Choose Your Oregon Field Before You Count Hours, Pay Fees or Take Exams
Oregon does not issue one umbrella practitioner certificate called a “cosmetology license.” The Health Licensing Office certifies separate fields of practice: Hair Design, Barbering, Esthetics, Nail Technology and Natural Hair Care.
Your training hours, practical operations, written examination and final certificate depend on the exact field you want to practice. Hair Design is usually the closest Oregon credential to what many other states call a general cosmetologist license, but it does not replace separate Esthetics or Nail Technology certification.
Oregon Cosmetology License Requirements: Fast Answer
For an applicant graduating from an Oregon hour-based school, current requirements are 1,110 Hair Design hours, 746 Barbering hours, 444 Esthetics hours or 241 Nail Technology hours, plus the practical operations required for that field. Oregon school curricula also include 20 hours of Oregon Laws and Rules and 20 hours of Career Development.
The school sends the official transcript and passing Board-approved practical-examination result directly to the Health Licensing Office. The applicant then completes the required Oregon written field examination and the separate Oregon Laws and Rules examination. Required written examinations must be passed within two years of the application date.
Oregon Board of Cosmetology and HLO Have Different Roles
The Oregon Board of Cosmetology establishes profession-specific standards, curricula, examination requirements and practice rules. The Oregon Health Authority’s Health Licensing Office, commonly called HLO, administers applications, receives qualification records, conducts state written examinations and issues practitioner certificates.
Oregon Board of Cosmetology
The Board oversees Barbering, Hair Design, Esthetics, Nail Technology and Natural Hair Care and helps establish the rules governing those fields.
Health Licensing Office
HLO handles applicant records, written testing, certificate issuance, public authorization records, renewals, inspections and related regulatory administration.
Oregon Cosmetology Training Hours by Field
The current Board-approved hour-based curriculum separates each field. The practical-operation requirement is just as important as the hour total because an Oregon school transcript documents both applicable training and the practical-examination process.
| Oregon field | Hour-based curriculum | Required practical operations | Typical focus |
|---|---|---|---|
| Hair Design | 1,110 hours | 455 | Cutting, styling, coloring, chemical texture and related hair services. |
| Barbering | 746 hours | 465 | Hair and barbering services within Oregon’s statutory scope. |
| Esthetics | 444 hours | 220 | Skin care and other services within the esthetics scope. |
| Nail Technology | 241 hours | 70 | Nail services within Oregon’s nail-technology scope. |
Oregon school training also includes 20 hours of Oregon Laws and Rules and 20 hours of Career Development. When a student completes multiple fields, those additional subjects should not be confused with the individual field-hour figures above.
Oregon Schools Can Use Hour-Based or Proficiency-Based Curricula
The hour figures above apply to hour-based programs. Oregon rules also recognize proficiency-based school curricula, where the Board specifies practical-operation requirements rather than one fixed field-hour total.
Training Time + Practical Operations
The school documents the minimum field hours and required practical operations for the certification sought.
Competency + Practical Operations
A proficiency-based school follows the Board’s applicable practical-operation requirements and approved curriculum structure rather than using the hour table as the only completion measure.
Oregon Uses Three Main Practitioner Certification Pathways
Graduate From an Oregon School
Complete the Board-approved Oregon curriculum, pass the school-administered Board-approved practical examination and have the school send the required records directly to HLO.
Reciprocity
Hold an active authorization from another jurisdiction, provide official proof of that authorization and allow HLO to determine whether the credential and training are substantially equivalent.
Prior Training but No Active Credential
An applicant trained outside Oregon without an active transferable license can have an Oregon school review prior education, conduct a skills assessment and practical evaluation and report eligibility to HLO.
Natural Hair Care has its own certification route and is covered separately below.
How to Get an Oregon Cosmetology Field Certificate After School
The following sequence applies to a typical Pathway 1 applicant graduating from an approved Oregon school in Hair Design, Barbering, Esthetics or Nail Technology.
Choose the Exact Field Before Enrolling
Match the services you plan to perform with Hair Design, Barbering, Esthetics, Nail Technology or another applicable Oregon authorization.
