Pennsylvania Cosmetology License: Apply, Test, Renew, Verify & Reactivate

Use this independent Pennsylvania guide to choose the right licensing path, complete school or apprenticeship hours, prepare PALS documents, take the current computer-based examination, renew a cosmetologist license, reactivate an expired credential, verify a professional or salon, or transfer an out-of-state license.

The Pennsylvania State Board of Cosmetology controls licensure. Applications, renewals, reactivations and most record changes use PALS, while Pearson VUE administers the current cosmetology examination.

Apprenticeship 2,000 hours
Initial total $119
Renewal $97

Fast Answer: Pennsylvania Cosmetology License Requirements

A standard school applicant must generally be at least 16, meet the 10th-grade education requirement or qualifying exception, complete 1,250 hours at a licensed cosmetology school, file through Pennsylvania’s licensing process and pass the current theory/procedural skills examination. A Board-approved apprenticeship route requires 2,000 training hours.

Minimum age 16
School hours 1,250
Apprentice hours 2,000
Application $26
Exam $93
Renewal $97
Important 2026 exam correction: Pennsylvania cosmetology candidates do not take a hands-on practical exam. The current Pearson VUE program uses one computer-based theory/procedural skills examination.

Who Issues a Pennsylvania Cosmetology License?

The Pennsylvania State Board of Cosmetology, within the Department of State’s Bureau of Professional and Occupational Affairs, regulates cosmetologists, estheticians, nail technicians, teachers, salons and cosmetology schools.

PALS

The Pennsylvania Licensing System is used for applications, renewals, reactivations, license changes, public verification and many Board transactions.

Pearson VUE

Pearson VUE manages the current cosmetology examination process, including testing resources, scheduling and candidate support after eligibility is established.

Public license search

PALS lets consumers, employers and licensees check professional and facility status and review available disciplinary information.

Use the right authority: cosmetology and barbering are regulated by separate Pennsylvania boards. A barber license should not be managed under State Board of Cosmetology rules.

Pennsylvania Cosmetology License Requirements

Requirement Standard cosmetologist route Important detail
Age At least 16 Use current identification showing the applicant’s legal identity.
General education 10th grade or equivalent An education exception may apply to an applicant age 35 or older or a qualifying veteran.
Licensed-school route 1,250 hours Instruction must be completed through a licensed cosmetology school.
Apprenticeship route 2,000 hours Training must be completed through a Board-approved cosmetology apprentice program in a licensed salon.
Examination One computer-based exam The exam combines theory and procedural-skills questions; there is no hands-on practical examination.
Continuing education None for ordinary cosmetologist renewal The current licensure snapshot lists no routine CE requirement.
School timing matters: Pennsylvania’s current licensure snapshot states that 1,250 school hours must generally be completed over at least eight consecutive months for a daytime student or at least 15 consecutive months for a nighttime student.

The 1,250-Hour Pennsylvania Cosmetology School Route

This is the standard route for applicants who complete a Pennsylvania cosmetology curriculum at a licensed school.

Choose a licensed school

Confirm the school in PALS before enrolling or relying on its training toward a Pennsylvania cosmetologist license.

Complete the required curriculum

Complete at least 1,250 approved cosmetology hours and the required program period.

Get the School Code

Pennsylvania’s licensure guide says the application requires the school’s Board-issued license number as the School Code. Ask the school or find it through PALS verification.

Prepare the education records

Make sure school transcripts, affidavits and other required training records match the legal name used in the application.

Apply through the current licensing process

Use PALS and follow the checklist displayed for the cosmetologist application.

Complete the examination

After authorization, use Pearson VUE to schedule and complete the computer-based theory/procedural skills examination.

Pennsylvania Cosmetology Apprenticeship: 2,000 Hours

Pennsylvania provides a second training route through a Board-approved cosmetology apprenticeship. The cosmetologist licensure snapshot lists 2,000 hours of apprentice training in a licensed cosmetology salon under the supervision required by the Board.

Register before relying on apprentice hours

An ordinary salon job is not automatically a Board-approved apprenticeship. Use the Board’s apprentice-registration process and make sure required hours are properly reported.

