North Dakota Cosmetology Board 2026: Renew & Lookup

North Dakota license help • verified August 3, 2026 • independent guide

Complete the Right North Dakota License Task

Verify a practitioner or establishment, renew an annual credential, solve an online-renewal error, prepare for Board examinations, transfer an out-of-state license or open a compliant beauty establishment.

North Dakota introduced major law and rule changes in 2026, including apprenticeships, advanced-esthetician licensing and independent-licensee rules. Use current Board records and forms before paying or beginning work.

Quick Answer: Which Board Tool Should You Use?

Verify a person

Individual License Lookup

Search a cosmetologist, esthetician, advanced esthetician, manicurist, instructor or another individual credential by legal name.

Verify a location

Establishment Lookup

Search the business separately. An active personal license does not prove that the work location or independent business credential is current.

Evaluate compliance

Inspection Results

Use Board inspection information rather than relying on third-party photos, reviews or star ratings for licensing decisions.

2026 renewal timing: a license issued for the 2026 calendar year was due for renewal by December 31, 2025. A person trying to restore that license during 2026 normally needs the applicable late-renewal or reinstatement route. The next annual cycle should be completed using the new Board notice when released.

North Dakota License Path Helper

Select the task that matches your situation. This helper does not access Board records or submit personal data.

Choose a task to see the safest starting route.

Expired-License Route Checker

Choose the credential and how long it has been expired. Final eligibility still depends on the Board record.

Select both fields to see the likely renewal or reapplication route.

North Dakota Board Phone, Email and Bismarck Office

Use the Board for licensing, renewal, establishment, endorsement and state-rule questions. Use Prov only after the Board has established exam eligibility.

Board phone

701-224-9800

Call when a license cannot be found, the Social Security search fails, a name must be changed or the correct application is unclear.

Board email

bocinfo@nd.gov

Include the legal name, license or application number, exact problem and transaction date. Do not include unnecessary sensitive records in ordinary email.

Prov examinations

801-733-4455

Use for eligible computer-based theory and North Dakota law-exam scheduling.

Official office and mailing address:
North Dakota State Board of Cosmetology
4719 Shelburne Street, Suite 1
Bismarck, ND 58503

What to prepare before contacting the Board

  • Legal first and last name used on the Board record.
  • Individual, establishment or independent-licensee number.
  • Exact expiration year and public lookup result.
  • Form name and submission date.
  • Payment or transaction reference.
  • Screenshot or exact wording of an online error.
  • Current phone, email and mailing address.

Ready-to-use contact script

“My legal name is [name]. My license or application number is [number]. I am trying to [renew, apply, reinstate, transfer or update]. The website shows [exact status or error]. I submitted [form or payment] on [date]. Please confirm the correct next action, fee and missing document.”
Photos and office reviews: third-party map photos and reviews do not establish current Board procedures, hours, fees or licensing status. Confirm the address and your reason for visiting directly with the Board before traveling.

North Dakota Cosmetology License Lookup

The free lookup and a formal license verification are different services. Use public lookup for current checking; use the $20 verification form when another licensing board needs an official certification.

Select the correct search

Use Individual License Lookup for a person. Use Salon License Lookup for the licensed establishment record.

Search the legal name

Enter the first and last name used by the Board. A nickname, social-media name or former surname may return no result.

Broaden the search

Remove extra information and try a partial establishment name when an exact search fails.

Verify credential type and year

Distinguish individual, instructor, independent-licensee and establishment records. Check the license year shown.

Search the business separately

A current personal credential does not prove that an establishment or independent business license is current.

Review inspection results

Use public inspection information when evaluating sanitation or establishment compliance.

Result Possible meaning Next action
Current year The credential appears renewed for the displayed year. Confirm the license type and any separate business credential.
Prior year Renewal may be incomplete, late or not yet processed. Check submission proof and contact the Board before practicing.
Expired Late renewal, reinstatement or new application may be required. Use the lapse-period decision table before paying.
No result Name mismatch, wrong search category or changed license number. Broaden the search and call the Board when unresolved.

