Find the Right New York Route Before You Apply, Test or Renew
New York cosmetology licenses are issued by the Department of State Division of Licensing Services. Use this guide to verify a license, choose the correct application route, prepare for state exams, renew through NYBE and solve common account or document problems.
The Appearance Enhancement Advisory Committee advises the Department on the profession, but it does not issue licenses. Applications, exams, renewals, records and final licensing decisions are handled through Department of State licensing services.

Who Actually Regulates Cosmetology in New York?
Division of Licensing Services
The Department of State Division of Licensing Services processes cosmetology applications, administers licensing examinations, maintains records and handles license-management transactions.
Appearance Enhancement Advisory Committee
The committee advises the Department on matters affecting cosmetology, esthetics, nail specialty, waxing and natural hair styling. It is not the license-issuing agency.
Appearance Enhancement law
Cosmetology licensing operates under New York appearance-enhancement law and Department of State regulations.
New York Cosmetology License Lookup
New York directs appearance-enhancement license searches to Open NY data. Individual operators and businesses or area renters are maintained separately.
Individual cosmetologist
Search the active individual-license dataset and confirm that the license type is Appearance Enhancement Operator – Cosmetology.
- License holder name.
- License number.
- Correct cosmetology license type.
- Effective term.
- Expiration date.
Salon or area renter
Use the separate business and area-renter dataset. An individual cosmetologist record does not prove that the establishment or independent rental arrangement is properly licensed.
- Verify the business separately.
- Match the licensed business location.
- Check the business expiration.
- Verify an area renter when applicable.
Lookup workflow
- Open the official Appearance Enhancement Licensee Search page.
- Choose the individual or business Open NY dataset.
- Use the legal name or known license number.
- Confirm the exact license type before relying on the record.
- Check the expiration date.
- Save a dated result when employment, salon rental or consumer safety depends on it.
License Number, UID, Application ID and Candidate Number
New York licensing pages use several identifiers. Copy the identifier requested by the specific screen instead of assuming every number means the same thing.
| Identifier | Where you may see it | Use it for |
|---|---|---|
| License Number | Public license data and issued credential. | Public verification and identifying the professional license. |
| Application or License ID | NYBE claiming workflow. | Connecting an existing application or license to the online account. |
| UID / Unique ID | DOS forms and renewal notices. | Identifying the exact DOS licensing record requested by that form. |
| Candidate Number | Exam confirmation. | Examination administration, not ordinary public license lookup. |

What the January 2026 DOS-0034 Application Actually Requires
The current English cosmetology application is DOS-0034-f-a Rev. 01/26. Read the current form before assembling documents because incomplete applications are returned.
Before submitting

- Provide email because licensing communications are primarily electronic.
- Complete the Child Support Statement.
- Provide a Social Security or Federal ID number when you have one.

NYS school verification online
Online applicants enter the five-digit curriculum code listed on the school certificate. A participating school can affirm completion electronically. When the school is not participating in electronic certification, the system can require the applicant to upload the school certificate.
If you apply online, do not mail a duplicate application
DOS says an online applicant should not send the same application again by mail unless the Department specifically requests supporting documents.

Online application workflow
- Have the health professional complete DOS-1948.
- Check that the form is signed and dated.
- Enter the required information from the form into the online application.
- Submit within the 30-day window.
- Keep the completed certification safely for the audit-retention period.
Five Ways to Qualify for a New York Cosmetology License
| Route | Core proof | Exam outcome |
|---|---|---|
| 1. NYS education | 1,000-hour approved course, school verification, health certification and application. | Written + practical required. |
| 2. Education outside NY or U.S. | School certificate, transcript showing subjects/hours and current state-board certification. | Written + practical after DOS approval. |
| 3. Five years outside NY | Detailed legal experience, licensing and supporting evidence. | May qualify without further exam or schooling after approval. |
| 4. Endorsement / reciprocity | Qualifying out-of-state license and official certification. | Depends on the qualifying agreement. |
| 5. Previous NY licensure | Previous New York license record and other proof requested by DOS. | Written exam required after the five-year renewal limit. |
Five-year U.S. experience evidence
- Original certification from the licensing agency where you were previously licensed.
- Two experience statements from employers, coworkers or clients.
- Exact beginning and ending month/year.
- City, state and shop name.
- Specific cosmetology services performed.
- Tax-return evidence showing cosmetology as the occupation when requested or useful.
Five-year experience outside the U.S.
DOS may consider licensing-authority or consular documentation, detailed employer/client/coworker letters, identification or workbooks, education curricula and diplomas or certificates, and tax evidence.
New York Cosmetology Reciprocity vs. Endorsement
Do not treat these terms as identical. New York publishes separate reciprocity and endorsement lists.
Reciprocity by minimum experience

|---|---|---|
| Current license only | Alaska, Louisiana, Maine, Mississippi, Nevada, North Carolina, Oklahoma, South Dakota, Virginia | Official board certification is still required. |
| 1 year + current license | Arizona, North Dakota | Confirm current licensed history. |
| 2 years + current license | Massachusetts, Minnesota, Pennsylvania, Tennessee, Vermont | Massachusetts and Pennsylvania also require two DOS-1543 experience statements. |
| 3 years + current license | Idaho | Verify the current board certification. |
| 4 years + current license | Montana | Verify qualifying licensed experience. |
| 5 years + current license | Colorado, Missouri, Washington, DC | Use the current DOS reciprocity instructions. |

