Who Issues a Cosmetology License in New York City?
The licensing authority is the New York State Department of State Division of Licensing Services, not a New York City cosmetology board. The same state cosmetology credential is used by qualified professionals working in Manhattan, Brooklyn, Queens, the Bronx and Staten Island.

Domestic Violence and Sexual Assault Awareness Course
Applicants qualifying through New York State education must complete the required one-hour Domestic Violence and Sexual Assault Awareness course before submitting the application.
This requirement applies to the licensing route; it is not an additional cosmetology-school hour that should be casually added to the 1,000-hour curriculum figure.

Can You Work Before Passing Both Cosmetology Exams?

Route 2: You Attended Cosmetology School Outside New York
The Department of State may waive the New York schooling requirement when your outside education is documented as equivalent. That does not automatically waive New York’s examinations.
For the education-outside-New-York route, the state currently asks for all three of the following:
- A school certificate.
- A school transcript listing the subjects and hours completed.
- A current certification from the state licensing board showing your license, or verification of the education hours when you were not licensed.
After the application is reviewed and accepted, applicants using this route are generally required to pass the New York written and practical cosmetology examinations.
Route 3: Five Years of Legal Cosmetology Experience Outside New York
An applicant with at least five years of legal experience in an occupation equivalent to cosmetology outside New York may apply using documented education and experience. If the evidence is accepted, New York may issue the cosmetology license without additional education or the usual examinations.
Experience within the United States
- Original certification from the licensing agency where you were previously licensed.
- Two experience statements from employers, coworkers or clients supporting at least five years of experience.
- Statements should include exact start and end dates, location and services performed.
- Tax returns showing cosmetology as the occupation can be supporting evidence.
Experience outside the United States
- Official license certification or evidence that the jurisdiction did not require a license.
- Detailed employer, coworker or client statements.
- Exact employment or service dates and locations.

Route 4: Endorsement or Reciprocity From Another State
New York maintains cosmetology endorsement and reciprocity arrangements with certain jurisdictions. Eligibility depends on the state where you are licensed and whether your credential is considered equivalent under New York’s current rules.
Applicants using this route must provide current licensing certification from the jurisdiction where they hold the equivalent credential. Do not assume that every U.S. cosmetology license automatically transfers to New York.

What Happens if the New York Cosmetology License Expires?

Opening a Salon in NYC Requires a Separate Business License
Your personal cosmetology license does not authorize you to operate a beauty establishment by itself. A New York City salon providing appearance-enhancement services generally needs an Appearance Enhancement Business License from the New York State Department of State.
