Meet California’s Cosmetology Requirements Without Following Outdated 1,600-Hour or Practical-Exam Advice
California now requires a minimum 1,000-hour approved cosmetology program for the standard school route. A first-time applicant must generally be at least 17, have completed the 10th grade or equivalent, qualify through an accepted training or experience route, submit the Board application and pass the written licensing examination.
The former California practical state-board exam is no longer required. Current cosmetologist candidates take the written PSI examination, and the passing percentage changed to 70% effective April 1, 2026.
2026 California route
- Meet age and education rules
- Complete an accepted qualification route
- Prepare Proof of Training and application
- Pay the current $125 application package
- Schedule the PSI written exam
- Pass and confirm license issuance
California Cosmetology License Requirements: Fast Answer
For the standard California cosmetology-school route, you generally need to be at least 17 years old, have completed the 10th grade or equivalent, finish at least 1,000 hours in a California Board-approved cosmetology program, submit the current application and supporting training proof, and pass the PSI written licensing examination.
The current Cosmetologist Application for Examination and Initial License shows a $125 nonrefundable fee. That amount reflects the current $75 application-and-examination fee plus the $50 initial cosmetologist license fee.
California Cosmetology License Requirements in 2026
California cosmetologists are regulated by the California Board of Barbering and Cosmetology. The legal requirements for a cosmetologist are different from the separate barber, esthetician, manicurist, electrologist and hairstylist credentials.
At Least 17 Years Old
California Business and Professions Code section 7321 requires a cosmetologist examination applicant to be at least 17 years old.
10th Grade or Equivalent
The applicant must have completed the 10th grade in a public school or its equivalent.
1,000 Approved Hours
A California cosmetology course approved by the Board must contain at least 1,000 hours of practical and technical instruction.
Apprenticeship Can Qualify
California law also recognizes completion of the state-approved cosmetology apprenticeship program as a qualification route.
Written Exam Only
California eliminated the practical licensing examination effective January 1, 2022. Current candidates need the written licensing exam.
70% Passing Percentage
The Board changed the cosmetologist written-exam passing percentage from 73% to 70% effective April 1, 2026.
Ways to Qualify for a California Cosmetologist License
The 1,000-hour California-school route is the most familiar path, but it is not the only qualification recognized by current law. Choose the route that matches your actual training and licensing history before submitting the application.
| Your situation | Potential qualification route | Important point |
|---|---|---|
| California cosmetology student | Complete a Board-approved cosmetology course. | The standard minimum is 1,000 hours. |
| California cosmetology apprentice | Complete the approved cosmetology apprenticeship program. | School and apprenticeship routes have different documentation. |
| Practiced cosmetology outside California but are not using reciprocity | Qualifying outside practice may be evaluated against California training requirements. | California law treats each three months of qualifying practice as the equivalent of 100 training hours for this route. |
| California barber moving into cosmetology | Qualifying barber credential plus an approved cosmetology crossover course. | Use the exact crossover route required by the Board. |
| Licensed cosmetologist in another state | Review reciprocity first. | A qualifying current out-of-state license may avoid the California written exam. |
California Requires 1,000 Cosmetology School Hours
California’s current minimum cosmetology curriculum is 1,000 hours. The Board explains that the minimum changed from the former 1,600-hour requirement on January 1, 2022.
A school may offer a program longer than 1,000 hours, but extra institutional hours do not increase the state’s minimum licensure requirement. If a school requires more than the state minimum, it should disclose that distinction to students.
Use a Board-Approved School
Hours from a school that is not approved by the California Board of Barbering and Cosmetology do not qualify a student for the Board examination. Verify the school before relying on tuition payments, enrollment promises or certificates.
How to Get a California Cosmetology License Step by Step
Confirm Your Eligibility
Make sure you meet the age and general-education requirements and identify which training, apprenticeship, crossover, experience or prior-license route applies to you.
Complete the Required Training
For the standard California-school route, finish the required 1,000-hour cosmetology program at a Board-approved school.
Get Proof of Training
California-approved school graduates receive Proof of Training documentation after completing the program. Keep this document with your application records.
Complete the Current Cosmetologist Application
Use the current California Cosmetologist Application for Examination and Initial License. Check every qualification and disclosure question carefully before submitting it.
Pay the Current $125 Fee
The current application form shows a $125 nonrefundable fee for the cosmetologist examination application and initial license.
Wait for Board Approval
The Board reviews your application and qualification documents. If information is missing, resolve the deficiency rather than starting a duplicate application.
Schedule the PSI Written Examination
After the application is approved, the Board sends PSI scheduling information. Choose an available examination date and location through the authorized testing process.
Pass the Current Cosmetologist Examination
The cosmetologist written examination contains 100 scored questions plus 10 pretest questions. Candidates receive 120 minutes, and the current passing percentage is 70%.
Confirm That Your License Was Issued
The Board states that candidates who pass are issued a license on the day of the examination. Verify your official California record rather than relying only on a score result or payment receipt.
Documents and Information to Prepare
The exact supporting documents depend on your qualification route and personal history. The current cosmetologist application asks for identity information, qualification information and additional disclosures.

