Find the Correct KBC Action Before You Pay
Use this guide to verify a Kentucky cosmetology license, restore a license after the July 31 deadline, fix KBC login problems, understand fees, prepare for PSI theory and practical examinations, transfer an out-of-state license or find the current rule that applies.
The Kentucky Board of Cosmetology controls official approvals, status, examinations and payments. This independent page explains the process first, then sends you to KBC, Kentucky law or PSI for the final live action.
Kentucky License Task Helper
This static helper does not access KBC records. It points you to the correct process and the proof you should save.
Kentucky Board of Cosmetology Contact Information
July and August are high-volume months. Email is often the better route when you can include your license number, exact portal problem and a screenshot.
Board phone
Use for licensing decisions, application requirements, examination eligibility, restoration questions and unclear account status.
Board email
Include your legal name, license number, email used for login and a clear screenshot. Do not send repeated messages through multiple routes.
Frankfort location
1025 Capital Center Dr., Suite 200
Frankfort, KY 40601
Office hours are Monday–Friday, 8:00 a.m.–4:30 p.m. Eastern, excluding recognized holidays and possible weather closures.
Useful email script
“My legal name is [name]. My license or permit number is [number]. The email used for my portal account is [email]. My current public status is [status]. The exact message or problem is [copy the message]. I have attached a screenshot. Please tell me the next required action.”
KY Cosmetology License Lookup: Person and Facility Searches
Kentucky uses separate public searches for people and facilities. Search the professional and the salon separately when employment, booth rental, client safety or an inspection depends on both records.
Choose person or facility
Use the person search for cosmetologists, estheticians, nail technicians, shampoo stylists and instructors. Use facility search for salons, schools and limited facilities.
Enter less information
KBC’s lookup says “less is more.” Begin with a last name, partial facility name or complete license number instead of filling every field.
Use the wildcard when needed
Place an asterisk after partial information. For example, use Al* when the exact spelling may be Alan, Allen or another variation.
Check status and expiration
Confirm the legal name, license category, current status and expiration. Save a dated screenshot when hiring, renting space or documenting a complaint.
| Public status | What KBC indicates | Practical next action |
|---|---|---|
| Renewed / Active | The license has been renewed and is shown as active. | Still confirm the category, expiration and facility record. |
| Not Renewed / Inactive | The renewal deadline was not completed successfully. | Use the portal restoration route and wait for approval. |
| Expired | KBC states expired records are no longer eligible for ordinary renewal. | Use the examination/new-license path shown in the portal. |
| Hold / Review | The application requires manual review or missing information. | Monitor email for a deficiency notice and respond with the exact document requested. |
KY Board of Cosmetology Login and Account Troubleshooting
The KBC application portal is used for renewal, restoration, initial applications, examinations, certifications, duplicates, transfers and account maintenance.
First-time portal user
- Create a new portal account with an email address and password.
- Old website credentials may not work in the current portal.
- Type the email and password instead of copying and pasting.
- Use the Board-issued registration code to link an existing license.
Missing registration code
- Email KBC with the full legal or salon name.
- Include the last four digits of the SSN for a personal account.
- Include the license number.
- Do not create repeated accounts to solve a missing-link problem.
| Portal problem | What to try | When to contact KBC |
|---|---|---|
| Name appears but license details are blank | Take a screenshot showing the account name and missing record. | Email your name, license number and login email. During renewal, KBC warned this could require development-team review. |
| Cannot find the Renew option | Open the three-dot menu beside the linked license. | If no action appears, confirm the license is linked and check whether restoration—not renewal—is now required. |
| Salon not linked | Choose “Don’t see your license?” and enter the salon license number plus its separate registration code. | Contact KBC when the registration code is missing or rejected. |
| Email shown as invalid | Create the current portal account and type the email manually. | Contact KBC if the board record uses an inaccessible or incorrect email. |
| Payment completed but status unchanged | Save the receipt and status-change notification. | Monitor deficiency emails and contact KBC if the license is not received within the stated period. |
Photo and ID upload rules
- Taken within the previous six months.
- JPEG or PNG—not HEIC, live photo or PDF.
- Face forward and shoulders visible.
- Solid white or light-blue background.
- No AI-generated image, filter, group photo, pet or car selfie.
- Current driver’s license, state ID, passport or military ID.
- Expired identification is not accepted.
- Upload a clear digital image.
- Photocopies are not accepted.
- The legal name should match the application record.
Kentucky Cosmetology License Renewal After July 31, 2026
Beginning with the 2026 cycle, Kentucky licenses renew every two years. Ordinary renewal ran from July 1 through July 31, 2026.
2026 renewal period
July 1–31, 2026Applications had to reach the online portal by 11:59 p.m. Eastern on July 31. A missed license becomes inactive and requires restoration.
