The Appearance Enhancement Advisory Committee advises the Department on the profession, but it does not issue licenses. Applications, exams, renewals, records and final licensing decisions are handled through Department of State licensing services.

Agency-name clarification: “New York State Board of Cosmetology” and “New York State Department of Cosmetology” are common search phrases, but the official licensing authority is the New York State Department of State, Division of Licensing Services.

Who Actually Regulates Cosmetology in New York?

The Department of State Division of Licensing Services processes cosmetology applications, administers licensing examinations, maintains records and handles license-management transactions.

Advisory body

Appearance Enhancement Advisory Committee

The committee advises the Department on matters affecting cosmetology, esthetics, nail specialty, waxing and natural hair styling. It is not the license-issuing agency.

Cosmetology licensing operates under New York appearance-enhancement law and Department of State regulations.

Before paying: final applications, renewal payments, exam scheduling and license changes should be completed through an official New York State service rather than a private website using “board” in its name.

New York Cosmetology License Lookup

New York directs appearance-enhancement license searches to Open NY data. Individual operators and businesses or area renters are maintained separately.

Individual cosmetologist

Search the active individual-license dataset and confirm that the license type is Appearance Enhancement Operator – Cosmetology.

Salon or area renter

Use the separate business and area-renter dataset. An individual cosmetologist record does not prove that the establishment or independent rental arrangement is properly licensed.

  • Verify an area renter when applicable.

  4. Confirm the exact license type before relying on the record.
  5. Check the expiration date.
  6. Save a dated result when employment, salon rental or consumer safety depends on it.
Active-data limitation: the public datasets are designed around active licenses. Failure to find a person does not by itself prove the person was never licensed. An expired, inactive, revoked, pending or differently spelled record may require direct DOS help.

License Number, UID, Application ID and Candidate Number

New York licensing pages use several identifiers. Copy the identifier requested by the specific screen instead of assuming every number means the same thing.

New York Cosmetology License Requirements in 2026

Standard NYS route

1,000 approved hours

  • Minimum age: 17.
  • Complete a 1,000-hour approved cosmetology course.
  • Pass the New York written exam.
  • Pass the New York practical exam.
Health

Physical examination

A physician, physician assistant or nurse practitioner must complete the required health certification. The application must be submitted within 30 days after the examination.

NYS education

1-hour awareness course

Applicants qualifying through New York schooling must complete the one-hour Domestic Violence and Sexual Assault Awareness requirement unless an applicable exemption applies.

Alternative routes exist. New York also has routes for education outside New York, five years of qualifying experience, reciprocity or endorsement, and previous New York licensure.

What the January 2026 DOS-0034 Application Actually Requires

The current English cosmetology application is DOS-0034-f-a Rev. 01/26. Read the current form before assembling documents because incomplete applications are returned.

Before submitting

  • Choose the correct qualification route.
  • Complete every mandatory field.
  • Use the legal name consistently.
  • Provide email because licensing communications are primarily electronic.
  • Complete the Child Support Statement.
  • Provide a Social Security or Federal ID number when you have one.
  • If you have neither number, include the written explanation requested by DOS.

NYS school verification online

Online applicants enter the five-digit curriculum code listed on the school certificate. A participating school can affirm completion electronically. When the school is not participating in electronic certification, the system can require the applicant to upload the school certificate.

If you apply online, do not mail a duplicate application

DOS says an online applicant should not send the same application again by mail unless the Department specifically requests supporting documents.

No scanner? If DOS requires supporting documents and you cannot upload them, include the online application confirmation page and application number with the documents mailed to the Department.

Health Certification: 30-Day Filing and 3-Year Retention Rules

Who signs

Authorized health professional

A physician, physician assistant or nurse practitioner completes, signs and dates the certification.

Deadline

The online license application must be submitted within 30 days from the date of the health examination.

After filing

Keep evidence for 3 years

DOS states that the completed Health Certification is subject to audit and evidence must be maintained at the work premises for three years.

Online application workflow

  1. Have the health professional complete DOS-1948.
  2. Check that the form is signed and dated.
  3. Enter the required information from the form into the online application.
  4. Submit within the 30-day window.
  5. Keep the completed certification safely for the audit-retention period.
Do not have the physical too early. If more than 30 days pass before application submission, the certification may no longer satisfy the application timing rule.