Annual License Renewal and 2026 Late-Renewal Help

North Dakota licenses expire on December 31 each year. A complete application and correct payment are required; the Board does not accept payment by itself as a renewal application.

License year 2026

On-time date passed

December 31, 2025

A 2026 renewal paid or postmarked after that date requires the applicable $50 late fee for each credential.

Annual planning

Every license expires yearly

December 31

Use the Board’s new renewal notice and form for the next licensing year instead of reusing an older dated form automatically.

Current renewal-page conflict: one line on the individual-renewal webpage still references December 31, 2024. The current 2026 form and establishment-renewal instructions use December 31, 2025 for the 2026 license cycle.

Verify the current license number

Use License Lookup first. A changed license category or master credential may have produced a different number.

List every credential

Count individual, second individual, instructor, establishment and independent-licensee credentials separately.

Complete every form field

Provide the required identifying, employment, address, military and disclosure information.

Calculate renewal and late charges

The late fee applies to each separate credential being renewed after its deadline.

Keep submission proof

Save the online receipt, mailed tracking or in-person payment record.

Verify processing

The Board advises allowing approximately three weeks and contacting the office if the license has not arrived within four weeks.

Practice warning: a payment receipt does not replace a valid individual, independent-licensee or establishment credential.

What the Official Renewal Form Requires

The current form is SFN 61745, revised August 2025 for the 2026 cycle. An incomplete application can prevent processing even when payment is correct.

Licensee information

  • First, middle and last name.
  • Mandatory Social Security number.
  • Individual license number.
  • Previous name and court document after a legal name change.
  • Current establishment of employment.
  • Complete mailing address, including suite or unit.
  • Telephone number and accessible email.

Disclosure and owner fields

  • Military-member or military-spouse status and proof where claimed.
  • Charges or convictions during the preceding year, excluding minor traffic matters.
  • Written explanation and criminal judgment where required.
  • Legal business name and business-license number for an owner.
  • Physical business address and contact person.
  • Signature and date.
Social Security number requirement: the form states that disclosure is mandatory under N.D.C.C. 43-50-02 and that an application without it will not be processed. Do not email a full Social Security number unless the Board specifically directs you to a secure method.
Additional business forms: use a separate establishment section or form for each additional establishment or independent-licensee credential.

When One Person Must Renew Two Licenses

North Dakota separates authority to perform services from authority to operate a business or independent rented space.

Work arrangement Credentials generally required Base annual renewal
Employee in a licensed establishment Individual practitioner license. $50
Self-employed chair or suite renter Individual license plus independent-licensee license. $50 + $100
Establishment owner who performs services Individual license plus establishment license. $50 + $100
Instructor who also practices Instructor license plus applicable practitioner license. $50 for each
Multiple individual professions Each individual credential separately. $50 for each
Master-license change: current 2026 guidance says a master credential is no longer required merely to obtain an independent-licensee license. An active individual license and the separate business credential are still required.

Fix Common Online Renewal Errors

Problem Likely cause Practical fix
License not found Wrong number, changed master number or hidden spaces. Check License Lookup and enter numbers only with no leading or trailing spaces.
License and SSN do not match The Board may not have the complete Social Security record. Call 701-224-9800 rather than attempting repeated payments.
Online renewal is blocked Manual review, old record or unresolved license issue. Contact the Board with the exact message and license number.
Business search gives no result Exact name mismatch or spacing in the license number. Try the number first, then a short partial business name.
Payment address rejected Unsupported special characters such as #, / or ½. Use “Apt” or “Unit” and replace fractions with a decimal format.
Legal name changed Name changes cannot be completed in online renewal. Use the Board name-change form with the required court documentation and fee.
No email receipt Incorrect or inaccessible email address. Check the transaction and contact the Board with payment details.
License has not arrived Processing or mailing-address issue. Check License Lookup and contact the Board after four weeks.
Email tip: enter a real email address you can access. The online system may technically accept another entry, but you will not receive useful payment proof.

