California Cosmetologist Exam Blueprint Effective April 1, 2026
The Board’s 2026 exam update substantially changed the weighting. Safety and infection control now carries the largest share of the exam, while haircutting and hairstyling account for much smaller percentages than in the prior outline.

What Changed for the California Cosmetology Exam in 2026?

The cosmetologist passing percentage changed effective April 1, 2026.
Major reweighting
Safety increased to 30%. Haircoloring is now a separate 10% area. Haircutting fell to 3%, and hairstyling to 2%.
Updated national exam
The Board implemented the revised PSI national cosmetologist examination content on April 1, 2026.
Do not confuse a 70% passing percentage with a school pass rate. The passing percentage is the criterion for the individual examination. School pass-rate reports describe how groups of candidates performed and do not change the score requirement for your test.
California Has No Hands-On Practical Cosmetology State Board Exam
California eliminated the practical licensing examination effective January 1, 2022. Current cosmetologist candidates need to pass the written examination after the Board approves their eligibility.

Who Can Apply for the California Cosmetologist Exam?
For the standard school route, California law requires the applicant to be at least 17 years old, have completed the 10th grade or its equivalent, satisfy the applicable licensing-law requirements, and complete a Board-approved cosmetology course. California’s minimum approved cosmetology program is currently 1,000 hours.

The current Cosmetologist Application for Examination and Initial License shows a $125 non-refundable total. The Board’s fee schedule breaks this into a $75 application/examination fee and a $50 initial cosmetologist license fee.

2026 Exam-Day ID Rule: Your Name Must Match Exactly
Beginning February 1, 2026, the Board instructed schools that the name on the government identification presented on exam day must match the full legal name the Board has on file. This includes the first name, all middle names, and last name.
Use the current PSI Candidate Information Bulletin for the exact list of acceptable identification. PSI’s general guidance requires valid, unexpired government-issued identification and tells candidates to arrive at least 30 minutes before the appointment.

California Cosmetology Exam Languages, Interpreter Requests and Accommodations
The Board currently lists the exam in English, Korean, Spanish, Vietnamese and Simplified Chinese. A candidate who cannot read, speak or write English at a 10th-grade level and whose qualifying native language is not offered may request approval to use an interpreter under the Board’s rules.

What Happens After You Pass?
The Board’s current FAQ states that candidates who pass the written examination are issued a license on the day of the exam. Even so, check the public California Department of Consumer Affairs license record before relying on a new credential for employment or regulated paid services.
