NYC Cosmetology State Board: Use the New York State Department of State

New York City does not have a separate city cosmetology licensing board. Cosmetologists working in Manhattan, Brooklyn, Queens, the Bronx and Staten Island use the statewide license administered by the New York State Department of State, Division of Licensing Services.

This guide routes you to the correct state agency for cosmetology applications, exams, renewals, active-license searches, appearance-enhancement business licensing, complaints and the New York City Licensing Services office.

Fast Answer: There Is No Separate NYC Cosmetology Board

For a cosmetology license used anywhere in New York City, the licensing agency is the New York State Department of State Division of Licensing Services. The personal license is statewide, so NYC applicants do not obtain a separate Manhattan, Brooklyn, Queens, Bronx or Staten Island cosmetology operator license.

Licensing agency NYS DOS
Minimum age 17
NYS school route 1,000 hours
Licensing phone 518-474-4429
NYC-specific help is available: the Department of State maintains a Licensing Services customer-service center at 123 William Street, 2nd Floor, New York, NY 10038-3804. Published customer-service hours are Monday through Friday, 9:00 a.m.–4:30 p.m.

Who Is the NYC Cosmetology State Board?

The phrase “NYC cosmetology state board” is commonly used by applicants, students and salon workers, but the formal licensing authority is not a New York City board. Appearance-enhancement licensing is administered at the New York State level by the Department of State Division of Licensing Services.

NYSED Office of the Professions

Do not use the New York State Education Department professional-license lookup or renewal portal for an ordinary cosmetology operator license. New York cosmetology is licensed by the Department of State under the Appearance Enhancement program.

City versus state: living or working in NYC does not create a separate personal cosmetologist credential. Your operator license is issued by New York State and applies according to state law.

How to Check a Cosmetology License in New York City

Before hiring a cosmetologist, renting a salon station, booking a service or relying on a wall certificate, verify the current state record. New York routes Appearance Enhancement license searches through Department of State and Open NY licensing records.

Start with the active individual-license search

Use the New York Department of State licensing route for active Appearance Enhancement individual records.

Search the legal licensed name

Use the name that appears on the state license. A social-media username, salon nickname or preferred name may not match the government record.

Confirm the exact license category

For full cosmetology, look for the cosmetology operator category rather than assuming esthetics, nail specialty, waxing or natural hair styling is the same credential.

Compare the license number and expiration date

When multiple people have similar names, use the state license number and effective dates to identify the correct record.

Search the salon separately

The professional license and Appearance Enhancement Business license are separate. Verify both records when the workplace matters.

New York Appearance Enhancement License Types

New York separates several beauty-industry disciplines. A cosmetology license has a broader scope than the specialty licenses, while salon ownership requires a separate business credential.

Operator

Cosmetology

New York cosmetology includes services involving hair as well as natural hair styling, esthetics, nail specialty and waxing within the statutory scope.

Operator

Esthetics

A separate Appearance Enhancement specialty for services within the state’s esthetics scope.

Operator

Nail Specialty

The state separately licenses nail-specialty practitioners and also provides a Nail Specialty Trainee route.

Operator

Natural Hair Styling

A separate specialty license covering services within New York’s statutory natural-hair-styling scope.

Operator

Waxing

Waxing is licensed as its own Appearance Enhancement specialty.

Business

Appearance Enhancement Business

Salon ownership or operation requires a separate state business license. The business license does not authorize an unlicensed person to perform client services.

New York Cosmetology License Requirements for NYC Applicants

For the standard New York education route, the Department of State lists age, approved schooling, health certification and state examinations as core requirements.

Minimum age 17
Approved education 1,000 hours
Health filing window 30 days
State exams Written + practical

Health certification

A physician, physician assistant or nurse practitioner must complete and date the required health certification. The license application must be submitted within 30 days after that certification is signed and dated.

Awareness course

Applicants qualifying through completion of New York State education must complete the state’s required one-hour Domestic Violence and Sexual Assault Awareness course before submitting the application.

How to Apply for a New York Cosmetology License From NYC

Choose your qualification route

The correct route may be New York education, education outside New York, five years of legal experience, endorsement, reciprocity where available, or previous New York licensure.

Complete the required education or evidence

For the standard New York school route, complete the approved 1,000-hour cosmetology course. Alternative routes require the documents specified by the Department of State.

Complete the awareness course when required

New York education applicants must complete the required one-hour awareness training before submitting the application.