School and Registered Apprenticeship Requirements

Apprenticeship is not merely a larger number of practical hours. It includes supervised on-the-job learning and separate related technical instruction.

Credential Licensed-school route Registered-apprenticeship route
Cosmetologist 1,500 hours 2,500 OJL + 300 RTI
Esthetician 600 hours 2,000 OJL + 250 RTI
Advanced Esthetician 1,100 hours Use the current advanced-esthetics route and Board guidance.
Manicurist 350 hours 2,000 OJL + 250 RTI

Apprenticeship rules that matter before enrollment

  • The program must be Board recognized and registered through the required apprenticeship system.
  • OJL means supervised on-the-job learning.
  • RTI means related technical instruction covering theory and professional knowledge.
  • Cosmetology requires 40 RTI hours before client services begin.
  • Esthetics and manicuring require 30 RTI hours before client services begin.
  • A one-to-one trainer-to-apprentice ratio applies during OJL services.
  • School hours and apprenticeship hours are not automatically interchangeable.
  • Apprentices generally must maintain an average of at least 80 combined hours per month.
  • Maximum program periods are generally 36 months for cosmetology and 30 months for esthetics or manicuring.
Enrollment warning: confirm approval of the establishment, sponsor, trainer and occupation before counting any work as licensing training.

Incomplete applications are returned. Do not send only the $200 payment or only the exam result.

Transfer an Out-of-State License to North Dakota

North Dakota’s current statute calls the process licensure by endorsement. Do not assume the older 2024 reciprocity PDF describes every 2026 pathway.

Request direct certification

Every state where you currently hold or previously held a license must send certification directly to North Dakota. A wall-license copy is not sufficient proof.

Submit the endorsement application

List all professional licensing history and answer disciplinary and criminal-history questions completely.

Prepare two identification documents

At least one must be an accepted primary document establishing identity and U.S. residency. All documents must be valid, unexpired and legible.

Provide training proof

Submit records showing completion of a licensed school curriculum or registered apprenticeship.

Add recent work experience when needed

Under the current alternative route, 1,000 recent work hours can equal 100 curriculum hours, capped at 500 curriculum hours and based on work in the preceding three years.

Wait for the Board’s decision

The Board determines the applicable exam or no-exam route only after receiving all required certifications and documents.

Pay after approval instructions

The current planning amount is a $105 endorsement fee plus the $50 original license fee.

Current no-examination endorsement route

  • The other jurisdiction licenses a similar scope of work.
  • Its examination standards are substantially similar or equivalent.
  • The issuing jurisdiction verifies its minimum education requirements were met.
  • The applicant maintained good standing in all licensing jurisdictions for at least one year.
  • No license was revoked or surrendered while under investigation.
  • No unresolved disciplinary matter prevents issuance.
  • All applicable fees are paid.
Older-form warning: the downloadable PDF dated June 2024 says every reciprocity applicant must take the North Dakota law examination. The statute effective after December 31, 2025 now provides a no-examination endorsement route for applicants who meet its conditions. Follow the Board’s written 2026 determination.
International records: even documents already written in English must be evaluated by a Board-approved credential-evaluation service. Evaluation, translation and document collection can take weeks or months.
No temporary practice: an out-of-state license does not authorize services in North Dakota before the North Dakota credential is issued.

Individual, Independent-Licensee and Establishment Credentials

Credential What it authorizes Who needs it
Individual license Permits the person to perform services within the licensed scope. Employees, owners, renters and instructors who perform regulated services.
Independent-licensee license Business credential for one self-employed practitioner operating within a licensed establishment. A person commonly described as a chair, booth or suite renter.
Establishment license Licenses the premises employing workers, renting independent spaces or operating as a stand-alone service location. The establishment owner.