Document completion

The current Pearson candidate material says an apprentice completing 2,000 hours must obtain the Board documentation required to establish completion before examination/licensure processing.

Open Pennsylvania Cosmetology Board forms and apprentice resources.

Can You Take the Pennsylvania Cosmetology Exam Before 1,250 Hours?

Yes. The current Pearson VUE candidate handbook allows a cosmetology student to qualify for early testing after 900 hours. Early testing lets an eligible student complete the exam before finishing the full program.

Early testing does not create a license. Pearson states that the cosmetologist license and temporary permit cannot be issued until the full 1,250 hours and program requirements are completed. Early-testing candidates are also not eligible to request a temporary license through that route.

After an early tester finishes the program, the Pennsylvania licensure guide instructs the applicant to upload the school’s Final Affidavit and Final Transcript to the PALS application. The license is not issued until the required completion records are received.

Pennsylvania Cosmetology Application Documents

The exact PALS checklist controls the final submission, but these records commonly affect cosmetologist applications.

Identity and education

  • Proof of age and legal identity.
  • Proof of 10th-grade education or equivalent when required.
  • Evidence supporting an applicable age-35 or veteran education exception.
  • School Code for the cosmetology school.
  • School affidavit and official transcript where required.

Criminal-history records

Pennsylvania’s current licensure guide instructs applicants to provide a recent Criminal History Records Check from each state in which they lived, worked or completed professional training or studies during the previous five years.

The guide states that these reports must be dated within 180 days of application submission and that a Pennsylvania volunteer record check is not accepted for this purpose.

Out-of-state school code: Pennsylvania’s current cosmetology licensure guide instructs applicants who attended cosmetology school outside Pennsylvania to use School Code CS00000.

How to Apply for a Pennsylvania Cosmetology License

Choose your licensing route

Use the school, apprenticeship, reciprocity or Act 41 route that actually matches your education and existing license history.

Collect required supporting records

Prepare education, age, identity, criminal-history and route-specific documents before submission.

Sign in or create a PALS account

Use Pennsylvania’s official licensing system rather than a private application website.

Select the State Board of Cosmetology

Answer the plain-language PALS questions so the system routes you to the correct cosmetologist application.

Review the checklist and upload documents

Use readable, complete files. Check the legal name, School Code, background answers and supporting evidence before submission.

Pay the state application fee

The current cosmetologist snapshot lists a $26 application fee. Examination charges are paid separately through the testing process.

Monitor PALS and email

Watch for deficiencies, authorization to test or requests for additional information. Do not create a second application merely because the first is under review.

Take the Pearson VUE examination

After authorization, schedule the current computer-based theory/procedural skills exam and meet the testing-center identification rules.

Verify the issued license

After approval, use PALS public verification to confirm the cosmetologist license number, current status and expiration.

Pennsylvania Cosmetology State Board Exam

The Pennsylvania cosmetologist examination is administered through Pearson VUE. It is a computer-based theory/procedural skills test rather than a hands-on practical examination.

Pennsylvania Cosmetology License Lookup

Pennsylvania’s PALS verification system is the official public route for checking the license number and status of a professional or facility. PALS also provides access to public disciplinary information.

Person Search

Use this for an individual cosmetologist, esthetician, nail technician or teacher.

Facility Search

Use this for a cosmetology salon or cosmetology school. The salon should be verified separately from the worker.

Disciplinary information

Check available Board action when license suspension, fines or other public discipline matter to hiring or consumer safety.

Database timing: Pennsylvania advises that submitted licensing information may take about 48 hours to appear in its databases. A payment receipt alone does not prove that the public license status has updated.

Pennsylvania Cosmetology License Renewal

Pennsylvania cosmetologist licenses renew biennially. The current renewal fee is $97, and the State’s cosmetologist snapshot lists no ordinary continuing-education requirement.

Expiration day

Cosmetologist licenses expire January 31. The assigned expiration year can be odd or even, so check your own license rather than copying another licensee’s renewal year.

Renewal notice

The Board emails renewal notices to the latest email address on file. Keep both email and mailing information current in PALS.

