Idaho State Board of Cosmetology: Licensing, Renewal, Exams & DOPL Help

The agency commonly searched as the “Idaho State Board of Cosmetology” is officially the Idaho Barber and Cosmetology Services Licensing Board. Licensing administration is handled through the Idaho Division of Occupational and Professional Licenses, or DOPL.

Quick Answer: Who Regulates Cosmetology in Idaho?

Idaho cosmetologists, barbers, barber stylists, estheticians, nail technicians, electrologists, instructors, schools and cosmetology establishments are regulated through the Barber and Cosmetology Services Licensing Board. DOPL provides the licensing portal, public license search, renewal transactions, complaint route and administrative support.

For ordinary licensing help, the current Board page directs users to 208-334-3233 or OL-Licensing@dopl.idaho.gov. The Board and inspection pages also use BCB@dopl.idaho.gov for Board-related correspondence.

2026 update: Idaho changed selected licensing fees on July 1, 2026 and began moving this Board toward two-year licensing. Older pages that still show a $25 individual renewal fee or assume every license always renews annually are outdated.

What Changed for Idaho Barber and Cosmetology Licensing in 2026?

July 1, 2026

New fees

DOPL changed selected application, original-license, endorsement and renewal amounts for this Board.

2-year transition

Birthday-based renewal

Individual credentials are being moved toward biennial terms that ultimately expire on the licensee’s birthday.

June 15, 2026

C-card policy

A facility receiving a 79% or lower inspection score must keep the C classification card posted until the next annual inspection.

Rulemaking status: DOPL currently states that this Board is not engaged in rulemaking for 2026–2027. Existing rules remain in effect unless another law or formally effective change applies.

Idaho Cosmetologist License Requirements

Idaho offers more than one path into cosmetology licensing. For a first-time cosmetologist, the major routes are approved school education or a qualifying apprenticeship, followed by the required examinations and DOPL licensing process.

School route 1,600 hours

Complete the current required cosmetology education through an approved school.

Apprentice route 3,200 hours

Complete the required registered cosmetology apprenticeship training.

Testing Written + practical

Pass the approved examinations used for Idaho cosmetologist licensing.

Final step License issuance

Do not begin regulated practice merely because school or exams are complete. Wait until Idaho issues the license.

Important distinction: exam eligibility and license eligibility are not the same thing. Completing enough education to sit for an exam does not mean DOPL has issued authority to practice.

Current DOPL materials also state that Idaho does not issue a temporary personal cosmetology license while an ordinary application is pending.

Idaho Cosmetology State Board Exams

Idaho contracts with ProV to administer the NIC examinations used for cosmetology licensing. The current Idaho candidate bulletin requires cosmetologist candidates to successfully complete both a written examination and a practical examination.

Exam Current published fee Provider Result timing
Cosmetology written examination $88 ProV / NIC Written results are available after the exam under the current bulletin process.
Cosmetology practical examination $120 ProV / NIC Official practical results are generally emailed within 3 business days.

Who registers you for the exam?

School student

The school handles the required registration/eligibility process for its candidates.

Apprentice

The apprenticeship instructor or supervisor participates in the ProV authorization process.

Out-of-state applicant

If examination is required, DOPL may first issue a Verification of Eligibility before the candidate schedules with ProV.

Idaho Barber and Cosmetology Fees Effective July 1, 2026

The current Board fee table separates application fees, original licenses, endorsement, annual renewal and biennial renewal. The figures below are the published Board amounts for the main categories most cosmetology visitors need.

Credential / service Current fee Notes
Application fee $30 Separate from the applicable license amount.
Individual original license $60 Includes cosmetologist, barber, barber stylist, electrologist, esthetician and nail technician categories.
Individual endorsement license $90 For the Board’s current endorsement route.
Individual annual renewal $30 Used during the transition where a one-year term applies.
Individual biennial renewal $60 Two-year term under the new renewal structure.
Establishment original license $50 Includes primary/contiguous establishment categories listed by the Board.
Establishment annual renewal $25 Current one-year amount.
Establishment biennial renewal $50 Current two-year amount.
Instructor original license $70 Current Board fee table amount.
Instructor annual / biennial renewal $35 / $70 Depends on applicable term.
Reinstatement fee $35 Separate from other amounts that may be required.

Check the live DOPL transaction before paying. The amount due can depend on the credential, renewal term and individual licensing situation.

