Ohio Cosmetology License Renewal 2026–27: Steps & Fees

Ohio 2025–2027 cycle • source audit August 10, 2026

Finish the Right CE First, Then Renew the Right License in eLicense Ohio

The current Ohio cosmetology cycle ends January 31, 2027, but required continuing education must generally be finished by January 15. Most regular renewals require four CE hours and a $65 personal-license renewal fee.

This guide separates the CE deadline from the actual license deadline, explains CE Broker reporting, fixes common eLicense problems and shows the current restoration route when a license is already expired.

Ignore old 8-hour / $45 renewal pages. Ohio’s current administrative rule sets the regular requirement at four hours: one hour of Ohio laws or rule updates plus three hours of safety and infection control. The current personal-license renewal fee is $65.
January 15 is not the ordinary license-expiration date. January 15, 2027 is the CE completion cutoff. Chapter 4713 licenses remain valid through January 31, 2027 unless another status action applies.

How to Renew an Ohio Cosmetology License Online

Verify your current license first

Check the exact license type, status and expiration before buying CE or starting a renewal transaction.

Determine your CE requirement

Most active licensees renewing in the normal cycle complete one hour of law/rule updates and three hours of safety and infection control.

Complete the Board law course

Use the current 2027 Board Laws and Rules course offered through the approved CE tracking system.

Complete three approved safety hours

Confirm the provider and course are approved for the current Ohio cycle before paying.

Save every completion certificate

Do not depend solely on an online compliance indicator. Keep your own readable evidence in case the Board audits the renewal.

Allow provider reporting time

Ohio providers have up to ten calendar days after the course offering to submit successful licensees to the approved CE tracking vendor.

Log into the existing eLicense account

Use the account already linked to your Ohio credential. Do not create another profile just because you forgot the login.

Use Renew when it becomes available

eLicense only exposes renewal during the Board’s open renewal period. A missing button months early can be normal.

Review the information and compliance questions

Correct required information and accurately attest to applicable CE completion.

Pay the current fee

The current rule lists $65 for renewal of covered personal Chapter 4713 licenses after June 30, 2025.

Save the confirmation

Keep the receipt, transaction/reference information and any messages requesting additional documentation.

Verify the renewed record

After processing, confirm that the official license record shows the expected active status and new expiration.

Ohio Cosmetology License Renewal Requirements: 4 CE Hours

Ohio law permits the Board to establish a requirement of up to eight hours, but the current administrative rule sets the renewal requirement at four hours.

Required subject Hours Practical action
Ohio laws / rule updates 1 hour Use the current Board Laws and Rules course for the 2025–2027 cycle.
Safety and infection control 3 hours Choose an approved Ohio course for the current licensing period.
Total 4 hours Finish applicable CE by January 15, 2027.

Hours that do not receive renewal credit

  • CE completed before receiving the Board license.
  • A course that was not Board-approved when it was taken.
  • Unused hours from an earlier biennial cycle.
  • Identical course instruction repeated during the same renewal period.
  • Extra hours you expect to carry forward into the next biennium.
Multiple Ohio licenses: qualifying law/rule and safety/infection-control hours may be used to satisfy the CE requirements for other licenses you seek to renew under the current rule; the same four-hour requirement does not automatically have to be repeated for every covered license.

Ohio’s Free Board Laws and Rules Course for 2027

The current CE Broker listing identifies the course as Board Laws and Rules Course 2027, taught by the Ohio State Cosmetology and Barber Board.

Cost

Free

The current Board laws/rules course is listed at no charge.

Credit

1 hour

It satisfies the current Ohio cosmetology laws-and-rules component.

Current cycle

Expires January 15, 2027

Complete it before the current CE cutoff rather than relying on an older cycle’s course.

Do not buy four generic hours and assume the requirement is finished. The current Ohio structure includes a specific one-hour laws-and-rules component plus three safety/infection-control hours.

CE Broker: Reporting, License Format and Missing-Hour Fixes

CE Broker is the approved CE tracking system currently used for Ohio cosmetology compliance. The tracking record and the eLicense renewal account are separate systems.

Provider reporting deadline

Course completion

Certificate immediately

The current CE rule requires the provider to furnish the attendee a completion certificate when the course is successfully completed.