Independent-licensee operating rules

  • Maintain a current North Dakota individual license.
  • Maintain a separate independent-licensee license for each establishment.
  • Maintain an active lease arrangement with the licensed establishment.
  • Display both credentials in clear view in the immediate work area.
  • Follow sanitation rules in the private and shared spaces.
  • Allow inspection access even when the independent licensee is absent.
  • Notify the Board and provide a revised floor plan after applicable relocation within an establishment.
Establishment-owner duty: the establishment must verify that each renter maintains active individual and independent-licensee credentials and must provide inspectors access to unattended suites.

Open, Buy or Relocate a North Dakota Establishment

The current establishment application is SFN 11795, revised November 2025. Submit the original notarized application and $150 fee approximately two weeks before the planned opening.

Register the business name

The legal or trade name must be registered with the North Dakota Secretary of State.

Identify the ownership event

Select new establishment, change of location or change of ownership. A prior owner’s closure form is required for an ownership transfer.

Complete owner and manager details

Provide contact information, licensing information, planned opening date and whether chair or suite rental will be offered.

Prepare the premises

Complete the lighting, ventilation, sanitation, water, storage, first-aid and safety checklist.

Draw the floor plan

Show every entrance, workstation, suite, sink, restroom, dryer, supply area and exhaust fan.

Sign before a notary

The applicant signs the original certification in front of the notary.

Submit before opening

Send the complete application and $150 fee approximately two weeks before the proposed opening date and wait for Board approval.

Application facility checklist

Requirement Prepare this Common failure
Entrance sign Registered establishment name visible at the entrance. Sign and licensed name do not match.
Lighting and ventilation Adequate working light and code-compliant ventilation. Chemical or nail-service area lacks ventilation.
Disinfection stations Correct products, containers, labels and workflow. Clean and used tools are mixed.
First aid and eyewash Complete, accessible supplies. Missing or expired items.
Fire extinguisher Accessible, maintained equipment. Blocked, expired or missing extinguisher.
Restroom Clean and easily accessible restroom. Facility is unavailable during operating hours.
Service water Hot and cold water separate from the restroom. Only restroom plumbing is available.
Posters Current rules poster and Blood Exposure Procedure near first aid. Old or missing poster.
Storage Enclosed storage for tools, instruments and implements. Clean items remain exposed to contamination.

Floor plan must identify

  • Entrances and exits, with the main entrance labeled.
  • Reception area.
  • Every restroom.
  • All workstations, chairs and private suites.
  • Supply and dispensing areas.
  • Exhaust-fan location.
  • Dryer locations.
  • Sink locations.

Advertising rules

  • Advertisements must be truthful and not misleading.
  • Use the licensed individual, business or school name.
  • Separate services governed by different regulatory authorities.
  • Identify the supervising licensed health-care provider when advertising services that legally require supervision.

Premises, Home Establishment and Sanitation Rules

The 2026 rules poster and administrative code contain practical premises requirements that should be checked before signing a lease or converting part of a home.

Home establishment

Completely separate the licensed area from living or sleeping rooms with floor-to-ceiling partitioning and a solid door kept closed during operating hours.

No services in living rooms

Cosmetology, manicuring, esthetics and advanced-esthetics services may not be performed in a room used for living or sleeping.

No recreational vehicle

An establishment may not be located in a motor home, camper or pull-behind enclosed trailer under the current rule.

Daily sanitation controls

  • Maintain enough workspace for safe service and cleaning.
  • Keep reception, supply, restroom and service areas clean.
  • Provide hot and cold running water and plumbing within the premises.
  • Keep service water separate from restroom-only plumbing.
  • Clean and disinfect shampoo bowls after each use.
  • Provide chemical-service ventilation that meets applicable local code.
  • Mount the fire extinguisher in public view and train employees to use it.
  • Separate clean, disinfected, used and soiled items.
  • Keep hazardous cleaning products inaccessible to clients.
  • Display current individual and establishment credentials.
Major floor-plan change: file a revised floor plan with the Board after a location change or major alteration to the originally approved premises.