Idaho Cosmetology Renewal Changed in 2026

Beginning July 1, 2026, DOPL started transitioning this Board to a two-year renewal cycle. Individual licenses are moving toward expiration on the licensee’s birthday, while business credentials move toward the original license-issue anniversary.

Current individual licensee

The exact transition term depends on the licensee’s date of birth, birth year and current expiration. Do not assume every 2026 renewal automatically creates the same expiration date.

New applicant

DOPL’s transition information states that new licenses are being structured to provide at least a two-year licensing period and move to the new birthday-based system for individuals.

Early renewal: DOPL’s current transition guidance says licensees may generally renew up to 60 days before expiration unless another profession-specific instruction applies.

If the new two-year payment causes financial difficulty, DOPL specifically tells affected licensees to contact the Division at 208-334-3233 to discuss available options.

Idaho Cosmetology License Lookup: What to Verify

A printed wall license, social-media profile or payment receipt should not replace the live Idaho license record when you need to confirm current status. Search the individual and the establishment separately where both matter.

Individual license

  • Licensee name
  • Credential type
  • License number
  • Current status
  • Expiration date
  • Any public disciplinary information available through the official system

Establishment

  • Business or establishment name
  • Correct location
  • Primary or contiguous credential where applicable
  • Current credential status
  • Expiration date

Moving to Idaho With an Out-of-State Cosmetology License

Idaho’s Board FAQ says personal licenses have two main application routes: endorsement or examination. A cosmetologist already licensed in another jurisdiction should evaluate the endorsement route first rather than assuming all exams and training must be repeated.

Create a DOPL Online Services profile Start through Idaho’s official licensing account rather than a third-party application service.
Select the correct cosmetology application route Choose endorsement when your existing license and experience fit that route. Use examination when DOPL determines examination is required.
Provide the records requested by DOPL The application can require licensing certification, training records, examination information and documents related to name or disciplinary history.
Wait for Idaho approval An active license somewhere else does not automatically authorize cosmetology practice in Idaho.
Foreign-language documentation: recent Board action allows staff to route certain endorsement applications into the examination path when official licensing documentation cannot be independently verified in English. Applicants should follow the current DOPL instructions for their specific records.

Idaho Salon, Booth and Establishment Licensing

Idaho distinguishes the professional license held by the cosmetologist from the credential required for the place where services are performed. The correct establishment type depends on how the workspace is owned or leased.

Primary establishment

The owner of the main cosmetology establishment needs the applicable primary establishment license. The application requires the information and shop documentation requested by DOPL.

Contiguous / leased space

A person leasing a station or room generally needs the applicable contiguous establishment credential rather than relying only on the main salon’s license.

Employee or commission worker

The Board FAQ says an employee or commission-based practitioner does not need a separate establishment license solely because of that employment arrangement, although the personal professional license still applies.

Moving the business? Idaho’s FAQ states that establishment licenses are attached to the address. Moving to a new establishment location requires the appropriate new establishment application rather than simply carrying the old location credential to the new address.

Idaho Cosmetology Inspections and the 2026 C-Card Rule

DOPL inspection materials cover sanitation, disinfection, single-use items, prohibited tools, operator licensing and facility requirements. Shops and schools are graded through the Board’s classification system.

Inspection score Classification Practical meaning
90%–100% A Highest classification range shown on the Board inspection form.
80%–89% B Middle classification range.
79% and below C Unacceptable classification; improvement is required.
June 15, 2026 policy: when an inspection results in 79% or below and DOPL issues a C classification card, the Board says the card must stay conspicuously posted until the next annual inspection. A later 30-day improvement reinspection does not replace the classification card with a new grade.

Scope of Practice: Medical Devices and Skin Services

Idaho’s current Board FAQ contains specific guidance for cosmetologists and estheticians using skin-care devices. Do not treat “cosmetic” marketing as proof that a device is within a cosmetologist’s independent scope.

Class I devices

Board guidance states that cosmetologists and estheticians may use Class I medical devices designed for skin care when the service otherwise fits the lawful scope.

Class II devices

The Board FAQ states that qualifying Class II skin-care devices may be used only under the direction and supervision of a licensed health-care practitioner.

Jet injectors and plasma pens: these services raise scope and medical-device issues. Check the current Board FAQ and device classification before offering a treatment; do not rely on supplier marketing or another state’s cosmetology rules.

Expired Idaho Cosmetology License: Reinstatement vs. New Application

An expired cosmetology credential is not the same as an active license. The route back depends in part on how long the credential has been expired and what DOPL requires for that specific record.

