New York Cosmetology License: Apply, Renew, Verify & Manage Your NYS Credential
Use this independent guide to apply for a New York cosmetology license, claim an existing record in New York Business Express, verify an active operator or salon, schedule state exams, use a temporary license, renew a four-year license or return after an older license expires.
The licensing authority is the New York State Department of State Division of Licensing Services. It is not the New York State Education Department Office of the Professions, and this website cannot issue, renew or change a New York license.
New York Cosmetology License Quick Answer
The standard New York school route requires applicants to be at least 17, complete a 1,000-hour approved cosmetology course, obtain health certification, satisfy the applicable awareness-course requirement, and pass both the New York State written and practical examinations. The original application fee is $40.

Who Issues a New York Cosmetology License?
The New York State Department of State Division of Licensing Services regulates cosmetology under New York’s Appearance Enhancement licensing system. It handles operator applications, examinations, temporary credentials, renewals, appearance-enhancement businesses and area renters.
Individual cosmetology operator
The personal license authorizes the individual to perform services within New York’s cosmetology scope when the credential is valid.
Appearance Enhancement Business
A salon or other qualifying appearance-enhancement establishment needs its own business license. A personal operator credential does not replace the establishment license.
Area renter
An independent operator renting space within a licensed appearance-enhancement business may need the appropriate area-renter license in addition to the operator credential.
NYS Cosmetology License Lookup
New York directs appearance-enhancement license searches to the state’s active Open NY datasets. The individual dataset contains active Appearance Enhancement and Barber individual licenses, while a separate dataset contains active businesses and area renters.
Search an individual cosmetologist
Use the active individual-license dataset to check the person’s legal name, license category, license number or UID and other published active-license information.
Search a salon or area renter
Use the separate business and area-renter dataset when you need to verify the establishment rather than only the practitioner.
For a dedicated step-by-step lookup explanation, see the site’s New York cosmetology license lookup guide.
NYS Cosmetology License Login and New York Business Express Claiming
Existing cosmetology licenses and active applications must be claimed before many online actions can be completed through the current New York Business Express system. Claiming connects the state record to the correct NY.GOV ID profile.
Prepare these details before claiming
Exact name
Use the first and last name stored in the Department of State record. A previous legal name may matter if the license was never updated.
Application or License ID
Use the identifier from the license, application confirmation, renewal notice or other state correspondence.
Identity match
The claiming process uses your NY.GOV ID or identifying information such as Social Security number and date of birth to connect the correct record.
Open New York Business Express
Sign in with the NY.GOV ID you use for licensing. Register only if you genuinely do not already have an account.
Find the cosmetology licensing route
Use the Appearance Enhancement or cosmetology application area and look for the option for people who already have a license or submitted application.
Select Claim an Existing License/Application
Enter the exact record and identity information requested. State guidance says only one record can be claimed at a time, but the process can be repeated for additional records.
Confirm the record on your dashboard
After a successful claim, the license or pending application should appear on your NYBE dashboard for renewal, amendment, exam scheduling or status management.
New York Cosmetology License Requirements
The standard New York education route is straightforward but documentation-sensitive. An applicant must be at least 17, complete an approved 1,000-hour course, satisfy the health-certification requirement and pass both state examinations.
| Requirement | Standard NYS education route | Why it matters |
|---|---|---|
| Minimum age | 17 | The Department of State lists age 17 as the minimum for cosmetology licensure. |
| Approved schooling | 1,000 hours | The school must certify completion of the approved New York curriculum. |
| Health certification | Required | The application must be submitted within 30 days after the health professional signs and dates the certification. |
| Awareness course | 1 hour for applicable NYS-education applicants | Applicants qualifying through completion of New York education must complete the Domestic Violence and Sexual Assault Awareness course before applying. |
| Written exam | Required unless an approved alternate route applies | A passing result is required for the standard school route. |
| Practical exam | Required unless an approved alternate route applies | The standard school route requires both state examinations. |
Choose the Correct New York Cosmetology Qualification Route
Do not assume every applicant must repeat 1,000 hours in New York. The Department of State recognizes several qualification routes, and the documents or exams can differ.
| Route | Who it fits | Main evidence or requirement |
|---|---|---|
| New York education and examinations | Graduates of approved NYS cosmetology programs | 1,000 approved hours, school affirmation, health certification, required awareness training, written and practical exams. |
| Education outside New York | Applicants trained in another state or country | School certificate, transcript showing subjects and hours, and current certification from the relevant licensing authority or verification of hours where applicable. |
| Five years of experience outside New York | Experienced cosmetologists with at least five years of legal equivalent practice | Licensing certification where applicable plus detailed experience evidence. The Department may accept this route without further NY education or examinations after review. |
| Endorsement or reciprocity | Applicants holding an equivalent license in a qualifying jurisdiction | Review the current endorsement/reciprocity lists and submit an original certification from the jurisdiction holding the equivalent license. |
| Previous New York licensure | Former NYS cosmetologists returning after expiration | Previous license information. After five years without renewal, the former licensee must pass the written exam before becoming eligible again. |
New York Health Certification: The 30-Day Rule
A physician, physician assistant or nurse practitioner must complete the cosmetology health certification. The application must be filed within 30 days after the health certification is signed and dated.
Gather slower documents first
Resolve school records, transcripts, licensing certifications, translations and experience statements before starting the health-certification clock whenever possible.
Use Health Certification Form DOS-1948
The authorized health professional completes the form and records the examination date.
Submit within 30 days
Count from the date of the health examination and certification. Do not wait until the certificate is close to expiring while other application documents remain unresolved.
Keep evidence for audit
The Department’s current health-certification form says evidence of the completed form must be maintained at the work premises for three years because it can be audited.