New expiration
July 31, 2028An approved 2026 renewal should show the new biennial expiration date. Verify the official lookup after processing.
Missed-deadline workflow
Verify the public status
Search the license and confirm whether it is active, inactive, expired or held for review.
Log in to the existing account
Do not create another profile. Open the action menu beside the linked license and look for renewal, reinstatement or restoration.
Update required information
Check email, mailing address, photo, government ID, employment or booth-rental information and any required felony disclosure.
Pay the portal-calculated amount
Save the receipt. KBC no longer accepts physical payments; applications and fees are handled online.
Wait for approval and verify again
A submission may be approved or placed on hold for manual review. Do not rely only on the receipt when the public record still shows inactive or expired.
Expired-license decision table
| How long expired | General KBC route | Main warning |
|---|---|---|
| Less than five years | Submit the renewal/restoration application through the online portal and pay the required amount. | Wait for the license to return to an approved status before relying on it. |
| More than five years | Apply for and pass the applicable theory and practical examinations, then apply for a new license. | Ordinary online renewal is not enough. |
| Suspended or disciplined | Follow the Board order and any specific reinstatement conditions. | Payment alone does not remove a disciplinary restriction. |
Kentucky Cosmetology License Requirements
Initial personal applicants generally must be at least 18, show twelfth-grade equivalency, complete the approved curriculum, pass theory and practical examinations, apply for the license and receive license verification before providing services.
| License path | Minimum education | Important application point |
|---|---|---|
| Cosmetologist | 1,500 hours | Written/theory and practical examination required. |
| Esthetician | 750 hours | Use the esthetics examination and license path. |
| Nail technician | 450 hours | Use the nail technology examination and license path. |
| Shampoo and styling services | 300 hours | This is a separate limited service category. |
| Instructor | 750 hours plus qualifying individual-license history | Instructor examinations use higher passing-score requirements. |
Current KBC License, Renewal, Examination and Transfer Fees
The fee rule became effective in December 2025. Verify the final portal amount before payment because separate licenses and separate examination components can create more than one charge.
| Action | Current rule amount | What users often confuse |
|---|---|---|
| Initial individual license | $50 | This is separate from examination applications. |
| Biennial individual renewal | $100 | The 2026 change collects the two-year renewal amount in one cycle. |
| Examination or retake application | $85 | Theory and practical components require separate scheduling/application steps. |
| Out-of-state endorsement | $100 | Certification or examination costs may be separate. |
| Kentucky certification request | $25 | KBC sends certification directly to the receiving state—not a private address. |
| Duplicate or name-change license request | $25 | Name-change documents and updated ID may still be required. |
| Individual restoration | $50 per expired year, up to the regulatory maximum | The exact portal total depends on how long the license has been expired. |
| Initial salon license | $100 | A personal license does not cover the salon location. |
| Biennial salon renewal | $200 | Renew the manager’s personal license before the salon when required. |
| Salon manager change | $50 | Manager changes have separate reporting deadlines. |
Kentucky State Board Cosmetology Exam: PSI Theory and Practical
Kentucky uses PSI for examination administration. New PSI Test Taker Guides became effective March 19, 2026, and practical examinations moved to PSI’s Lexington testing center effective June 1, 2026.
Pass theory before practical
Theory dates are selected through PSI after eligibility. A passing theory result is required before the practical application and fee can be submitted.
Six-month exam clock
Passing exam scores are valid for six months. Theory scheduling authorization also has a limited validity period, so do not delay unnecessarily.

Kentucky Cosmetology Practice Test: Use the Current PSI Guide
KBC directs candidates to PSI’s official store for theory practice examinations. A commercial quiz can support review, but it does not replace the current Kentucky Test Taker Guide, sanitation rules or practical kit instructions.
Use these materials
- The PSI candidate bulletin for your exact profession.
- Kentucky’s current practical examination rules.
- Your school’s approved curriculum materials.
- PSI’s official paid theory practice examination where useful.
- The current test-kit packing tutorial linked by KBC.
Avoid these mistakes
- Studying from an old pre-March-2026 candidate bulletin.
- Buying a kit before checking the current packing tutorial.
- Memorizing leaked or claimed “exact exam questions.”
- Using simulated disinfectant when the current rules prohibit it.
- Assuming your school’s old mock-test sequence is still current.
For broader exam planning, the site’s cosmetology state board test guide can help explain written, practical and candidate-bulletin preparation. Kentucky’s current KBC and PSI instructions still control your actual test.