Complete the Approved Oregon Curriculum
Finish the Board-approved requirements under your school’s hour-based or proficiency-based curriculum.
Pass the Board-Approved Practical Examination
For the Oregon-school pathway, the practical examination is administered through the approved school process rather than at the HLO written-testing counter.
Have the School Send Official Records to HLO
The Oregon school sends HLO the official transcript and passing practical-examination result. An applicant’s personal copy does not replace the school’s official submission.
Complete the Current Practitioner Application
Use the current HLO Cosmetology Practitioner Certification Application. Current application materials provide mail and in-person submission options; follow the instructions on the version you are using.
Prepare Two Acceptable Government IDs
The two IDs must show your current legal name, and at least one must be photographic. Resolve name differences before testing whenever possible.
Pass the Field Written Examination
Take the HLO-administered written examination for each field of practice you are seeking.
Pass the Oregon Laws and Rules Examination
The Oregon Laws and Rules examination is separate from your Hair Design, Barbering, Esthetics or Nail Technology field test.
Pay the Certificate Fee and Confirm Issuance
After HLO has the required qualification records, you pass the required examinations and applicable fees are paid, HLO can issue the field certificate. Verify the official record before beginning regulated work.
Documents and Identification to Prepare
Typical Oregon-School Applicant
- Current Cosmetology Practitioner Certification Application.
- Official school transcript sent directly by the Oregon school.
- Passing Board-approved practical-examination result sent by the school.
- Two acceptable government-issued IDs.
- At least one photographic ID.
- Current legal name matching across identification and application records.
Additional Records When Applicable
- Court documentation explaining a legal-name change.
- Affidavit or official verification of out-of-state licensure.
- Prior training, diploma, transcript or apprenticeship evidence for Pathway 3.
- English translations when prior training documents are in another language.
- Documentation requested for application disclosure questions.
Oregon Practical Examination Requirements
Oregon still uses a practical-examination requirement for the ordinary Hair Design, Barbering, Esthetics and Nail Technology certification pathways. This should not be confused with the written examinations administered at HLO.
School Handles the Practical Process
The approved Oregon school administers or documents the Board-approved practical examination and sends the passing result directly to HLO.
Passing Score Is Valid for Five Years
Current Oregon practitioner rules state that a Board-approved practical-examination passing score is valid for five years from the date the examination was completed and passed.
Oregon Cosmetology Written Examination Requirements
Applicants for Hair Design, Barbering, Esthetics and Nail Technology take a written examination for each field sought plus the Oregon Laws and Rules examination.
| Exam | Questions | Time | Where |
|---|---|---|---|
| Hair Design | 100 | 90 minutes | Health Licensing Office, Salem |
| Barbering | 100 | 90 minutes | Health Licensing Office, Salem |
| Esthetics | 100 | 90 minutes | Health Licensing Office, Salem |
| Nail Technology | 100 | 90 minutes | Health Licensing Office, Salem |
| Oregon Laws & Rules | 90 | 90 minutes | Health Licensing Office, Salem |
Current Hair Design and Oregon Laws and Rules examination bulletins list a minimum passing score of 75%. Use the current bulletin for your exact field when preparing because exam content can differ by profession.
Two-Year Written-Exam Deadline
Required Board-approved written examinations must be passed within two years of the date of application.
Languages and Accommodations
HLO currently offers the standard cosmetology field examinations and Oregon Laws and Rules examination in Spanish and Vietnamese as well as English. Additional-time provisions may apply when English is a second language and the exam is not available in the applicant’s primary language. HLO also provides an ADA accommodation-request process.
Retaking a Failed Written Examination
Current Board information permits an applicant to retake a failed cosmetology examination on the next qualifying HLO business day through the tenth failed attempt. After the tenth failed attempt, the Board may determine what additional qualifications are required before another attempt.
