Who Actually Issues an Oregon Cosmetology License?
The Oregon Board of Cosmetology and the Oregon Health Authority’s Health Licensing Office work together, but the roles are different.

Hair Design, Barbering and Natural Hair Care Overlap
This is one of the most useful Oregon-specific distinctions because simplistic “one service = one license” charts can be misleading.
Hair Design includes more than head hair
Current Oregon statute places shaving, trimming and cutting the beard or mustache within the Hair Design definition, along with hair cutting, coloring, relaxing and permanent waving.
Barbering also covers hair
Barbering includes shampooing, styling, cutting and conditioning hair in addition to beard/mustache services and specified scalp, face and neck treatments.
Natural Hair Care can be included
ORS 690.046 says a person certified to practice Hair Design or Barbering is authorized to practice Natural Hair Care without needing the separate Natural Hair Care certificate for that authority.

Oregon school graduate
Graduate from a Board-approved Oregon program. The school sends HLO the official transcript and passing Board-approved practical-examination result.
Reciprocity
Hold an active authorization from another jurisdiction and provide official proof so HLO can decide whether it is substantially equivalent to Oregon’s field.
Non-credentialed applicant
Use previous education/training when you do not have an active transferable authorization. An Oregon school reviews your records and conducts the required skills/practical evaluation.

Hair Design is the field most users mean when searching for an Oregon cosmetology license for cutting, coloring and chemical hair services.
Complete an approved Oregon program
For the hour-based Hair Design route, finish the 1,110 field hours, required practical operations and additional Oregon Laws and Rules and Career Development curriculum.
Pass the Board-approved practical examination
The practical portion is handled through the approved school process rather than at the HLO walk-in written-testing counter.
Make sure your school sends HLO the records
The Oregon school sends the official transcript and passing practical result directly to HLO. Your own copy does not replace the school’s official submission.
Bring the current practitioner application to HLO
Current HLO application instructions tell ordinary practitioner applicants to bring the completed application when they come for testing rather than faxing, emailing or mailing the application.
Bring two acceptable original IDs
At least one must include a photograph. The names must match each other and the application record unless qualifying court documentation explains the name change.
Pass the Hair Design written examination
HLO administers the field examination on a walk-in basis at its Salem office.
Pass Oregon Laws and Rules
This is a separate written examination from the Hair Design field test.

Transfer an Out-of-State Cosmetology License to Oregon
Reciprocity is for applicants who hold an active authorization from another jurisdiction. Oregon still identifies the specific Oregon field or fields that match your current authority.

Oregon Provisional Cosmetology Certification Is Not a 2026 Shortcut
House Bill 2380 created a future provisional-certification framework involving rural-access eligibility, supervision and Board rulemaking.