New York Temporary Cosmetology License
First six-month temporary license
The current DOS instructions say qualifying applicants using education obtained in New York or elsewhere in the United States may work under a temporary credential while completing the examination process.
Fee: $10. Initial application plus first temporary license can be paid together as $50.
Second temporary period
A temporary renewal requires a passing result on either the written or practical examination. After both required examinations are passed, DOS issues the four-year cosmetology license.
Temporary renewal fee: $10.
New York Cosmetology License Renewal Through NYBE
A New York cosmetology license is valid for four years and becomes eligible for renewal approximately 90 days before the printed expiration date.
90 days before expiration
Check the exact expiration on your license rather than waiting for a reminder.
$40
The ordinary four-year cosmetology renewal fee is $40.
+$10 after one year
A $10 late penalty applies when renewal is filed more than one year after expiration.
Claim the record before renewing
You must connect the existing license to the NY Business Express profile before performing online management actions such as renewal.
- First and last name.
- Application or License ID.
- NY.GOV ID, or SSN and date of birth when the claiming process requests them.
- Use the exact existing record rather than creating a duplicate application.
Current NYBE individual renewal path
Log in
Sign in to New York Business Express with the NY.GOV ID associated with your licensing profile.
Open My Dashboard
Use the account menu in the upper-right area.
Open Individual Information
Select Individual Details and locate your name under My Individual Profiles.
Open the license
Select Individual License Information and then License Details for the cosmetology record.
Select Renew License
Complete the renewal questions and payment for the correct record.
Save proof and verify issuance
Keep the submission confirmation and wait for DOS issuance. A submission confirmation alone is not final approval.
What the May 2026 DOS-1404 Renewal Form Asks
DOS currently encourages online renewal, but its forms library also contains DOS-1404 Appearance Enhancement Operator Rev. 05/26. If DOS sends or specifically directs you to use a paper renewal notice, follow the current form exactly.
Current form facts
- Renewal fee shown: $40.
- Email address is required.
- No changes are accepted directly on the renewal form.
- The applicant must answer the conviction, pending-charge and license-discipline questions.
- The Child Support Statement is mandatory.
- The applicant signs under penalty of perjury.
If you answer “Yes” to a criminal or license-discipline question
The current form asks for a written explanation identifying the place, court jurisdiction, nature of the offense and sentence or disposition.
- Copy of the accusatory instrument, such as an indictment, criminal information or complaint.
- Certificate of Disposition.
- Certificate of Relief from Disabilities, Certificate of Good Conduct or Executive Pardon when applicable.
Name changes use a separate correction route
DOS-1404 says changes are not accepted on the renewal form. The current instructions list examples of name-change proof including a court order, marriage certificate, driver or non-driver ID, valid passport or immigration documents.
If DOS directs you to mail the renewal
NYS Department of State
Division of Licensing Services

The current form instructs the user to return the completed, signed original renewal notice rather than a photocopy.
Expired License vs. License Expired Five Years or More

Do not automatically create a new initial application just because the expiration date passed. Use the existing license record and follow the renewal instructions shown by DOS.
Written exam required
The current cosmetology application says a person who fails to file the renewal application and fee within five years after expiration is ineligible for the license until passing a written examination. Proof of prior New York licensure may be required.