Five Ways to Qualify for a New York Cosmetology License

  • Original certification from the licensing agency where you were previously licensed.
  • Two experience statements from employers, coworkers or clients.
  • Exact beginning and ending month/year.
  • City, state and shop name.
  • Specific cosmetology services performed.
  • Tax-return evidence showing cosmetology as the occupation when requested or useful.

Five-year experience outside the U.S.

DOS may consider licensing-authority or consular documentation, detailed employer/client/coworker letters, identification or workbooks, education curricula and diplomas or certificates, and tax evidence.

Five years of experience is not an automatic waiver. DOS must review the evidence and accept the applicant under the experience route.

New York Cosmetology Reciprocity vs. Endorsement

Do not treat these terms as identical. New York publishes separate reciprocity and endorsement lists.

An out-of-state license does not automatically “transfer.” New York must approve the applicant under the applicable reciprocity, endorsement, education or experience route.

Do not bring

  • Dictionaries, books or other reference materials.
  • Large bags or briefcases.
  • Visitors or children.
  • Food or drinks inside the testing area.
  • Electronic devices left switched on.
Protect the $15 fee: reschedule at least six days before the appointment. Cancellation, no-show or late arrival can result in forfeiting the fee.
No official “70% score” should be added to this guide. The current Department of State applicant information says results are pass/fail and no numerical score is provided.

New York Cosmetology Practical Exam: What the Current PDFs Require

The Department of State publishes separate General Information, Procedures, Supply List and Task List documents. Use all four when preparing.

Before you schedule

  • Wait until DOS approves your application.
  • Schedule through the online account.
  • Pay the $15 nonrefundable exam fee.
  • If approved for special testing arrangements, wait for DLS to schedule you rather than self-scheduling.
  • Use the live practical-exam site list because locations can change.

Mannequin requirements

Wrong mannequin can disqualify you. Current DOS procedures require a new, unused, uncut, unprocessed, solid-color human-hair mannequin with at least about 8 inches of hair from the nape. Snap-on hair is not allowed.

  • No perming or coloring before the exam.
  • No snap-on or separately fastened hair.
  • Countertop clamp required.
  • Floor stands are not allowed.

Dress and personal preparation

Wear

  • Clean washable smock or gown.
  • Closed-toe shoes covering the top of the foot.
  • Footwear made from material not easily pierced.

Avoid

  • Aprons instead of the required outer garment.
  • Canvas footwear.
  • Bulky or dangling jewelry.
  • Gum or personal-device use during the exam.

Supplies people commonly overlook

  • Hand sanitizer containing at least 60% alcohol.
  • Your own pen for sign-in.
  • EPA-approved surface sanitizing product in original labeled packaging.
  • Separate clean and dirty transport for implements as instructed.
  • Blood-contamination container and first-aid supplies.
  • Pre-filled water bottle; DOS notes water availability is not guaranteed.
No supply sharing: DOS states that candidates may not share examination supplies with each other.

Total-duration note: DOS’s current General Practical Information says approximately 3 hours, while its current Task List says approximately 3½ hours. Plan for roughly 3–3½ hours plus check-in and any site-specific waiting time.

Results, retakes and failed-exam analysis

  • Results are emailed when available and viewed in the online account.
  • Results are pass/fail; DOS does not provide a numerical score.
  • Passing examination results remain valid for five years.
  • A failed candidate may schedule another examination online.
  • Practical results cannot be appealed.
  • If you fail, you may request a practical-exam analysis from exams@dos.ny.gov.
  • The analysis request must be made within 60 days of the exam date.
  • Analysis is not provided to candidates who passed.

New York Temporary Cosmetology License

First six-month temporary license

The current DOS instructions say qualifying applicants using education obtained in New York or elsewhere in the United States may work under a temporary credential while completing the examination process.

Fee: $10. Initial application plus first temporary license can be paid together as $50.

Second temporary period

A temporary renewal requires a passing result on either the written or practical examination. After both required examinations are passed, DOS issues the four-year cosmetology license.

Temporary renewal fee: $10.

Current-form inconsistency: the DOS-0034 explanatory instructions limit temporary licensing to New York or U.S. education applicants, while a checkbox on the current form references qualifying choices 1, 2 or 3. If your route is unusual—especially previous New York licensure—confirm eligibility with DOS before assuming a temporary license will be issued.
Expired temporary credential: passing one exam may make you eligible for a second temporary license, but merely scheduling another exam does not authorize practice after the temporary credential expires.

A New York cosmetology license is valid for four years and becomes eligible for renewal approximately 90 days before the printed expiration date.