- Current Cosmetologist Application for Examination and Initial License.
- Proof of Training from the approved California school.
- Social Security Number or Individual Taxpayer Identification Number where applicable.

- Refugee, asylum or special immigrant visa documentation when requesting applicable expedited treatment.
- Apprenticeship completion evidence for the apprenticeship route.
California Cosmetology License Fees
California’s fee schedule separates the $75 cosmetologist application-and-examination fee from the $50 initial license fee. The current combined cosmetologist application therefore shows a $125 nonrefundable payment.
| Transaction | Current amount | Planning note |
|---|---|---|
| Cosmetologist application and examination | $75 | Part of the initial application package. |
| Initial cosmetologist license | $50 | Included with the current examination-and-license application. |
| Current combined initial application | $125 | The current cosmetologist application shows this nonrefundable total. |
| Cosmetologist renewal | $50 | Renewal is a later transaction, generally on a two-year license cycle. |
| Delinquent renewal fee | $25 | Applies in addition to applicable renewal charges when late. |
School tuition, student kits, books, transportation, retesting and other education expenses are not included in the state application amount. Confirm the live total before submitting payment.
California Cosmetology Exam Requirements Changed in 2026
California continues to use the national written examination developed through PSI. The Board updated the cosmetologist examination content and passing percentage effective April 1, 2026.
2026 Cosmetologist Examination Content Weighting
The April 2026 update changed the distribution of tested subject areas. The Board’s May 2026 materials list the following current cosmetologist examination percentages.
| Topic | 2026 weighting |
|---|---|
| Safety and Infection Control | 30% |
| Client Consultation and Hair, Skin and Nail Analysis | 19% |
| Hairstyling | 2% |
| Haircutting | 3% |
| Haircoloring | 10% |
| Chemical Texture Services | 12% |
| Skin Care | 4% |
| Eyelash and Eyebrow | 4% |
| Hair Removal | 8% |
| Nail Care | 8% |
Available Examination Languages
The Board currently lists the written examination in English, Korean, Spanish, Vietnamese and Simplified Chinese. An interpreter request route may be available when the examination is not offered in the applicant’s native language and the Board’s conditions are met.
For detailed exam preparation, see the California Cosmetology State Board Exam guide.
How Long Does the California Cosmetology Application Take?
The Board does not promise one fixed approval date for every applicant. Processing depends on whether the application is complete and whether additional documents are required.
The Board’s current FAQ says online applications are generally processed about two to four weeks faster than mailed applications. After an initial application is approved, the Board says the applicant should receive PSI scheduling information approximately six weeks later.
Out-of-State Applicants: Reciprocity vs. Training Review
California separates applicants who already hold a current out-of-state license from applicants who trained outside California but never became licensed there.
Check Reciprocity First
California may issue a license through reciprocity to an applicant with a current qualifying license in good standing from another state. Qualifying reciprocity applicants do not take the California written exam.
Use the Out-of-State Training Route
If you trained outside California but were never licensed there, submit the appropriate initial examination application and the Board’s Out-of-State/Out-of-Country School Training Form B. The Board determines whether your training is sufficient.
When the Board finds an hours deficiency, it may require additional school hours before examination eligibility. Applicants can complete those additional hours at a qualifying school as directed by the Board.
Common California Cosmetology Application Problems
| Problem | Possible reason | What to do |
|---|---|---|
| School hours are rejected | The school or program may not qualify for Board examination purposes. | Verify the school against the Board’s approved-school information. |
| Application is deficient | Training proof, identity information, disclosure documents or qualification records may be incomplete. | Respond to the specific deficiency instead of filing a second application. |
| PSI scheduling information has not arrived | The application may not yet be approved or the Board may still need information. | Confirm application status with the Board before contacting PSI about an unapproved file. |
| Name does not match records | School, application or identity records may use different legal names. | Correct the record and provide name-change documentation when required. |
| Failed the exam | The required passing standard was not met. | Submit the Board’s current re-examination application and fee, then reschedule after approval. |
| Missed the PSI appointment | Cancellation was too late or the candidate did not appear. | Follow current PSI rescheduling and re-examination instructions. |
How Many Times Can You Retake the California Cosmetology Exam?
The Board states there is no limit on the number of examination attempts. A re-examination application and applicable fee are required for each new attempt.
Cancel or Reschedule Early
The Board says an examination appointment can generally be rescheduled without forfeiting the fee when PSI receives the cancellation at least two days before the scheduled examination date.
What Happens After You Pass the California Cosmetology Exam?
The Board states that candidates who pass the written examination are issued a license on the day of the exam. Even so, confirm the official license record before performing services for compensation.
You can search California’s official license database by the licensee’s name or license number. Check the credential type, status and expiration information rather than relying on a school diploma, PSI result or application receipt.

After Licensing: California Cosmetology Renewal Basics
A California cosmetologist license normally runs on a two-year renewal cycle. The current personal cosmetologist renewal fee is $50, and the delinquent renewal fee is $25.
California does not require continuing-education credits for ordinary cosmetologist renewal. Do not buy a private CE package because a third-party site claims it is mandatory for standard California renewal.
For the complete renewal process, see California Cosmetology License Renewal.