Complete the health certification

Do this close enough to filing that the application can reach the Department within the 30-day health-certification window.

Submit the application

Apply using the current New York licensing system or current Department of State form. Online applicants may manage their licensing record through New York Business Express.

Schedule and pass both state examinations

After application approval, use the online examination scheduling route for the required written and practical exams.

Verify the issued license

After the licensing process is complete, check the public state record rather than relying only on an application receipt or exam result.

The written examination is multiple choice and based on the pre-licensing curriculum. The Department currently lists a $15 nonrefundable fee for the written exam.

Practical

$15 exam fee

The practical examination also carries a current $15 nonrefundable scheduling fee. Applicants must follow the current practical-exam kit and identification instructions.

Scheduling

After the application is approved, the Department sends information that allows the applicant to schedule examinations through the licensing account.

Name matching matters: current practical-exam instructions require photo-bearing government identification, and the name on the ID must match the name used to schedule the exam.

Second temporary period

Pass at least one exam

NYC Cosmetology License Renewal Uses New York Business Express

A New York cosmetology license is valid for four years. The Department states that renewal becomes available 90 days before the expiration date printed on the license.

Use your NY.GOV account

Sign in to New York Business Express using the account associated with the licensing record.

Claim the existing license when necessary

An existing or migrated license must be connected to the NYBE profile before online renewal or other record-management actions.

Open the license details

From the dashboard, locate the individual profile and the license you want to renew.

Select the renewal action

Complete the questions and pay the displayed renewal fee.

Wait for issuance

A submission confirmation does not itself mean the renewed license has been issued. Check the dashboard and subsequent state notice.

Recheck the public record

After issuance, verify the updated expiration information in the public state licensing data.

NYC Cosmetology Renewal Guide

Expired vs Inactive New York Cosmetology License

New York distinguishes between an expired license that can still use the renewal process and a record that has been inactive long enough to require a different route.

Expired

Do not automatically start a new application

The Department’s appearance-enhancement guidance says an expired operator license should generally be renewed through the existing record while it remains eligible for renewal.

Inactive

Five-year operator limit

An individual Appearance Enhancement license that has been expired for five years or more cannot use the ordinary claiming and renewal process. The former licensee must follow the applicable reapplication requirements.

Business records have a shorter claiming limit: the current NYBE guidance says an Appearance Enhancement business license expired for two or more years cannot be claimed for ordinary online renewal.

Moving to NYC With an Out-of-State Cosmetology License

An out-of-state license does not automatically become a New York license. The Department of State provides several possible qualification routes depending on your education, experience and existing credential.

Outside education

Equivalent schooling

Applicants may submit school documentation and licensing certification for review when their education was completed outside New York State.

Experience

Five years outside New York

Applicants with five years of legal equivalent experience may qualify through an experience-based route when they provide satisfactory evidence.

Endorsement

Qualifying jurisdictions

New York maintains endorsement arrangements for certain license types and jurisdictions. Eligibility should be checked against the current Department list rather than assumed.

Opening a Salon in NYC Requires a Separate State Business License

A personal cosmetology license authorizes the individual to perform services within its legal scope. It does not authorize that person to operate an Appearance Enhancement business.

Business credential

Appearance Enhancement Business

The current New York state business-license fee is $60 for the initial license and $60 for renewal. The license term is four years.

Operator credentials

Each service provider must be licensed

The business license itself does not authorize employees, renters or owners to perform regulated services without the individual license required for their discipline.

Insurance or bond requirement: New York requires an Appearance Enhancement business applicant to maintain qualifying surety-bond or liability coverage. The current state page describes minimum liability coverage of $25,000 per occurrence and $75,000 aggregate where the insurance option is used.

How to File a Cosmetology Complaint in New York

The New York Department of State accepts complaints concerning licensees it regulates and reports involving unlicensed conduct. The agency reviews a complaint to determine whether the matter falls within its jurisdiction and whether the allegations involve potentially improper or unlawful conduct.

Identify the professional or business

Use the legal licensed name, business name, address and license number when available.

Describe the issue clearly

Provide dates, services, people involved and the sequence of events rather than a general accusation.

Attach supporting records

Include relevant contracts, receipts, correspondence, photographs or other records that support the complaint.

Use the Department complaint process

Submit the complaint using the current Department of State licensing complaint route.

Medical procedures are different. A cosmetology or appearance-enhancement license does not automatically authorize medical procedures such as injections. New York maintains separate professional and healthcare scope rules for services outside Appearance Enhancement licensing.
