Apply for, Maintain or Transfer a New Jersey Cosmetology License
New Jersey calls the full credential a Cosmetologist-Hairstylist license. A typical first-time applicant must be at least 17, complete high school or an accepted equivalent, finish 1,200 approved training hours and pass the Board-required examination process.
This guide separates initial licensure from renewal, license lookup, temporary permits and out-of-state applications so you can use the correct state route without duplicating an application or paying for the wrong step.
New Jersey Cosmetology License: Fast Answer
For the full Cosmetologist-Hairstylist credential, New Jersey currently requires age 17 or older, proof of high-school completion or equivalent, 1,200 hours of approved instruction and a Board examination. The current Board fee schedule lists a $50 examination application fee, a $90 initial license fee if paid in the first year of the cycle or $45 in the second year, and a $90 biennial individual renewal fee. Prometric currently lists a separate $53 written-exam fee.
Choose the Correct New Jersey License Path
Apply
Complete the eligibility, training, application, criminal-history and examination process before the Board issues a license.
Renew
Use MyLicense for the biennial renewal transaction and verify the updated record afterward.
Verify
Use the Division of Consumer Affairs real-time Person Search or Business Search instead of an application portal.
Out-of-state / endorsement
Have the Board evaluate your current license, training and experience. Do not assume another state’s license automatically authorizes work in New Jersey.
Who Issues the New Jersey Cosmetology License?
The regulator is the New Jersey State Board of Cosmetology and Hairstyling, part of the Division of Consumer Affairs. The Board licenses cosmetologist-hairstylists and other beauty professionals, regulates shops and schools, and requires individual professional licenses to be renewed every two years.
Cosmetologist-Hairstylist
The full practicing credential covered by this guide. It is broader than a specialty license such as manicuring or skin care.
Personal license
This belongs to the individual professional. It does not replace a separate shop license for the premises where regulated services are offered.
Shop license
A salon or shop has a separate licensing process, inspection requirements and fee structure. A personal license is not a shop license.
New Jersey Cosmetologist-Hairstylist Requirements
The Board’s current licensing-requirements page lists four core requirements for the full credential.
1. Be at least 17
You must have reached age 17 before licensure as a cosmetologist-hairstylist.
2. Complete high school or equivalent
Provide proof of successful completion of high school or an accepted equivalent.
3. Complete 1,200 approved hours
The Board requires 1,200 hours of cosmetology and hairstyling instruction at an approved school in New Jersey, another state or a foreign country. Outside training must be substantially similar in the Board’s judgment.
4. Pass the Board examination
You must complete the examination process required for the credential. Current New Jersey law describes written and practical portions.
How to Apply for a New Jersey Cosmetology License
The application process is more than submitting one form. The Board reviews eligibility and supporting records, issues criminal-history instructions, identifies deficiencies, receives examination information and then invoices the licensing fee after approval.
Confirm the exact credential
Use Cosmetologist-Hairstylist only when you need the full credential. Manicurist, Skin Care Specialist, Barber and other categories have different training requirements.
Complete education and training
Meet the age and high-school requirements and complete the required 1,200 hours at an approved or Board-accepted program.
Use the current Board application
Start from the Board’s Applications and Forms page so you are using the current route for authorization to sit for the examination and licensure.
Submit supporting documents accurately
Keep the legal name consistent across school records, the application and government identification. The Board may require photographs, education records, experience documents or verification of another jurisdiction’s license depending on the case.
Follow criminal-history instructions
After the initial review, the Board sends instructions for the Criminal History Record Request process and identifies missing application items.
Complete the examination process
Follow the eligibility and scheduling instructions issued through the school, Board and testing provider. Do not schedule from an old bulletin if the Board has not yet approved or preregistered your record.
Clear every deficiency
Applications can remain pending because of a missing photo, exam score, education evaluation, experience document or license verification. Respond to the exact deficiency instead of resubmitting the entire application.
Pay the license invoice after approval
The Board’s process page says a congratulations letter and license-fee invoice are emailed after approval. Your license number is issued after the required license fee is paid.
Verify issuance online
Use the real-time New Jersey License Verification System to confirm the new license number and status rather than relying only on the arrival of the paper license.
Student Permit: When Can a New Jersey Cosmetology Student Practice?
The Board’s FAQ says a cosmetology student may practice while attending school only when the student holds a valid student permit. For the 1,200-hour cosmetologist-hairstylist program, the current student-permit certification form identifies 600 completed training hours as the halfway point required before the permit.
Before 600 hours
You are still in the junior portion of the program and do not qualify for the cosmetology student permit based on hours alone.
At 600 hours
You may become eligible for the student-permit process if the other Board requirements are satisfied and the supporting school documentation is uploaded.
Permit limitations
A student permit is not the same as a full professional license. It operates within the student/school framework defined by New Jersey law and Board rules.
New Jersey Cosmetology Exam in 2026: Written, Practical and Textured Hair
New Jersey law describes the licensing examination as having written and practical portions. The state’s COVID-era waivers that temporarily altered practical-exam requirements expired at 5:00 p.m. on February 16, 2026, so older waiver instructions should not be treated as current authority.
Current written-exam fee