  • First and last name.
  • Application or License ID.
  • NY.GOV ID, or SSN and date of birth when the claiming process requests them.
  • Use the exact existing record rather than creating a duplicate application.

Save proof and verify issuance

Keep the submission confirmation and wait for DOS issuance. A submission confirmation alone is not final approval.

Older wording: some DOS instructions still refer to “Manage My Licenses.” The newer profession-specific page uses the My Dashboard → Individual Information → License Details route.
Continuing education: the current ordinary cosmetology renewal page and May 2026 DOS-1404 form do not list routine continuing-education hours as an ordinary renewal requirement. Follow any separate requirement specifically imposed on your individual record.

What the May 2026 DOS-1404 Renewal Form Asks

DOS currently encourages online renewal, but its forms library also contains DOS-1404 Appearance Enhancement Operator Rev. 05/26. If DOS sends or specifically directs you to use a paper renewal notice, follow the current form exactly.

  • Renewal fee shown: $40.
  • Email address is required.
  • No changes are accepted directly on the renewal form.
  • The applicant must answer the conviction, pending-charge and license-discipline questions.
  • The Child Support Statement is mandatory.
  • The applicant signs under penalty of perjury.

If you answer “Yes” to a criminal or license-discipline question

The current form asks for a written explanation identifying the place, court jurisdiction, nature of the offense and sentence or disposition.

  • Copy of the accusatory instrument, such as an indictment, criminal information or complaint.
  • Certificate of Disposition.
  • Certificate of Relief from Disabilities, Certificate of Good Conduct or Executive Pardon when applicable.

Name changes use a separate correction route

DOS-1404 says changes are not accepted on the renewal form. The current instructions list examples of name-change proof including a court order, marriage certificate, driver or non-driver ID, valid passport or immigration documents.

The current form instructs the user to return the completed, signed original renewal notice rather than a photocopy.

Do not work in the gap. The May 2026 renewal form states that it is unlawful to engage in the licensed business during the period between license expiration and renewal.
Payment: the form accepts check or money order payable to the Department of State or approved card payment. Do not send cash. A returned check carries a $20 fee.

Use the existing record

Do not automatically create a new initial application just because the expiration date passed. Use the existing license record and follow the renewal instructions shown by DOS.

Five-year threshold

Written exam required

The current cosmetology application says a person who fails to file the renewal application and fee within five years after expiration is ineligible for the license until passing a written examination. Proof of prior New York licensure may be required.

Do not practice from an expired credential. A renewal submission, payment or exam appointment does not replace an issued/current license.

New York Cosmetology Rules, Scope and Procedure Checks

A cosmetology license has broad appearance-enhancement scope, but it does not authorize every beauty, medical or invasive procedure.

Cosmetology scope includes

  • Hair cutting and trimming.
  • Color and reactive chemical services.
  • Hair straightening and curling.
  • Natural hair styling within licensed scope.
  • Esthetics services within cosmetology scope.
  • Nail specialty and waxing services within scope.

The operator license does not

  • Automatically license a salon business.
  • Replace an area-renter license where required.
  • Authorize every laser or medical-spa procedure.
  • Replace a medical or other professional license.

2026 scope chart

DOS revised its Procedure Licensure Chart on April 20, 2026. Use the current chart before offering an unfamiliar advanced or medical-adjacent service.

Posting basics

  • Individual appearance-enhancement licenses must be conspicuously posted at the station or location where the occupation is practiced.
  • Business licenses have separate posting requirements.
  • Business establishments must post the required service and price information.
Do not use social-media training as scope authority. When the service involves invasive tools, medical claims, lasers or another regulated profession, check DOS’s current scope determination before offering it.

Cosmetologist, Salon Business and Area Renter Are Separate Licenses

  • Applicant must be at least 18.
  • Business license term: four years.
  • Initial business fee: $60.
  • Business renewal: $60.
  • Operate or rent at the location listed on the license.
  • Maintain the required bond or qualifying liability coverage.
Insurance/bond minimum: DOS lists qualifying accidental and professional liability coverage of at least $25,000 per occurrence and $75,000 aggregate, or approved bond/general-liability alternatives meeting the requirement.

Area-renter check

An operator who works as an independent contractor inside an Appearance Enhancement Business rather than as the owner’s employee may need an Area Renter license in addition to the operator license.

New York Cosmetology Licensing Troubleshooting
