California Board of Barbering and Cosmetology: Lookup, Renewal & License Help
Use this independent California guide to verify a barbering or beauty license, renew through BreEZe, understand current fees and status codes, fix common account problems, check training and exam requirements, transfer an out-of-state license, or contact the correct Board service.
The California Board of Barbering and Cosmetology makes official licensing decisions. Payments, applications, renewals, complaints and final status checks should be completed only through California government systems.
Fast Answer: What Does the California Board Handle?
The Board licenses and regulates California barbers, cosmetologists, electrologists, estheticians, hairstylists and manicurists. It also oversees apprentices and licensed establishments where Board-regulated services are provided.

How to Renew a California Cosmetology or Barber License
The fastest route for most licensees is BreEZe. The Board’s current renewal page says a renewal may be submitted up to 83 days before the license expires. A license remains tied to its actual expiration date; renewing early does not change the underlying two-year cycle.
Verify the license first
Open DCA License Search and confirm the legal name, license type, license number, primary status and expiration date. This prevents renewing the wrong credential or assuming an old wall license is still current.
Sign in to the existing BreEZe account
Recover the existing user ID or password if necessary. Creating another account does not move a license that is already associated with a different profile.
Associate the license when needed
Use the profile’s Add License function and enter the identifying information exactly as the Board record requires. Personal and establishment credentials have different association fields.
Open the renewal activity
When the renewal activity is available, review the credential carefully, update required information and follow the BreEZe renewal screens. If the activity is missing, first check the expiration date and account association.
Review fees, fines and holds
The standard personal renewal fee is $50. A delinquent personal license adds a $25 fee. Outstanding Board fines or other balances may also affect the amount displayed in the account.
Submit payment and save proof
Save the BreEZe receipt, transaction information and confirmation email. For card payments, BreEZe accepts Visa, MasterCard, American Express and Discover.
Confirm the public license record
Return to DCA License Search and confirm that the status and expiration information reflect the completed renewal. The public licensing record is stronger evidence of current status than a payment receipt alone.
California Renewal Fees, Late Fees, CE and License Periods
| License type | Renewal fee | Delinquent fee | License period |
|---|---|---|---|
| Barber | $50 | $25 | 2 years |
| Cosmetologist | $50 | $25 | 2 years |
| Electrologist | $50 | $25 | 2 years |
| Esthetician | $50 | $25 | 2 years |
| Manicurist | $50 | $25 | 2 years |
| Hairstylist | $50 | $25 | 2 years |
| Establishment | $40 | $20 | 2 years |
| Mobile Unit | $40 | $20 | 2 years |
| Personal Service Permit | $10 | $5 | 2 years |
Continuing education
The Board states that continuing-education credits are not required to maintain an ordinary barbering or cosmetology license. Voluntary education does not replace the renewal application or fee.
Military renewal waiver
A qualifying licensee serving on active duty in the U.S. Armed Forces or California National Guard may request a waiver of renewal fees under the Board’s military process. Supporting active-duty documentation is required.
Renewal notice
Do not wait for a mailed notice. An address change, outstanding fines or delivery problem does not extend the expiration date. Track the date shown in the official license record.
Board of Barbering and Cosmetology Login: Connect a License to BreEZe
Creating a BreEZe account and linking an existing license are separate steps. If the account exists but no license activity appears, confirm that the correct credential is associated with that profile.
Personal license
Use Update Profile → Add License, choose the Board and exact license type, then enter the identifying information requested by BreEZe. Match the Board record exactly.
Establishment license
The Board’s FAQ directs establishment users to choose Board of Barbering and Cosmetology and Establishments, enter the establishment license number without the letter prefix, use the business name as listed, and provide the requested SSN or FEIN information.
BreEZe Login and Renewal Problems
| Problem | Likely explanation | What to do |
|---|---|---|
| Renewal activity is missing | The credential may not yet be in the available renewal period, or it may not be associated with the account. | Check the public expiration date, confirm account association and compare the current Board renewal page with the activity shown in BreEZe. |
| License cannot be linked | The identifying information does not match the Board record. | Recheck license type, name, license number format and requested identity fields before trying again. |
| License is already associated | An older BreEZe account may already control that credential. | Recover the existing account rather than creating repeated profiles. |
| Email already exists | The email address was used for a previous registration. | Use the Forgot User ID or Forgot Password options. |
| Account is locked | BreEZe locks an account after repeated failed sign-in attempts. | Use the Board/DCA support route and avoid repeated guessing. |
| Card payment fails | Card details, billing information or the payment method may not match BreEZe requirements. | Re-enter the card details carefully. BreEZe accepts Visa, MasterCard, American Express and Discover. |
| Renewal status does not update | Outstanding fines, deficiencies or another Board issue may require action. | Review messages and balances, then contact the Board if the cause is unclear. |
California Board of Barbering and Cosmetology License Lookup
DCA License Search is the official public route for checking an individual or business license. It can show license type, status, expiration information and public record actions when available.
Open DCA License Search
Use the California Department of Consumer Affairs search, not a private directory, when the current legal status matters.
Search with the strongest identifier
A license number is usually the cleanest search. Advanced Search also supports first name, last name, business name, Board or Bureau, license type, city, county and status filters.
Open the full record
Match the license holder, credential type, primary status, issuance date, expiration date, previous names and public actions before relying on the result.
Check the establishment separately
An individual’s professional license and a salon, shop, establishment or mobile-unit credential are different records. Verify each one when both matter.