Prepare for a Board Inspection or Reinspection

Inspections can be routine, complaint based, disciplinary or connected to a new establishment, ownership change, late renewal or earlier violation.

Keep ready every day

  • Current credentials displayed in each immediate work area.
  • Current rules and Blood Exposure Procedure posters.
  • Clean and disinfected tools in enclosed storage.
  • Covered waste containers.
  • Hot and cold water and handwashing supplies.
  • First-aid kit, eyewash and fire extinguisher.
  • Valid credentials for every employee and independent licensee.
  • Full access to suites, chairs and shared spaces.

Common reinspection triggers

  • A violation during a previous inspection.
  • Failure to correct sanitation or licensing defects.
  • Ownership change.
  • Late license renewal.
  • Probation or Board disciplinary conditions.
  • A complaint requiring additional inspection.
Access requirement: an establishment owner must allow inspection of the entire premises, including an unattended independent suite. Refusal or interference can create disciplinary risk.
Possible fee: a $75 reinspection fee may apply in specified situations.

Advanced-Esthetician Licensing Changes for 2026

Advanced esthetics became a separate North Dakota license category in 2026. A standard esthetician or cosmetologist license alone does not automatically authorize advanced procedures.

Standard education

1,100 hours

The ordinary school route requires completion of a Board-approved advanced-esthetics program.

Temporary pathway

Grandfather deadline

Qualifying North Dakota cosmetologists and estheticians may apply through December 31, 2027.

Additional approval

Procedure certification

Microneedling, nonablative devices and advanced chemical peels require Board-approved additional certification before use.

Grandfather-path requirements

  • North Dakota cosmetologist or esthetician license.
  • At least one year of qualifying practical experience immediately before January 1, 2026.
  • Board-approved four-hour safety and infection-control course.
  • Active OSHA bloodborne-pathogens certification.
  • Active Board-approved first-aid and CPR certification.
  • Either 300 hours of qualifying supervised service during the prior five years or 150 hours of Board-approved advanced training.
  • Application submitted by December 31, 2027.
Missing the grandfather route: an applicant who does not qualify or does not apply by the deadline must complete 500 hours of Board-approved advanced-esthetics training.
Scope and supervision: advanced needling, qualifying deeper chemical peels and nonablative procedures can require direction or supervision from an authorized health-care provider. Advanced procedures must occur in a properly licensed establishment.

Continuing-Education Requirements and the 2026 Source Conflict

CE depends on license type and effective date. Do not apply one number to every North Dakota license holder.

License category Published requirement Important action
Ordinary practitioner 4 hours beginning with the 2028 renewal cycle The new general requirement is not a routine 2026 renewal requirement.
Instructor Official sources conflict: 8 or 12 hours Obtain written Board confirmation before renewal and retain CE Broker records.
Advanced esthetician 8 hours annually Starts in the calendar year following initial license issuance.
Apprentice trainer 8 hours annually Complete by December 31 to maintain trainer registration.
Instructor CE conflict: the Board’s public CE webpage still quotes eight hours. The updated 2026 administrative-rules PDF contains older eight-hour text followed by an amended provision requiring at least twelve hours. Contact the Board and follow its written instruction for your renewal rather than assuming the lower figure.

CE course and reporting rules

  • Use Board-approved courses or programs.
  • Check whether mandatory subjects were published for the year.
  • Use CE Broker where required and keep the signed certificate.
  • One credit hour generally equals 50 minutes of training.
  • Product sales pitches and marketing-only programs do not qualify.
  • Online courses require attendance verification and a score of at least 70% on the quiz.
  • General trade-show attendance is limited to one CE hour per year.
  • Course providers should seek approval before the course; retroactive approval is not guaranteed.
Renewal-form discrepancy: the 2026 paper form says instructor CE certificates must accompany renewal, while the Board CE page says uploaded CE Broker hours are visible to the Board. Keep certificates and confirm the submission method before filing.