Prometric currently lists a $53 written examination fee and a $53 written retake fee. Prometric identifies 1-866-773-1114 for registration/testing questions.
Use the current exam instructions
The Cosmetologist-Hair Stylist theory bulletin linked by Prometric still carries an older effective date. Use it for the information it still supports, but do not use that date to override the newer August 2026 state-law requirement for textured-hair subject matter.
The new law describes textured hair as including differing coil, curl and wave patterns, hair-strand thickness and hair volume/density. The law adds this subject matter within the licensing framework; it does not itself increase the 1,200-hour cosmetologist-hairstylist training total.
NJ Cosmetology License Fees
Separate Board application/licensing fees from the testing-provider fee. Paying the exam provider does not pay the Board’s application or license invoice.
| Fee | Current amount | When it applies |
|---|---|---|
| Examination application | $50 | Board application for examination/licensure. |
| Initial individual license | $90 first year / $45 second year | Paid according to the point in the two-year licensing cycle when the initial license is issued. |
| Prometric written exam | $53 | Testing-provider charge for the written examination. |
| Prometric written retake | $53 | Testing-provider charge when the written exam must be retaken. |
| Biennial individual renewal | $90 | Ordinary two-year renewal. |
| Late fee | $30 | Added when the renewal is filed after expiration under the current renewal rules. |
| Endorsement application | $100 + license fee | For the Board’s qualifying endorsement route. |
| Duplicate license | $50 | Replacement credential under the current fee schedule. |
| Name change | $50 | Current fee schedule lists this amount for the formal name-change transaction. |
Always confirm the fee on the current Board application, invoice or renewal page before payment because fees and payment methods can change.
How Long Does a New Jersey Cosmetology Application Take?
The Board publishes estimated phases rather than one guaranteed total. Processing also depends on how quickly the applicant supplies missing items and whether criminal history or additional review is involved.
About 1 week
Estimated time from receipt of a completed application to the initial document check. The Board then sends criminal-history instructions and identifies deficiencies.
2–6 weeks in common school routes
The Board currently estimates 4–6 weeks for private-school graduates and 2–3 weeks for vocational-school graduates, assuming prompt applicant action.
About 1–2 weeks
Estimated time from completion of Phase II to application approval. After the license fee is paid, the license number is issued.
How to Renew a New Jersey Cosmetologist-Hairstylist License
Individual cosmetology licenses are renewed on a two-year cycle. For the current Cosmetologist-Hairstylist renewal period, New Jersey lists a September 30, 2026 expiration date, a $90 renewal fee and a $30 late fee when renewal is filed after expiration.
Verify the existing license
Record the license number, exact credential, status and expiration date before starting the transaction.
Use the renewal/MyLicense route
Register or sign in with the professional record that belongs to the existing credential.
Complete renewal questions and payment
Review contact details, answer the required renewal questions and pay the official amount shown for the record.
Verify the updated status
After processing, return to public license verification and confirm that the expiration date and status have updated.
The current Chapter 13:28 ordinary individual renewal rule does not list a general continuing-education-hour requirement for a Cosmetologist-Hairstylist renewal.
Use the detailed NJ cosmetology license lookup guide when your main task is checking status rather than applying or renewing.
Moving to New Jersey With an Out-of-State or Foreign Cosmetology License
An active license from another state or country does not by itself authorize you to practice in New Jersey. The Board’s FAQ says out-of-state applicants must submit the required application and documentation and pass the Board’s examination before working under a New Jersey license.
Training equivalency
Training completed outside New Jersey must be substantially equivalent to the training offered at New Jersey licensed schools. The endorsement application also provides an experience route for applicants with at least three years of licensed practice in the other jurisdiction, supported by the required affidavit and license certification.
Endorsement is not automatic reciprocity
The current Board licensing-requirements page describes endorsement for qualifying cosmetologist-hairstylist applicants who satisfy New Jersey requirements and currently hold the specified license combination in another state or foreign country. Use the Board’s current application instructions for your exact credential history.
How to Verify a New Jersey Cosmetology License
Use the New Jersey Division of Consumer Affairs real-time License Verification System. Choose Person Search for an individual practitioner and Business Search for a licensed shop or facility.
Check a practitioner
Match the legal name, license type, license number, status and expiration information. Do not assume a similar name belongs to the same person.
Check a salon or shop
Run a separate business search. A practitioner’s personal license and the shop’s facility license are different credentials.

Address Change, Name Change and Duplicate License
Address change
New Jersey cosmetology rules require the Board to be notified of an address change no later than 30 days after the change. Keeping the state record current is important for notices and Board correspondence.
Name change
Use the Board’s current name-change process and supporting legal documentation. The current fee schedule lists $50.
Duplicate license
If a replacement credential is needed, use the current Board process. The fee schedule lists $50 for a duplicate license.
Common NJ Cosmetology Application Problems

| Application approved but no license number | The post-approval license invoice may still be unpaid or processing. | Check the approval email and pay the required license fee. |

| Renewal option missing | Wrong account, renewal window/status issue or reinstatement may apply. | Check the public expiration date and contact the renewal team rather than starting a new initial application. |
| Old practical-exam waiver advice | COVID-era waivers expired February 16, 2026. | Follow current Board instructions and current New Jersey law. |