Save dated proof when necessary
Keep a printout or screenshot for hiring, booth rental, inspection preparation, insurance, consumer safety or a complaint.
California License Status Meanings
| Status | What it means | Practical next step |
|---|---|---|
| Current | The license holder has completed the renewal requirements reflected in the public record. | Confirm the credential type, expiration date and any public restrictions. |
| Delinquent | The license holder has not complied with renewal requirements. | Complete the appropriate renewal route before providing compensated regulated services. |
| Probated / Suspension | An enforcement action restricts or prevents practice. | Read the public disciplinary information and the Board order. |
| Suspended | The Board imposed a suspension. | Do not assume an ordinary renewal payment removes the suspension. |
| Revoked | The license was revoked through disciplinary action. | Use the Board’s enforcement or reinstatement process that applies to the order. |
| Canceled | The license was not renewed for five years. | Use the examination route required for a new license rather than ordinary renewal. |
Expired California License: Less Than Five Years vs. Five Years
Expired less than five years
A late renewal may still be available. Check the record, associate the license with BreEZe if necessary, complete the renewal activity, pay required renewal and delinquency amounts, resolve any holds, and confirm the status returns to Current.
Not renewed for five years
The Board cancels a license that is not renewed for five years. To become licensed again, the former licensee must submit the proper examination application and pass the current examination. The canceled license number may be used as the qualifying basis described by the Board.
Change an Address or Name and Replace a Lost License
| Task | Current route | Important detail |
|---|---|---|
| Change address | BreEZe, official form or Board email | Update the address before relying on renewal notices. |
| Change legal name | BreEZe Change of Name activity | Upload current government ID reflecting the new name and a supporting legal name-change document. The Board says to allow up to five weeks. |
| Duplicate after name change | Request after the name change is approved | The duplicate-license fee is $10. |
| Lost, stolen or destroyed license | BreEZe or Duplicate/Replacement License Request | Online requests are generally mailed within 15–20 business days; mailed requests may take 4–6 weeks. |
The Board states that duplicate licenses are for replacing a lost, stolen or destroyed original; licensees should not keep multiple copies in their possession.

California License Categories and Minimum School Hours
Choose the license based on the legal scope of practice, not only the job title used by a salon or school. Training from a school that is not approved by the Board does not qualify a student for the Board examination.
| Credential | Minimum approved-school hours | Planning point |
|---|---|---|
| Cosmetologist | 1,000 | Broad hair, skin and nail scope under California law. |
| Barber | 1,000 | Approved school, apprenticeship and certain qualifying experience routes may apply. |
| Esthetician | 600 | Skin-care license; medical procedures are outside an ordinary Board license. |
| Electrologist | 600 | Separate electrology education and examination route. |
| Hairstylist | 600 | Hair-focused credential with a narrower scope than cosmetology. |
| Manicurist | 400 | Regulated nail-care services within the statutory scope. |
Check current California license requirements and confirm the school is Board approved for the exact credential.
California Written Examination and License Issuance
California no longer requires the former practical examination for these Board license categories. After the Board approves an examination application, the candidate receives PSI scheduling information and takes the written examination.
| Exam type | Scored questions | Pretest questions | Time |
|---|---|---|---|
| Barber | 85 | 10 | 120 minutes |
| Cosmetologist | 100 | 10 | 120 minutes |
| Esthetician | 75 | 10 | 90 minutes |
| Electrologist | 50 | 5 | 90 minutes |
| Manicurist | 60 | 10 | 90 minutes |
| Hairstylist | 50 | 10 | 90 minutes |
The Board offers the exam in English, Korean, Spanish, Vietnamese and Simplified Chinese. Candidates should use the current PSI Candidate Information Bulletin for identification, scheduling, rescheduling and examination rules.
Transfer an Out-of-State Barbering or Cosmetology License to California
California may issue a corresponding license through reciprocity when the applicant meets the Board’s requirements. Do not assume that simply holding an out-of-state license authorizes paid work in California.
Check whether your license type qualifies
Review the current reciprocity instructions for the exact credential. Some licenses and specialist categories do not qualify for reciprocity and require a different out-of-state route.
Submit the California reciprocity application
Use the current application and fee instructions. Military-spouse rules may provide additional expedited or fee-waiver options when eligibility requirements are met.
Request official certification
Ask the state licensing authority to send certification directly to the California Board. The Board states that applicant-supplied certification copies are not accepted in place of official transmission from the issuing state.
Wait for the California record
Do not begin Board-regulated paid services until California issues the applicable license and the public record shows a valid status.
Establishment Licensing and Consumer Complaints
Salon and shop owners
- Verify each worker’s individual credential.
- Maintain the required establishment or mobile-unit license.
- Use a new establishment application when a change in ownership or location requires one.
- Keep required licenses, sanitation conditions and postings ready for inspection.
- Use the Board’s closure process when regulated operations permanently stop.
Consumers filing a complaint
- Record the establishment name and address.
- Record the operator’s name and license number when known.
- Keep receipts, photographs, messages, advertisements and medical records when relevant.
- Describe dates and events clearly and chronologically.
- Submit the complaint through BreEZe or the Board’s written complaint route.
The Board handles complaints involving issues such as gross negligence or incompetence, unsanitary conditions, unlicensed practice and false or misleading representations of services. A complaint may be filed anonymously, but missing evidence can make investigation more difficult.