How to Apply for an NYS Cosmetology License
Select the qualification route
Choose New York education, outside education, five-year experience, endorsement/reciprocity or previous New York licensure.

Resolve school certification, transcripts, state-board certifications, translations and experience evidence before filing.
Complete required awareness training
Applicants qualifying through New York education must complete the one-hour Domestic Violence and Sexual Assault Awareness course before submitting the application.
Obtain health certification
Have a physician, physician assistant or nurse practitioner complete the health certification and note the 30-day filing deadline.
Apply online or use the current DOS-0034 form
Online filing provides dashboard access. Paper applicants should use the latest Department of State form and follow its mailing instructions exactly.
Pay the application fee
The original cosmetology application fee is $40. An eligible applicant adding the first six-month temporary license can submit a combined $50 payment.
Watch email and the dashboard
The Department uses email and the online account for examination and application communication. Check junk or spam folders and respond to deficiencies through the existing application rather than starting over.
Start with the official New York cosmetology application page.

| Action | Current fee | What it covers |

State application fees are nonrefundable. Always confirm the current amount on the live Department of State page before payment.
New York Cosmetology Written and Practical Exams
The standard education route requires both the New York written and practical exams. After the licensing application is approved, examination scheduling is handled through the applicant’s online account.
Written examination
The written exam costs $15, is multiple-choice and is based on the pre-licensing cosmetology curriculum. The Department currently allows 2½ hours for the written test.
Practical examination
The practical exam costs $15. Use the current Department candidate information and practical-exam procedures when preparing supplies, identification and required procedures.
Applicants needing special testing arrangements should identify the need on the application and submit the current Special Testing Arrangements Request form with supporting documentation.
New York Temporary Cosmetology License
Eligible applicants may request temporary authority while completing the examination process. The temporary credential must actually be issued before the applicant begins regulated work.
First temporary license
The temporary-license term is six months and the fee is $10. Eligible applicants can combine it with the original $40 application for a $50 total payment.
Second temporary period
A temporary-license renewal costs $10. The Department requires a passing mark on at least one of the two state exams before the temporary license can be renewed.
After temporary authority ends
An application, payment receipt or scheduled exam does not itself authorize practice. If the temporary license expires without valid renewal or final licensure, stop regulated practice until authority is restored.
NYS Cosmetology License Renewal Online
A New York cosmetology operator license is valid for four years. The Department says renewal becomes available 90 days before the expiration date printed on the license.
90-Day Renewal Planning Calculator
Enter the expiration date printed on your license. This calculator provides a planning date 90 days earlier; the actual NYBE account controls whether your renewal is available.
Verify the license and expiration
Use the state record or current credential before starting. New York does not use one universal statewide renewal date for all cosmetologists.
Claim the license in NYBE
You cannot complete the online renewal until the existing license record is connected to the appropriate New York Business Express profile.
Open the individual license details
From the dashboard, navigate to Individual Information, Individual Details, then the relevant License Details.
Select Renew License
Complete the renewal questions and review the record before submission.
Pay the $40 renewal fee
A $10 late-renewal penalty applies when the renewal is completed more than one year after expiration.
Confirm the updated record
Keep the transaction confirmation and verify that the state’s current license record reflects the renewed credential.
Expired New York Cosmetology License: What Changes After Five Years?
Expired less than five years
The individual license can generally remain within the renewal process. Claim the record if necessary, follow the online renewal route and review whether a late penalty applies.
Expired five years or more
Ordinary renewal and claiming are no longer available. New York requires a former licensee in this situation to qualify again through the previous-NYS-licensure route and pass the written examination.
Change Your Name, Address or Contact Information
Once the license is claimed, New York Business Express can be used for amendments such as name, address and contact changes and for duplicate-license requests.
| Change | General route | Current listed fee |
|---|---|---|
| Name change | Claim the license, start the relevant amendment and provide required supporting information. | $10 unless the state’s listed marital-status exemption applies. |
| Address change | Use the online amendment or current paper change form. | $10 |
| Contact information | Update the claimed record through NYBE. | Depends on the transaction. |
| Duplicate license | Use Request Duplicate License after opening the relevant credential. | $10 |
New York Salon, Appearance Enhancement Business and Area-Renter Licenses
A personal cosmetology credential does not authorize the holder to operate an unlicensed establishment. New York separately licenses qualifying appearance-enhancement businesses and area renters.
Appearance Enhancement Business
The business license applies to an establishment providing cosmetology, esthetics, nail specialty, natural hair styling or waxing services. The current initial and renewal fee is $60 and the term is four years.
Area renter
New York defines an area renter as a licensed individual who rents space and is not on the business payroll or subject to tax withholding by the licensed business. Verify the correct business and area-renter structure before operating independently.
Business insurance or bond requirement
Appearance-enhancement business owners must maintain the financial-security coverage required by New York law. The state business page identifies accident and professional liability coverage of at least $25,000 per occurrence and $75,000 aggregate, or other qualifying coverage, with additional wage-bond requirements applying to certain nail-service businesses.