New York Cosmetology Rules, Scope and Procedure Checks
A cosmetology license has broad appearance-enhancement scope, but it does not authorize every beauty, medical or invasive procedure.
Cosmetology scope includes
- Hair cutting and trimming.
- Color and reactive chemical services.
- Hair straightening and curling.
- Natural hair styling within licensed scope.
- Esthetics services within cosmetology scope.
- Nail specialty and waxing services within scope.
The operator license does not
- Automatically license a salon business.
- Replace an area-renter license where required.
- Authorize every laser or medical-spa procedure.
- Replace a medical or other professional license.
2026 scope chart
DOS revised its Procedure Licensure Chart on April 20, 2026. Use the current chart before offering an unfamiliar advanced or medical-adjacent service.
Posting basics
- Individual appearance-enhancement licenses must be conspicuously posted at the station or location where the occupation is practiced.
- Business licenses have separate posting requirements.
- Business establishments must post the required service and price information.
Cosmetologist, Salon Business and Area Renter Are Separate Licenses
| Credential | What it does | Important limitation |
|---|---|---|
| Cosmetologist | Allows the individual to perform covered cosmetology services. | Does not by itself authorize operation of a salon business. |
| Appearance Enhancement Business | Allows operation of the appearance-enhancement establishment. | Does not by itself allow the owner to perform customer services without the appropriate operator license. |
| Area Renter | Covers a qualifying independent contractor renting space in a licensed Appearance Enhancement Business. | Area-renter status alone does not authorize customer services without the appropriate operator license. |
Appearance Enhancement Business basics
- Applicant must be at least 18.
- Business license term: four years.
- Initial business fee: $60.
- Business renewal: $60.
- Operate or rent at the location listed on the license.
- Maintain the required bond or qualifying liability coverage.
Area-renter check
An operator who works as an independent contractor inside an Appearance Enhancement Business rather than as the owner’s employee may need an Area Renter license in addition to the operator license.

|---|---|---|
| Cosmetologist not in public lookup | Active-data limitation, spelling, former name or wrong license category. | Search legal name and number; contact DOS if unresolved. |
| NYBE cannot find my license | Claiming information does not match the migrated DOS record. | Verify the Application/License ID and legal name before creating another application. |
| Exam scheduling option missing | Application not approved, deficiency remains or existing record has not been claimed. | Check status and messages before paying again. |
| School verification pending | School has not electronically affirmed completion or the certificate was not uploaded. | Confirm the five-digit curriculum code and school-certification method. |

| Name does not match exam ID | Marriage, divorce, hyphenation, nickname or account mismatch. | Correct the licensing record before the exam. |
| Failed practical exam | One or more evaluated tasks did not meet the standard. | Retake online and request an analysis from exams@dos.ny.gov within 60 days if useful. |
| Renewal submitted but not issued | DOS review is still pending. | Wait for the issuance communication and verify the license record. |
| Name/address wrong during renewal | DOS-1404 does not accept those changes. | Use the separate amendment/change process. |
| License expired more than five years | Ordinary renewal window has been exceeded. | Use the previous-New-York-licensure route and prepare for the required written exam. |
| Opening a salon | Personal operator license does not cover the business. | Apply separately for an Appearance Enhancement Business license. |
| Unsure whether a procedure is legal | Service may fall outside ordinary cosmetology scope. | Check the current Procedure Licensure Chart before performing it. |

New York State Board of Cosmetology FAQ
Does New York have a State Board of Cosmetology?
New York does not use a standalone license-issuing agency with that formal name. Cosmetology licensing is administered by the New York State Department of State Division of Licensing Services. The Appearance Enhancement Advisory Committee advises the Department but does not issue licenses.
What is the New York State Board of Cosmetology phone number?
For cosmetology licensing help, call the New York State Department of State Division of Licensing Services at 518-474-4429. Call center representatives are available Monday through Friday from 8:45 a.m. to 4:30 p.m., except legal holidays.
How do I look up a New York cosmetology license?
Use the Department of State Appearance Enhancement Licensee Search and the Open NY active individual-license dataset. Confirm that the license type is Appearance Enhancement Operator – Cosmetology and check the license number and expiration date. Businesses and area renters use a separate dataset.
How many hours are required for a New York cosmetology license?
The standard New York education route requires a 1,000-hour approved cosmetology course followed by the required New York written and practical examinations.
How much does a New York cosmetology license application cost?
The initial cosmetology application fee is $40. The written examination is $15, the practical examination is $15 and an eligible six-month temporary license costs $10.
Does New York have cosmetology reciprocity?
Yes. New York publishes a cosmetology reciprocity list and a separate endorsement list. The required current licensure and experience depend on the jurisdiction where the applicant is licensed.
What mannequin do I need for the New York cosmetology practical exam?
The current DOS practical materials require a new, unused, uncut, unprocessed solid-color human-hair mannequin with at least about eight inches of hair from the nape. Snap-on hair is not permitted, and a countertop clamp is required.
How long is the New York cosmetology practical exam?
Current DOS practical documents are slightly inconsistent: the General Practical Information says approximately three hours, while the current Task List says approximately three and one-half hours. Candidates should plan for roughly three to three and one-half hours plus check-in.
What score do I need to pass the New York cosmetology exam?
The current Department of State applicant information does not publish a numerical passing percentage. Exam results are reported as passed or failed, and candidates do not receive a numerical score.
How often do I renew a New York cosmetology license?
A New York cosmetology operator license is valid for four years and becomes eligible for renewal approximately 90 days before the expiration printed on the license.
How much is New York cosmetology license renewal?
