California License Types and Minimum School Hours
California regulates six main individual practitioner categories: barber, cosmetologist, electrologist, esthetician, hairstylist and manicurist. The minimum school-hour table below applies to the school-training route. Other qualifying pathways can apply, including approved apprenticeship or qualifying out-of-state experience for certain credentials.
| License category | Minimum school hours | Useful distinction |
|---|---|---|
| Cosmetologist | 1,000 hours | Broad cosmetology scope including hair plus covered skin and nail services within California law. |
| Barber | 1,000 hours | Barbering credential with its own statutory scope. |
| Esthetician | 600 hours | Skin-care services within the esthetician scope; not a medical license. |
| Manicurist | 400 hours | Nail-care services within the manicuring scope. |
| Electrologist | 600 hours | Separate credential for electrolysis; training and education rules differ from the other categories. |
| Hairstylist | 600 hours | Narrower hair-focused credential created separately from full cosmetology. |

How to Apply for a California Barbering or Cosmetology License
The correct application route depends on the license type and how you qualify. A California school graduate, an out-of-state trained applicant, an apprentice and a currently licensed out-of-state professional may need different forms or evidence.
Choose the exact license type
Start with the credential that matches the services you plan to perform. Do not apply for cosmetology merely because the word is familiar if the narrower barber, esthetician, manicurist, electrologist or hairstylist credential is the actual fit.
Confirm your qualifying route
Check the Board’s current license requirements for age, education, school hours, apprenticeship, military training or qualifying experience. California school training must be documented with the required proof of training.
Submit the correct application
The Board encourages online filing through BreEZe. Its forms page states that online applications are approximately three weeks faster than mailed applications, while mailed applications can take up to eight weeks to process.
Respond to any deficiency notice
If the Board needs missing training, identity, disclosure or other supporting information, follow the specific notice rather than submitting a second application.
Schedule the written exam after approval
After an examination application is approved, PSI provides scheduling information. The Board no longer requires the former practical licensing exam.
California State Board Exam: Written Exam Only
California ended the practical licensing examination requirement effective January 1, 2022. Current candidates in Board license categories take the written examination after the Board approves the application.
What happens after approval
The candidate receives PSI scheduling information and chooses an available testing time and location. The current exam is offered in English, Korean, Spanish, Vietnamese and Simplified Chinese.
Do not prepare for the old practical exam
An old California guide that tells current candidates to prepare a mannequin or practical exam kit is describing a superseded licensing process.
The Board publishes separate examination details by license type, including current question counts, time limits and candidate bulletins. Use the official examination page for the exact credential you are taking.
Official California Exam InformationCalifornia License Renewal, Fees and Continuing Education
The Board’s current renewal page says a renewal may be submitted up to 83 days before expiration. Individual barber, cosmetologist, electrologist, esthetician, manicurist and hairstylist licenses renew for two-year periods at the current fees shown below.
| Credential | Renewal fee | Delinquent fee | License period |
|---|---|---|---|
| Barber | $50 | $25 | 2 years |
| Cosmetologist | $50 | $25 | 2 years |
| Electrologist | $50 | $25 | 2 years |
| Esthetician | $50 | $25 | 2 years |
| Manicurist | $50 | $25 | 2 years |
| Hairstylist | $50 | $25 | 2 years |
| Establishment | $40 | $20 | 2 years |
| Mobile Unit | $40 | $20 | 2 years |
| Personal Service Permit | $10 | $5 | 2 years |
Outstanding fines tied to a license must be paid before renewal can be issued. If you do not receive a renewal notice, do not wait for the notice; verify the expiration date and use the current Board renewal route.
Verify a California Cosmetology, Barber or Salon License
Use the California Department of Consumer Affairs public License Search for an official status check. Search the practitioner and the establishment separately when both matter. A current personal credential does not prove that the salon or establishment is properly licensed, and an establishment license does not prove that every worker holds the right personal credential.
Check the person
Match the legal name, license type, license number, status and expiration date.
Check the establishment
Verify the salon, shop or establishment record separately when the service location is important.
Check public actions
Review available disciplinary information instead of relying only on a wall certificate, social profile or receipt.
For a step-by-step lookup workflow, use our California cosmetology license verification guide.
Open Official DCA License SearchMoving to California With an Out-of-State License
California can issue a license by endorsement/reciprocity when the applicant holds a current qualifying equivalent license from another U.S. state, district or territory and meets the Board’s current reciprocity criteria. The issuing state must send certification of licensure directly to California.
Confirm California has an equivalent license type
California cannot issue a credential that does not exist in its licensing structure merely because another state uses that title.
Keep the out-of-state license current and unrestricted
The current reciprocity form requires a qualifying current license and asks about restrictions, discipline and criminal history.
Request official certification from the issuing state
The certification must be sent directly by the licensing authority to the California Board. Your personal photocopy is not a substitute for the required state certification.
Submit the California reciprocity application
Use the current form or online BreEZe route and follow any deficiency notice if the Board needs additional information.
If you trained outside California but never became licensed in that jurisdiction, use the out-of-state training route rather than assuming reciprocity applies. The Board may evaluate your school training against California’s current minimum hours.
California Salon and Establishment Licensing
A practitioner license and an establishment license are separate. The establishment license belongs to the owner and location for which it was issued.
Buying or changing ownership
If a salon is purchased or ownership changes, the prior owner must close the prior establishment record as applicable and the new owner must submit a new Establishment Application. The current establishment application lists a $50 nonrefundable application fee.
Booth renters
The Board states that only the establishment owner applies for the establishment license. A booth renter or independent contractor does not obtain a second establishment license for the same address merely because they rent a station.
The Board does not schedule routine establishment inspections by appointment; inspectors conduct inspections in their assigned areas. Owners can use the Board’s self-inspection material to check compliance before an inspector arrives.
File a Complaint With the California Board
The Board accepts written complaints involving matters within its jurisdiction, including alleged gross negligence or incompetence, unsanitary conditions, unlicensed barbering/cosmetology/electrology activity and misrepresentation or false advertising of regulated services.
What evidence should you keep?
The exact evidence depends on the problem. Useful records can include the establishment name and address, operator name and license number, dates, receipts, photographs and a clear description of what happened. For a consumer-harm allegation, medical records or other supporting evidence may also be relevant.
Online or mail
Complaints can be submitted electronically through BreEZe or in writing by mail to the Board. Anonymous complaints are permitted, but the Board warns that an investigation can be harder when investigators cannot contact the complainant for more information.

Common California Licensing Problems and What to Do
| Problem | Possible explanation | Best next step |
|---|---|---|
| Renewal option is missing | The license may not yet be within the current renewal window, may not be linked correctly in BreEZe, or the account may have another issue. | Verify the license record first, then check BreEZe association and the official renewal instructions. |
| Renewed but license has not arrived | Mail or processing time may still be running. | Check the public status. If more than four weeks have passed after submitting payment, the Board directs licensees to contact it. |
| License is canceled | The Board states that a license not renewed for five years becomes canceled. | Do not keep attempting ordinary renewal. Follow the current examination/relicensure route for the credential. |
| Out-of-state applicant receives deficiency letter | California may be missing state certification, school information or enough qualifying hours. | Respond to the specific deficiency notice instead of filing a duplicate application. |
| Salon ownership changed | An establishment license does not automatically transfer to a new owner. | Use the Establishment Closure and new Establishment Application process as applicable. |
| Complaint has limited evidence | The Board may be unable to verify the allegation without enough details or documentation. | Provide names, location, dates, receipts, photographs or other relevant evidence that you lawfully possess. |