Common New York Cosmetology License Problems
| Problem | Possible reason | What to do |
|---|---|---|
| License does not appear in NYBE | The record has not been claimed, identity details do not match, or the license is too old for ordinary claiming. | Verify the name and UID, follow the claim process and contact Licensing Services if the record still will not connect. |
| Application is deficient | A school affirmation, health form, certification, translation or other document may be missing. | Correct the existing application and submit exactly what the Department requested. Do not automatically start another application. |
| Temporary license is expiring | The applicant has not completed both exams. | If eligible for a second temporary license, confirm that at least one exam has been passed and submit the temporary-renewal transaction before relying on continued practice authority. |
| Renew option is missing | The license may be outside the 90-day renewal window or may not be claimed correctly. | Check the printed expiration, confirm the claim and use the current renewal page. |
| Active lookup shows no result | The name may be wrong, the credential may not be active or the user may be searching the wrong individual/business dataset. | Check spelling and search type, then contact Licensing Services when formal status confirmation is required. |
| Out-of-state applicant chooses reciprocity automatically | Training in another state and holding a qualifying license are different situations. | Compare the outside-education, five-year-experience and endorsement routes before applying. |

New York Cosmetology License FAQs
How do I perform an NYS cosmetology license lookup?
Use New York’s active Appearance Enhancement and Barber individual-license dataset. Search the operator separately from the salon, appearance-enhancement business or area renter when both records matter.
What is the correct NYS cosmetology license login?
Use New York Business Express with your NY.GOV ID. Existing licenses and active applications generally need to be claimed before renewal, amendment or exam-scheduling actions can be managed online.
What are the New York cosmetology license requirements?
The standard New York education route requires age 17, an approved 1,000-hour cosmetology course, health certification, the applicable one-hour Domestic Violence and Sexual Assault Awareness training, and passing both the written and practical state examinations.
How much does an NYS cosmetology license cost?
The original application fee is $40. The written exam costs $15, the practical exam costs $15, an eligible six-month temporary license costs $10, and the standard four-year renewal fee is $40.
How long is a New York cosmetology license valid?
The standard cosmetology operator license is valid for four years. Renewal becomes available 90 days before the expiration date printed on the license.
Can I renew an expired New York cosmetology license?
An individual credential expired for less than five years can generally remain within the renewal process. After five years, ordinary renewal is unavailable and the former licensee must use the previous-New-York-licensure route and pass the required written examination.
Can I work before passing both New York cosmetology exams?
Eligible applicants may request a six-month temporary license. A second temporary period requires a passing mark on at least one state exam. The temporary credential must be issued and unexpired before it is relied upon as work authorization.
What is the NYS cosmetology license phone number?
The New York State Department of State Division of Licensing Services general information number is 518-474-4429. Call-center representatives are available Monday through Friday from 8:45 a.m. to 4:30 p.m., except legal holidays.
Does an individual cosmetology license also license the salon?
No. The practitioner and the appearance-enhancement business are separately licensed. An independent area renter may also have an additional licensing requirement depending on the working arrangement.
Can an out-of-state cosmetologist transfer a license to New York?
Possibly. New York provides endorsement or reciprocity for qualifying jurisdictions and also has separate routes for education outside New York and five years of equivalent experience. Check the route that matches your actual license and work history.