Expired less than five years

Reinstatement may be available after satisfying the applicable renewal requirements, fees and any other outstanding licensing conditions. The Board currently lists a $35 reinstatement fee.

Expired more than five years

The ordinary reinstatement route may no longer apply. Expect to use the new-application framework and follow any competency, education or examination requirements DOPL assigns.

Do not resume cosmetology practice based solely on a submitted application, scheduled examination or payment receipt. Verify that Idaho has restored or issued the credential first.

Need Idaho License Certification for Another State?

The Board currently offers two different license-history options through Online Services. Ask the receiving state exactly what it accepts before paying for the more detailed document.

Free Letter of Good Standing

This contains public licensing information. It does not include non-public information such as examination scores.

$10 Certified Licensure History

Use this when the receiving jurisdiction requires information that is not provided through public web-based certification, such as examination details.

Inside the DOPL account, use the menu associated with the correct license and choose the appropriate good-standing or certified-history request.

Complaints, Discipline and Public Records

DOPL provides separate paths for filing a complaint, checking disciplinary information and requesting public records. These services are not interchangeable.

File a complaint

Use the official DOPL complaint route for concerns involving a regulated licensee or establishment.

Check discipline

Use the official licensing and disciplinary resources to review public information before relying on a practitioner or establishment.

Request records

DOPL’s public-records process can be used for eligible public documents, but complaints and investigations can be exempt from disclosure under Idaho law.

Open DOPL Public Records Request information.

Protect Your Idaho License From Impersonation Scams

DOPL has warned licensees about fraudulent calls and emails from people pretending to represent the Division or a professional licensing board. Unexpected requests for sensitive information or urgent payment should be independently verified.

Safer response: do not provide a Social Security number, birth date, password or payment information through an unsolicited call or link. Open DOPL’s website independently or call the published DOPL number at 208-334-3233.

Idaho State Board of Cosmetology FAQs

What is the Idaho State Board of Cosmetology officially called?

The formal current name is the Idaho Barber and Cosmetology Services Licensing Board. Licensing administration is handled through the Idaho Division of Occupational and Professional Licenses, commonly called DOPL.

What is the Idaho cosmetology Board phone number?

The current DOPL phone number for Barber and Cosmetology Services licensing help is 208-334-3233.

How do I apply for an Idaho cosmetology license?

Create an Idaho DOPL Online Services profile and choose the appropriate personal-license application route. First-time applicants generally qualify through the approved education or apprenticeship path and required examinations, while currently licensed out-of-state applicants should evaluate endorsement.

How many hours are required for an Idaho cosmetologist license?

The current cosmetologist requirement is 1,600 hours through the approved school route or 3,200 hours through the qualifying apprenticeship route.

Who administers the Idaho cosmetology exams?

Idaho uses ProV to administer the NIC examinations for cosmetology and related Board licenses.

How much are the Idaho cosmetology exams?

The current 2026 Idaho ProV bulletin lists $88 for the written examination and $120 for the practical examination.

How much is an Idaho individual cosmetology renewal?

Effective July 1, 2026, the Board lists $30 for a one-year individual renewal and $60 for a two-year individual renewal. The term that applies depends on the licensee’s place in Idaho’s transition to biennial licensing.

Does Idaho issue a temporary cosmetology license while an application is pending?

No. The current Idaho Barber and Cosmetology Services Licensing Board FAQ states that temporary licenses are not issued. Applicants should wait until Idaho has issued the required license before working.

Do I need a separate salon license in Idaho?

A personal cosmetologist license does not replace an establishment credential. Owners generally need the appropriate primary establishment license, while people leasing a station or room may require a contiguous establishment license. Employees and commission-based workers are treated differently under the current Board FAQ.

How do I verify an Idaho cosmetology license?

Use Idaho DOPL’s public license-search service. Check the individual practitioner and, when relevant, the establishment separately.

What happens if an Idaho cosmetology shop receives a C inspection card?

Under the Board’s June 15, 2026 position, a C classification card issued after a score of 79% or below must remain conspicuously posted until the next annual inspection. A later reinspection does not replace that classification card with a new grade.

Before You Apply, Renew or Work in Idaho

Use this page to identify the correct licensing route, but use DOPL and ProV for final status, payment, exam eligibility and regulatory decisions. Idaho’s 2026 changes make older fee tables and annual-renewal assumptions especially risky.

Before practicing, confirm that the correct personal license is actually issued and current. If you operate or lease space in a salon, confirm the establishment credential separately.