Oregon Cosmetology License Fees in 2026
Oregon separates the application, field examination, Oregon Laws and Rules examination and final certificate fees. Most charges are assessed by individual field.
| Transaction | Ordinary Oregon-school / Pathway 3 | Reciprocity |
|---|---|---|
| Application | $30 per field | $100 per field |
| Field written examination | $45 per field | $45 per field |
| Oregon Laws & Rules examination | $45 | $45 |
| Original practitioner certificate | $35 per field | $65 per field |
| One-field example | $155 | $255 |
A first-time Hair Design applicant using the ordinary Oregon-school route would therefore currently pay $30 for the application, $45 for the Hair Design written exam, $45 for Oregon Laws and Rules and $35 for the original certificate, for $155 in HLO charges before school tuition or other applicant costs.
Where Oregon Cosmetology Written Exams Are Taken
HLO administers the state-prepared cosmetology written examinations at its Salem office:
Health Licensing Office
1430 Tandem Ave. NE, Suite 180
Salem, OR 97301
Regular testing is conducted on a walk-in basis. Applicants taking multiple examinations must allow enough time for every 90-minute test. HLO materials tell applicants taking multiple fields to arrive earlier, and applicants arriving too late to finish all requested examinations can be required to return another business day.

Already Licensed in Another State? Use Oregon Reciprocity
Reciprocity applies to an applicant who holds an active authorization from another state, U.S. territory or another country. Oregon does not simply convert a broad out-of-state “cosmetologist” license into one Oregon umbrella credential; HLO determines which Oregon field or fields correspond to the applicant’s authority.
Get Official Proof of Your Current License
Your plastic card or screenshot is not enough. HLO requires verification from the regulatory authority or an approved Affidavit of Licensure process.
Let HLO Review Substantial Equivalency
HLO reviews the active authorization and education or training to determine which Oregon requirements can be waived.
Resolve Disciplinary Issues
Current Oregon instructions state that unresolved disciplinary action or outstanding civil fines disclosed through verification must be resolved before certification.
Pass Oregon Written Examinations
Reciprocity applicants still take the Oregon Laws and Rules examination and the written examination for each Oregon field sought.
Trained Outside Oregon but Never Licensed? Use Pathway 3
Applicants who received education or training outside Oregon but do not hold an active authorization from another jurisdiction use Oregon’s non-credentialed pathway rather than reciprocity.
- Gather transcripts, diplomas, certificates, apprenticeship records, military training or other relevant training evidence.
- Provide the records to an Oregon cosmetology school for review.
- Translate foreign-language documents into English and provide both the original-language copy and translation to the school.
- Complete the school’s required skills assessment and practical evaluation.
- Have the Oregon school report its determination and practical result to HLO.
- Complete the required field written examination and Oregon Laws and Rules examination.
Natural Hair Care Has a Different Oregon Certification Route
Natural Hair Care is a separate Oregon field, but its entry process is not based on the Hair Design, Barbering, Esthetics or Nail Technology hour table.
A Natural Hair Care applicant completes the HLO training module, submits the certification application and acceptable identification, pays the applicable fees and passes the Natural Hair Care written examination within two years of the application date.
A practitioner already certified in Oregon Hair Design or Barbering is also authorized by statute to practice Natural Hair Care, so a separate Natural Hair Care certificate may not be necessary for those practitioners.
Your Practitioner Certificate May Not Be the Only Authorization You Need
An individual Oregon field certificate establishes your practitioner authority. The place and business arrangement where you work can require a separate authorization.
Facility License
Practitioners generally provide services from a properly licensed facility unless another authorized arrangement applies.
Freelance License
A freelance authorization allows an already certified practitioner to practice outside or away from a licensed facility under Oregon requirements.
Independent Contractor Registration
A practitioner working independently of the facility-license holder may need Oregon’s separate independent-contractor registration.
What Happens After Oregon Issues Your Certificate?
Ordinary cosmetology field certificates are issued for two years. Since July 1, 2025, practitioners renewing Hair Design, Barbering, Esthetics, Nail Technology or Natural Hair Care must complete and maintain current bloodborne-pathogens training and attest to that training during renewal.
Bloodborne-pathogens training is valid for one year, so do not assume that one course automatically covers an entire two-year certificate period.
For renewal, PIN recovery, inactive status and license verification, use the Oregon Cosmetology License guide or the Oregon Board of Cosmetology guide.
