Passing percentage is not the same as pass rate. The 70% figure is the current cosmetologist examination passing percentage. A historical first-time or retake pass rate describes how groups of candidates performed and is not the score you personally need.

California eliminated the practical examination effective January 1, 2022. The licensing examination requirement is now the written exam.

Who Can Apply for the California Cosmetologist Exam?

The cosmetologist examination qualification statute requires applicants to be at least 17 years old.

10th grade or equivalent

The applicant must meet California’s education requirement.

California’s minimum approved cosmetology program requirement is 1,000 hours.

You cannot test early: the Board FAQ states that candidates are not admitted to the examination until the required training hours for their qualifying program have been completed.

The April 2026 PSI bulletin tells candidates to arrive at least 30 minutes before the scheduled appointment for check-in and identification verification.

Your exam ID must match the name of record with the Board identically, including middle name versus middle initial.

Middle-name trap: PSI’s current bulletin specifically warns that a middle name versus middle initial mismatch can prevent admission. If your Board record says “Maria Elena Lopez” and your ID/record combination does not match identically, fix it before exam day rather than arguing at check-in.
Improper ID is treated like a missed exam: if you are not admitted because of improper identification, the current bulletin says you must submit a re-examination application and applicable fee before you can reschedule.

No—not for regulated cosmetology services for compensation without a valid license. The California Board FAQ warns that working while waiting for the exam without a valid license can lead to a citation and a $1,000 fine.