Electronic report

Within 10 calendar days

The provider must report successful attendees to the approved CE tracking vendor within ten calendar days after the course offering.

Your backup

Keep your own proof

Save the certificate even after the electronic compliance record updates.

Ohio cosmetology license-number format in CE Broker

CE Broker’s current Ohio help page says the profession code is part of the full license number and is followed by a period and the numeric portion without spaces.

Credential example Format example Common mistake
Cosmetologist COS.99999999 Entering only the digits.
Advanced Cosmetologist COSA.99999999 Using the ordinary COS prefix.
Cosmetology Instructor COSI.99999999 Using the practitioner credential instead of the instructor credential.
Esthetician EST.99999999 Selecting cosmetology instead of esthetics.
Manicurist MAN.99999999 Using salon or independent-contractor information.
Hair Designer HD.99999999 Assuming every hair license uses COS.
Natural Hair Stylist NHS.99999999 Searching only by name when the number is available.

Course not showing?

  1. Confirm ten calendar days have passed since completion.
  2. Check the full license prefix and number on the certificate.
  3. Confirm the course was approved for the current Ohio cycle.
  4. Contact the CE provider with your certificate.
  5. Ask the provider to verify or correct its electronic submission.
  6. Escalate to CE Broker or the Board only when the provider cannot resolve the record.

What Your Ohio CE Certificate Should Show

A course receipt is not the same thing as a complete CE record. Current Ohio rules specify detailed information that providers must maintain and certify.

  • Board-issued CE course number.
  • Your complete name.
  • Your Board-issued license identification number.
  • Course title and description.
  • Number of CE credit hours.
  • Date of the course offering or completion.
  • Name and email address of the instructor or authorized provider representative.
  • Course-test score for internet or correspondence courses when applicable.
Provider records: Ohio’s rule requires providers to keep attendance records for four years. You should still keep your own certificate rather than relying on the provider to retrieve it later.

Who May Be Exempt From Regular Ohio Renewal CE?

Situation Current rule What you should still do
Initial licensure Licensees and boutique registrants are exempt from regular CE until the renewal licensing period commencing after their initial licensure. Check human-trafficking training separately and still complete the renewal transaction when due.
Age 65 or older Exempt when age 65 or older before the start of the renewal period. Confirm the birth-date criterion applies to your record; CE exemption does not itself renew the credential.
Board license held 30+ years Exempt when the individual had held a Board license for at least 30 years before the start of the renewal period. Confirm Board history and then complete the applicable renewal transaction.
Emergency Board may waive or extend CE after application and satisfactory proof. Do not assume approval; obtain the Board’s decision.
Unusual or prolonged illness May support a waiver or extension. Submit satisfactory documentation and follow the deadline specified by the Board.
Qualifying active military service May support a CE waiver/extension and other deadline protection. Use the military-specific Board process rather than ordinary late assumptions.
Old instructor-exemption wording: some third-party pages still say instructors cannot use the initial-license exemption. The current Rule 4713-21-03 is written broadly for licensees under Chapters 4713 and 4709 and does not state that old blanket instructor exclusion. Check your specific record when you recently added a new license type.

Human-Trafficking Training Is Separate From the 4-Hour Question

Ohio Rule 4713-1-14 requires licensees and students to receive human-trafficking training either while enrolled in school or through continuing education.

Completed through school

Keep evidence from your education records and follow any current Board instructions attached to your license.

Required through CE

Current licensees whom the Board requires to complete trafficking education through CE must follow the policy established by the Board.

Initial-license CE exemption does not automatically erase trafficking education. The current CE exemption rule explicitly preserves required human-trafficking training.

Selected for an Ohio Continuing-Education Audit?

Ohio defines a CE audit as a process in which a percentage of licenses or boutique registrations are randomly selected during the renewal period.

Audit-ready file

  • Completion certificate for the Board laws/rules course.
  • Safety and infection-control completion certificate.
  • Correct legal name and license ID on each record.
  • Course number and approved-provider information.
  • Completion date before the applicable CE deadline.
  • Any Board-issued waiver or extension approval.
  • Copies of correspondence about a reporting correction.
Follow the date in the audit notice. Do not assume January 31 is the deadline for submitting audit documents when the Board gives you a different specific response date.