Oregon’s Provisional Cosmetology Pathway Is a 2027 Change
Oregon enacted a provisional-certificate framework that becomes operative January 1, 2027. The future system is designed to allow qualifying provisional certificate holders to perform supervised work while meeting statutory and Board requirements.
Common Oregon Cosmetology Application Problems
| Problem | Possible explanation | What to do |
|---|---|---|
| You are using one generic cosmetology-hour number | Oregon certifies separate fields. | Identify Hair Design, Barbering, Esthetics, Nail Technology or Natural Hair Care first. |
| HLO does not have your transcript | Your personal copy may not satisfy the official-submission requirement. | Ask the Oregon school to confirm direct submission to HLO. |
| Practical score is missing | The school may not have sent the passing result. | Contact the school before traveling to Salem for written testing. |
| Name on IDs does not match | Marriage, divorce or another legal-name change may not be reflected everywhere. | Update records or bring acceptable court documentation. |
| You arrive too late for multiple exams | Each examination can take 90 minutes. | Follow HLO’s arrival schedule and plan additional testing days if necessary. |
| Out-of-state license card is rejected | Oregon needs official verification, not merely the physical card. | Use the licensing authority or HLO Affidavit of Licensure process. |
| You trained elsewhere but were never licensed | Reciprocity is not the right route. | Use Pathway 3 and have an Oregon school evaluate the prior training. |
| You passed one exam but not the law exam | Oregon treats them as separate requirements. | Complete both applicable written requirements within the required time. |

How many cosmetology hours are required in Oregon?
Oregon does not use one universal cosmetology-hour number. For hour-based schools, Hair Design requires 1,110 hours, Barbering 746, Esthetics 444 and Nail Technology 241. Each field also has required practical operations, and Oregon school curriculum includes 20 hours of Oregon Laws and Rules and 20 hours of Career Development.
Does Oregon have one cosmetologist license?
No. Oregon certifies separate fields of practice, including Hair Design, Barbering, Esthetics, Nail Technology and Natural Hair Care.
Which Oregon license is closest to a general cosmetologist license?
Hair Design is generally the relevant Oregon field for cutting, styling, coloring and chemical hair services. It does not replace separate Esthetics or Nail Technology certification.
How many hours does Oregon require for Hair Design?
The current hour-based Hair Design curriculum requires 1,110 field hours and 455 practical operations, with the applicable Oregon Laws and Rules and Career Development curriculum also completed through the school.
Does Oregon require a practical cosmetology exam?
Yes, for the ordinary Hair Design, Barbering, Esthetics and Nail Technology certification pathways. Oregon-school applicants have the Board-approved practical examination handled through the school, which submits the passing result to HLO.
How long is an Oregon practical exam result valid?
A passing Board-approved practical-examination score is valid for five years from the date it was completed and passed.
What written tests are required for Oregon cosmetology certification?
Hair Design, Barbering, Esthetics and Nail Technology applicants take the written exam for each field sought plus the separate Oregon Laws and Rules examination.
Where do I take the Oregon cosmetology written exams?
HLO administers the written exams at 1430 Tandem Ave. NE, Suite 180, Salem, Oregon. Regular testing hours are Monday through Friday from 9 a.m. to 1 p.m. on open business days.
How much does an Oregon Hair Design certificate cost?
For the ordinary one-field Oregon-school pathway, current HLO charges total $155: $30 application, $45 Hair Design written examination, $45 Oregon Laws and Rules examination and $35 original certificate.
Can I transfer my out-of-state cosmetology license to Oregon?
Oregon has a reciprocity pathway for applicants with an active qualifying authorization. HLO requires official proof of licensure, reviews substantial equivalency and requires the relevant Oregon written examinations.
What if I studied cosmetology outside Oregon but never got licensed?
Use Oregon’s non-credentialed Pathway 3. An Oregon school reviews your prior education or training, conducts the required skills and practical evaluation and reports the result to HLO before you proceed to written testing.
Can I use Oregon’s provisional cosmetology certificate in 2026?
The new statutory provisional-certification framework is scheduled to become operative January 1, 2027. Applicants in 2026 should use the currently published qualification pathways unless HLO announces another operative process.
