Oregon Hair Design License Requirements
Oregon provides three qualification pathways: graduation from an approved Oregon school, reciprocity based on an active out-of-state authorization, or evaluation of prior training when the applicant does not hold an active credential.
Oregon school graduate
Complete the approved curriculum and practical operations. The school submits the official transcript and practical-exam result directly to HLO.
Reciprocity
Provide direct official proof of an active, good-standing authorization so HLO can determine substantial equivalency.
Non-credentialed applicant
An approved Oregon school reviews prior education, conducts a skills assessment and practical evaluation and reports its decision to HLO.

Practical-operation supervision rules
- Safety, infection-control and bloodborne-pathogens training must be incorporated into practical operations.
- The instructor or supervisor must hold an active HLO certificate in the field being taught, subject to the Board’s stated cross-field exception.
- A student cannot begin a practical operation until the school determines the student has met the relevant competencies.
- Practical operations must be performed under qualified supervision.

Oregon Cosmetology Exam: Practical vs. Written Testing
Oregon-school applicants normally complete the Board-approved practical examination through the school. HLO administers the field-specific and Oregon Laws and Rules written examinations at its Salem office.

Bloodborne Pathogens Training for Oregon Renewal
All holders renewing a cosmetology field certificate on or after July 1, 2025 must attest that they hold current bloodborne-pathogens training.

Update an Oregon Legal Name or Contact Record
HLO requires authorization holders to report a legal name change in writing within 30 days. A legal-name update cannot be completed by ordinary email.

Oregon Provisional Cosmetology Certification Is a 2027 Pathway
HB 2380 created a provisional-certificate framework involving supervision, residential eligibility and additional Board rules. The statutory changes are scheduled to become operative January 1, 2027.
Rule development remains in progress
HLO invited a Rules Advisory Committee in January 2026, then canceled the planned May meeting because additional research and clarification of legislative intent were needed.

In 2026, continue using the Oregon-school, reciprocity or non-credentialed routes published by HLO unless the agency formally announces another available process.

- Recover the permanent PIN before the expiration deadline.
- Use the COS Late Renewal process after expiration.
- Contact HLO for an exact inactive-renewal fee calculation.
- Do not work while a certificate is inactive or a business authorization is dormant.
- Do not treat the 2027 provisional pathway as available in 2026.