Kentucky Cosmetology License Transfer and Out-of-State Endorsement
A license does not automatically move to Kentucky. KBC reviews education, examinations, active license certification, work experience and the exact category being requested.
| Kentucky category | Comparable education benchmark | Possible supporting route |
|---|---|---|
| Cosmetology | 1,500 hours | Passing theory/practical proof or qualifying continuous practice during the previous two years. |
| Esthetics | 750 hours | Active certification, education proof and category comparison. |
| Nail technology | 450 hours | Active certification, education proof and category comparison. |
| Shampoo styling | 300 hours | Active certification and scope comparison. |
| Instructor | 750 hours plus qualifying license history | Instructor-license and experience review. |
Transfer-document checklist
- List every state where education was completed or a related license was held.
- Request current active certification from every relevant state board.
- The state agency must send certification directly to KBC electronically.
- Upload a photo of the current active professional license.
- Upload a current government-issued photo ID.
- Upload a recent compliant passport-style photograph.
- Prepare twelfth-grade equivalency proof.
- Prepare official education-hour certification when hours are being transferred.
- Applicants relying on two years of experience may need tax records such as 1099 or 1040 documents.
- Provide felony documents where applicable.
Moving from Kentucky to another state
Renew the Kentucky license before requesting certification when possible. Submit the Certification Request in the portal with the $25 fee. KBC sends certification only to the receiving state agency, not to a private mailing address.
KY State Board of Cosmetology Rules and Regulations
Kentucky cosmetology law is mainly found in KRS Chapter 317A and 201 KAR Chapter 12. Use the Kentucky General Assembly page marked as the current regulation—not a search result labeled proposed, previous or superseded.
| Rule source | What it covers | When users need it |
|---|---|---|
| KRS Chapter 317A | Board authority, licensing framework, prohibited practice and statutory requirements. | Legal authority, eligibility and broader scope questions. |
| 201 KAR 12:030 | Licensing, examinations, reciprocity, renewal, restoration, salon and school applications. | Applying, testing, transferring, restoring or opening a facility. |
| 201 KAR 12:060 | Inspections, license display and inspection-report posting. | Salon, school, manager and public-display compliance. |
| 201 KAR 12:082 | Education hours, curriculum and school administration. | Student hours, school records and approved programs. |
| 201 KAR 12:100 | Infection control, health and safety. | Cleaning, disinfection, products, tools and facility safety. |

| 201 KAR 12:280 | Restrictions and limitations on esthetic practices. | Dermaplaning, exfoliation and advanced-service scope questions. |
Current
Use the rule currently in force for compliance and application decisions.
Proposed
A proposal may show future wording but is not automatically the present requirement.
Previous or superseded
Useful for history, but do not apply it as the current rule when an updated version exists.

- Update employees and booth renters within 30 days.

Kentucky Board of Cosmetology FAQs
How do I perform a Kentucky cosmetology license lookup?
Use KBC’s public person-license search. Begin with minimal information such as a last name or complete license number. Add an asterisk after partial information when the spelling is uncertain. Use the separate facility search for salons and schools.
Can I still renew my Kentucky cosmetology license after July 31, 2026?
The ordinary renewal deadline has passed. A license not renewed by July 31 becomes inactive and requires the portal’s restoration or reinstatement route with the applicable fee.
How much is Kentucky cosmetology license renewal?
The current biennial renewal fee for cosmetologists, estheticians, nail technicians, shampoo stylists and covered instructors is $100 per license.
Does Kentucky require continuing education for ordinary cosmetology renewal?
KBC’s current ordinary renewal instructions do not list a general CE requirement. Licensees must still complete the portal application, update required information, upload acceptable photo and ID records when requested, make disclosures and pay the fee.
How do I find the renewal option in the KBC portal?
After logging in and linking the license, open the three-dot menu beside the license record. Because the July 2026 renewal deadline has passed, the available action may now be restoration or reinstatement rather than ordinary renewal.
What is the Kentucky cosmetology exam passing score?
Cosmetology, esthetics, nail technology and shampoo-styling applicants need at least 70 percent on both theory and practical components. Instructor applicants need 80 percent on theory and 85 percent on practical.
Where is the Kentucky cosmetology practical examination held?
Effective June 1, 2026, KBC states that practical examinations are held at the PSI testing center at 333 Waller Avenue, Suite 120, Lexington, Kentucky 40504. Confirm the address and date in your current PSI notice.
Is there an official Kentucky cosmetology practice test?
KBC directs candidates to PSI’s online store for theory practice examinations. Candidates should also use the current PSI Test Taker Guide, KBC practical rules and current test-kit tutorial.
How do I transfer a cosmetology license to Kentucky?
Submit the out-of-state endorsement application, request active certification directly from each relevant state board, provide education and license records, upload current ID and photo documents and pay the $100 endorsement fee. KBC may require extra education or examinations after reviewing the complete file.
What happens if my Kentucky cosmetology license expired more than five years ago?
KBC states that a license expired for more than five years requires the applicant to complete the applicable theory and practical examinations before applying for a new license.