Ohio eLicense Login and Renewal Troubleshooting

Problem What eLicense says Best action
Forgot password Reset link is valid for 24 hours. Generate one current reset link and use it before it expires.
Reset email not received Email can take up to 10 minutes. Check spam/junk; if nothing arrives, the email may be missing or not match Board records.
Forgot User ID / login email Recovery tools are available from login. Recover the existing account instead of registering again.
License missing from dashboard Existing license may not have been linked during registration. Contact the licensing Board to link/merge the existing license to the account.
Logged out unexpectedly Session ends after 30 minutes of inactivity. Save progress and avoid leaving the application idle.
Portal behaves badly Chrome or Firefox on laptop/desktop is recommended. Change browser/device before assuming the licensing record is broken.
Payment rejected Billing address and card information are verified. Match the billing statement exactly and recheck card number and CVV.
Submitted wrong information Submitted applications cannot simply be edited. Use Submit Additional Documentation when available or contact the Board for correction instructions.

Why the Ohio Renew Button May Be Missing

Timing

Renewal is not open yet

eLicense says license holders can renew only during their Board’s open renewal period.

Account

Existing license is not linked

If your credential is absent from the dashboard, the Board may need to merge/link the historical record.

Status

Not an ordinary active renewal

Inactive, expired, suspended or otherwise restricted records can require another service or Board action.

Check before contacting the Board

  • You are using the account connected to the existing license.
  • The correct license tile is visible.
  • The status is Active rather than Inactive or Expired.
  • The Board’s renewal period has actually opened.
  • Applicable CE is complete and correctly reported.
  • Your account information is current.
  • No unresolved Board balance or status problem is blocking renewal.

Fix Your Name or Address Before Renewal

Address change

From the license tile, use Options → Change Address when that service is available. Contact the Board when the option does not appear.

Legal-name change

Name changes use a service request from the license tile and require supporting legal documentation.

eLicense lists these name-change document examples

  • Valid driver’s license or state ID showing the new name.
  • Marriage certificate.
  • Divorce or dissolution decree showing the current name.
  • Probate or other court order approving the name change.
  • Qualifying U.S. immigration Green Card showing the updated name.
Do this before the final renewal rush. A name mismatch can affect your Board record, CE tracking and eLicense account at the same time.

Ohio Cosmetology License Renewal Fee and Related Costs

These are separate licensing transactions. Renewing a personal credential does not automatically renew an independent-contractor or salon license.

Transaction Current fee User note
Covered personal-license renewal $65 Current amount after June 30, 2025.
Independent-contractor renewal $70 Separate from the practitioner credential.
Salon / barber-shop renewal $75 Current rule amount after June 30, 2025.
School renewal $250 Separate business/education license.
Place eligible license inactive $25 per biennium Inactive status does not authorize practice.
Duplicate license $30 Different transaction from ordinary renewal.
Expired-license restoration $65 + $45 per elapsed renewal period The $45 component is capped at three elapsed renewal periods under the current rule.
Old $45 renewal fee: do not confuse the current $45 lapsed renewal component used in restoration calculations with the current $65 ordinary personal-license renewal fee.

How to Restore an Expired Ohio Cosmetology License

Current Ohio rules no longer use the old long-lapse formula that required up to 24 CE hours. The current restoration rule focuses on the current CE requirement and applicable restoration fees.

Confirm that the license is Expired

Inactive, suspended, revoked and expired are different legal statuses. Use the route attached to the actual eLicense record.

Complete the current CE requirement

An expired individual license may be restored after completing the current renewal-period CE requirement, subject to applicable exemptions or Board decisions.

File the renewal/restoration application

Use the paper or electronic method the Board makes available for the expired record.

Pay the restoration amount

The fee combines the current $65 renewal fee with $45 for each elapsed renewal period, up to three elapsed periods.

Wait for active status

Do not assume payment itself authorizes practice. Verify that the official record returns to Active status.

Do not follow old “24 hours of CE” restoration articles. The prior Ohio statute contained that approach, but the current statute and January 2025 administrative rule use the current CE requirement for restoration.
Active license in another jurisdiction: current Ohio rules allow the Board to review qualifying CE completed to maintain an active cosmetology or barbering credential elsewhere and determine whether additional Ohio CE is necessary.

