete 1,500 Board-approved hours
An ordinary initial cosmetologist applicant needs at least 1,500 approved hours. A person already licensed as a barber under Ohio barber law has a separate 1,000-hour cosmetology school route.
Prepare identity and eligibility documents

Section 4713.20 says an individual seeking examination admission must submit a set of biometric fingerprint scans taken at the Board’s offices.

Ohio Temporary Work Permit Before the Exam
The temporary pre-examination permit is a limited authorization—not an ordinary cosmetologist license.
Basic qualifying conditions
- You are applying for an applicable practicing or instructor license.
- You have not previously failed the applicable examination.
- You satisfy the other Board conditions.
- You pay the current $15 fee.
Practice limits
- You must work under an appropriately licensed supervisor.
- The normal permit runs only until the scheduled examination date.
- A failed exam prevents extension of the failed permit.
- The permit is not proof of an active full cosmetologist license.
2026 Ohio Application-Abandonment Deadlines
Rule 4713-1-16 changed effective January 1, 2026. An abandoned application can require a new application and new fee.

Verify the right type of record
A personal cosmetologist license, independent-contractor license and salon license are separate credentials. Search each one that matters to your decision.

No Ohio License Search Result? Use This Troubleshooting Ladder
- Remove extra fields. eLicense specifically recommends entering the least data possible.
- Try last name + first initial.
- Try the full license number only, including prefix, suffix and punctuation.
- Remove spaces before or after search text.
- Check Board selection.
- Search an old legal surname if a recent name-change request may still be processing.
- Search the salon separately from the professional.
- Call the Board when the record remains unclear or a historical license cannot be matched.

Submitted the Ohio Application and Then Found a Mistake?
eLicense says a submitted application can no longer be directly edited. That does not always mean you should submit another complete application.

Change Your Ohio Cosmetology License Name or Address
Address change
Open the license tile, choose Options and select Change Address when the function is available for your license.
If that option does not appear, contact the Board.
Legal name change
eLicense requires a service request plus one qualifying supporting document.

Ohio Cosmetology License Renewal for 2025–2027

Current law/rules require applicable cosmetology CE to be completed by the fifteenth day of January in the odd-numbered renewal year.

Chapter 4713 credentials remain valid through the last day of January in the applicable odd-numbered year unless another status action applies.

- Use Board-approved continuing education.

- Extra CE from a prior biennium does not carry forward.
- First-time licensees are exempt from ordinary CE until the renewal period beginning after initial licensure, except separately required human-trafficking training.
- A licensee age 65 or older before the start of the renewal period may be exempt from CE.
- A person who held a Board license for 30 or more years before the start of the renewal period may be exempt from CE.

Expired, Inactive and Suspended Ohio Licenses Are Different

Moving an Existing Cosmetology License to Ohio
Current Ohio law separates another-U.S.-state recognition from foreign-country reciprocity. Do not use an old one-size-fits-all “reciprocity” article.
Chapter 4796 recognition
Section 4713.28 directs the Board to issue the applicable practicing license under Chapter 4796 when a qualifying applicant holds that branch license in another state or meets the Chapter 4796 experience/certification route in a state that does not issue the license.
Section 4713.34 reciprocity
A foreign-country applicant must generally be at least 18, hold the applicable foreign license/registration, meet substantial-equivalency conditions, satisfy any applicable examination requirement and pay the required fee.

- Identify the exact Ohio credential that matches your current scope.
- Collect official license verification and training documentation.
- Use the route for a U.S. state or another country—not an obsolete generic reciprocity application.
- Keep the legal name consistent across every jurisdiction.
- Do not assume approval merely because your old license is active.
- Wait for the Ohio credential/status required for practice.
What an Ohio Cosmetologist License Lets You Do
A current cosmetologist license is broader than a branch-only license and may be used to practice one or more branches of cosmetology in a licensed facility, but it is not a medical license.
Broad cosmetology scope
A valid cosmetologist license can cover qualifying hair, skin and nail cosmetology services within Ohio law and Board rules.
Licensed-facility rule
Ordinary regulated practice generally occurs in a licensed facility unless a statutory exception applies.
No medical treatment claims
Ohio prohibits using cosmetology services to treat or attempt to cure a physical or mental disease or ailment.
Ohio Booth Renter and Independent-Contractor License
A current personal cosmetology license is required for the branch you practice, but it does not by itself create independent-contractor authority.
To qualify as an IC
- Hold the current valid practicing license for the cosmetology branch you perform.
- Obtain the separate independent-contractor license.
- Pay the current $75 issuance fee or $70 renewal fee.
- Work in a salon that complies with Board laws/rules for independent contractors.
Inspection responsibility
- Facility owner remains responsible for common areas.
- Independent contractors present are also responsible for common areas.
- For individual locked work areas, an IC or authorized representative must be able to open the area within one hour of a Board inspector’s arrival.
Personal Cosmetologist License vs Ohio Salon License
Cosmetologist license
Authorizes the individual to practice within the lawful cosmetology scope when the location and any other required credentials are also compliant.
Salon license
Authorizes the qualifying facility. Current fee rule lists $85 for a new salon/name/ownership action and $75 for renewal after June 30, 2025.

- Verify the practicing license is current and valid.
- Confirm the credential category covers the service you intend to perform.
- Verify the salon/facility license when required.