Complaints, Inspection Evidence, Photos and Reviews

A third-party review is an opinion. A Board complaint should identify a possible violation and provide a clear factual record.

Complaint evidence checklist

  • Complainant’s full name and contact information.
  • Name and address of the person, establishment or school.
  • License number when known.
  • Clear description of the alleged violation.
  • Date and location of the incident.
  • Receipts, photographs, messages and witness statements.
  • Dated license-lookup and inspection-result screenshots.
  • Signature and date.

What not to rely on

  • A Google or local-directory star rating by itself.
  • Unverified social-media accusations.
  • Photos that do not show the date, location or relevant condition.
  • An old wall license without current lookup proof.
  • A general refund dispute without an identified licensing or rule issue.
Public-record notice: the Board states that filed complaints are public records under North Dakota law. Do not include unrelated private or medical information.

North Dakota Board of Cosmetology FAQ

What is the North Dakota Board of Cosmetology phone number?

Call 701-224-9800. The Board office is at 4719 Shelburne Street, Suite 1, Bismarck, ND 58503.

How do I look up a North Dakota cosmetology license?

Use the Board’s License Lookup. Search a person under Individual License Lookup and search the work location separately under Salon License Lookup. Inspection results are available through another Board search.

How much is North Dakota individual license renewal?

The annual individual renewal fee is $50 for each credential. A license renewed late within one year generally requires an additional $50 late fee.

When do North Dakota cosmetology licenses expire?

Board-issued licenses expire annually on December 31. The on-time deadline for a license issued for calendar year 2026 was December 31, 2025.

Do independent licensees need two licenses?

Yes. A self-employed practitioner operating within an establishment generally needs an active individual license and a separate independent-licensee business credential for each establishment.

How many cosmetology training hours are required?

The licensed-school route requires 1,500 hours. The registered-apprenticeship route requires 2,500 hours of on-the-job learning plus 300 hours of related technical instruction.

Which North Dakota licensing examinations are required?

Applicants generally complete NIC Practical, NIC Written Theory and the North Dakota Laws, Rules and Regulations examination. The practical exam is held at the Board’s Bismarck office.

Can an out-of-state cosmetologist apply without examination?

Current 2026 law provides a no-examination endorsement route when the applicant meets similar-scope, examination, education, good-standing and disciplinary requirements. The Board decides the route after receiving all official documents.

How many CE hours do North Dakota instructors need?

Official sources currently conflict. The Board CE webpage quotes eight hours, while the amended 2026 administrative-rules PDF includes a twelve-hour requirement. Obtain written Board confirmation before renewal.

Is board-of-cosmetology.org the official North Dakota Board website?

No. It is an independent informational website. The North Dakota State Board of Cosmetology, current Chapter 43-11 and Title 32 administrative rules control official decisions.

Final North Dakota License Checklist

  • Search the practitioner and establishment separately before relying on license status.
  • Use public lookup for current checking and the $20 verification form only when another board requires official certification.
  • Count every personal and business credential separately before calculating renewal fees.
  • Add a late fee for each credential renewed after its applicable deadline.
  • Use reinstatement after an individual license has been expired for more than one year.
  • Reapply under initial requirements after an individual lapse of five years or longer.
  • Do not use the same reinstatement timeline for a business license expired more than one year.
  • Count apprenticeship OJL and RTI separately and verify the sponsor and trainer before starting.
  • Bring the admission letter, original ID, mannequin and required supplies to the Bismarck practical exam.
  • Request direct certification from every previous licensing state for endorsement.
  • Do not rely on the older 2024 reciprocity form when it conflicts with current 2026 endorsement law.
  • Submit the notarized establishment application and floor plan before opening.