No routine CE

The current cosmetologist licensure snapshot lists no continuing-education requirement for ordinary renewal.

Verify the expiration year

Use the public record or PALS dashboard to confirm the exact January 31 expiration.

Sign in to the existing PALS account

Use account recovery when necessary rather than opening duplicate profiles.

Open the correct cosmetologist record

Confirm that you are renewing the individual cosmetologist credential rather than a salon, teacher or limited license.

Review renewal questions

Update required contact information and respond accurately to any professional-discipline or background questions.

Pay the current $97 fee

Save the transaction confirmation and any PALS messages generated after submission.

Verify the new status

After processing, check the public record for the updated expiration date and current status.

Expired Pennsylvania Cosmetology License: Under Five Years vs. Over Five Years

Expired less than five years

Sign in to PALS, locate the license record, select the available reactivation action and follow the displayed requirements. Pennsylvania says reactivation payment is completed online by credit or debit card.

Expired more than five years

The Board’s current renewal page says the Cosmetology Law requires the licensee to retake the examination before reactivation. Use the current Pearson VUE/OHT reinstatement route rather than ordinary PALS reactivation alone.

Do not confuse renewal with reactivation. Once a credential is expired, use the action Pennsylvania provides for that status instead of repeatedly submitting ordinary renewal attempts.

Pennsylvania Cosmetology Reciprocity and Act 41

Pennsylvania offers reciprocity for qualifying cosmetologists who already hold a current license in a reciprocal jurisdiction and have at least two years of licensed work experience. The current licensure guide requires employment certification for the qualifying experience.

States currently excluded from Pennsylvania cosmetologist reciprocity

Non-reciprocal state What this means
ConnecticutOrdinary cosmetologist reciprocity is not available.
ColoradoOrdinary cosmetologist reciprocity is not available.
FloridaOrdinary cosmetologist reciprocity is not available.
HawaiiOrdinary cosmetologist reciprocity is not available.
New JerseyOrdinary cosmetologist reciprocity is not available.
New MexicoOrdinary cosmetologist reciprocity is not available.
Rhode IslandOrdinary cosmetologist reciprocity is not available.
UtahOrdinary cosmetologist reciprocity is not available.
Act 41 can provide another route: an applicant licensed in another jurisdiction that is not handled through ordinary reciprocity may receive consideration under Pennsylvania’s occupational-license portability law when the license is similar, the applicant is in good standing and the Board’s other requirements are met.

Act 41 decisions are case-specific. Holding an out-of-state license does not guarantee Pennsylvania licensure or immediate authority to practice.

Read Pennsylvania’s Act 41 licensing guidance.

Pennsylvania Cosmetology Salon License and Booth-Rental Rules

A cosmetologist’s personal license does not replace the salon license. Pennsylvania requires salons to apply through PALS and pass the required inspection before a new salon begins operating.

New salon

The salon cannot open before the application is reviewed, discrepancies are resolved and the location successfully passes the Board inspection.

Relocation or ownership change

A salon moving to a new physical address or changing ownership generally needs an initial salon-license application and successful inspection for the new license.

Booth rental is prohibited: Pennsylvania’s Cosmetology Law prohibits a cosmetology-salon owner or owner of a limited-practice salon from renting booth space to a person licensed under the Cosmetology Law. Do not copy booth-rental arrangements commonly used in other states into a Pennsylvania salon without understanding this rule.

Read the official Pennsylvania salon-licensure procedure.

Natural Hair Braiding No Longer Requires a Pennsylvania Cosmetology Board License

Act 100 of 2024 removed Pennsylvania licensing requirements for natural hair braiders, natural hair braider teachers and natural hair braiding salons. The State Board of Cosmetology no longer accepts applications, renewals, reactivations or changes for those former license categories.

Do not over-apply this exemption. A service that falls within cosmetology, esthetics, nail technology or another regulated scope can still require the appropriate Pennsylvania credential.

The current biennial cosmetologist renewal fee is $97. The State’s cosmetologist snapshot lists no routine continuing-education requirement.