Ohio Restoration Fee Estimator

Select the number of elapsed Chapter 4713 renewal periods. This calculates only the standard current renewal plus lapsed-renewal components in Rule 4713-1-17; it does not include unrelated fines or other Board balances.

Select the number of elapsed renewal periods.

Inactive Ohio Cosmetology License vs. Expired License

Status What it means Return route
Active Current credential in active-practice status. Ordinary renewal when the renewal period opens.
Inactive Licensee formally placed an eligible practicing, advanced or instructor license in inactive classification. Renewal application, proof of applicable CE and current renewal fee.
Expired License was not renewed by the end of the applicable biennial period. Current CE plus renewal/restoration application and restoration fees.
Suspended / revoked Disciplinary status. Follow the Board order and legal reinstatement requirements; ordinary renewal assumptions do not control.
Inactive status costs $25 per biennium. It preserves the Board’s inactive classification; it does not authorize you to perform regulated services while inactive.

CE Waivers, Extensions and Military Deadline Protection

Emergency

Case-by-case CE relief

The Board may waive or extend CE after an application and satisfactory proof.

Illness

Unusual or prolonged illness

Documented illness can support a waiver or extension, with the Board setting any new completion date.

Military

Active-duty protection

Qualifying service can affect CE and filing deadlines. Current renewal rules also protect active service members or spouses prevented from renewing because of active duty.

Do not self-declare a waiver. When the rule requires Board approval, obtain and save the written decision before relying on the exception.

Ohio Barber Licenses Have a Different 2026 Deadline

The agency regulates both cosmetology and barbering, but the two chapters use different renewal calendars.

Credential group CE deadline License-cycle deadline
Chapter 4713 cosmetology January 15, 2027 January 31, 2027
Chapter 4709 barbering August 15, 2026 August 31, 2026
August 2026 is urgent for barbers, not ordinary Chapter 4713 cosmetology renewals. Check the actual credential prefix and governing license type before following a January or August deadline.

What to Do After You Submit the Renewal

Step 1

Save your transaction proof

Keep the payment confirmation and any service-request or application reference number.

Step 2

Watch the dashboard

eLicense uses statuses such as Submitted, Pending, Generate Fee, In Review, Active, Inactive and Closed.

Step 3

Verify the renewed credential

Confirm that the official record shows the expected active status and new expiration before treating renewal as complete.

Dashboard status Plain-English meaning Action
Submitted Transaction was submitted. Save the reference and monitor messages.
Pending Application may still be incomplete. Log in and complete unfinished sections.
Generate Fee A Board-required payment is available. Review the fee before paying through the shopping cart.
In Review The licensing agency is reviewing the transaction. Monitor communications; do not file duplicate renewals.
Active Credential currently shows active status. Confirm the new expiration date.
Inactive Credential is not in active-practice status. Use the return-to-active process before regulated practice.

Ohio Renewal Mistakes That Cost Time or Money

Taking eight CE hours because an old page says eight

Current Rule 4713-21-03 sets the regular requirement at four hours.

Calling January 15 the license deadline

That is the ordinary CE completion cutoff; the current license period ends January 31, 2027.

Paying $45 as the normal renewal fee

$45 is now associated with a lapsed-renewal component in restoration, not the ordinary $65 personal renewal.

Taking an unapproved CE course

A course not Board-approved at the time it is taken does not receive renewal CE credit.

Waiting until January 15 for provider reporting

Providers can have up to ten calendar days to submit successful attendees to the tracking vendor.

Throwing away certificates after CE Broker updates

The Board can conduct a CE audit and request satisfactory proof.

Creating a second eLicense account

An existing license may simply need to be linked or merged with your original account.

Assuming the Renew button should appear all year

eLicense exposes renewal only during the Board-designated open renewal period.

Using old 24-hour restoration guidance

Current rules require the current CE requirement rather than the older long-lapse CE formula.

Renewing only the practitioner license

Independent-contractor and salon licenses are separate credentials with separate renewal transactions.

Practicing while inactive or expired

Return the official license status to the required active status before relying on restoration or renewal.

Using barber deadlines for cosmetology

Barber renewal is August 2026; Chapter 4713 cosmetology follows the January 2027 cycle.
