Oregon Board of Cosmetology: Find the Right License, Renewal or Exam Route
The Oregon Board of Cosmetology sets profession-specific standards for barbering, hair design, esthetics, nail technology and natural hair care. Day-to-day applications, written testing, certification, renewal, license records, inspections and complaints are administered through the Oregon Health Authority’s Health Licensing Office.
Oregon does not issue one umbrella cosmetology practitioner certificate. Your exact field of practice controls the application, examination, renewal and scope-of-practice rules that apply.
Oregon Board of Cosmetology: Fast Answer
Use the Board and HLO system when you need an Oregon practitioner certificate, out-of-state reciprocity, written examinations, a two-year field renewal, a salon or freelance authorization, independent-contractor registration, license verification, complaint help or current cosmetology laws and rules.
Which Oregon Cosmetology Service Do You Need?
Select the task that matches your situation. This helper does not connect to HLO records or submit a government transaction.
Oregon Board of Cosmetology vs. Health Licensing Office
The Board and HLO work together, but they do not perform exactly the same role. Understanding the difference helps you contact the right part of the state system.
Board of Cosmetology
The Board helps establish qualification standards, practice requirements, profession-specific rules and regulatory policy for Oregon cosmetology fields.
Health Licensing Office
HLO receives applications, administers written examinations, issues certifications and business authorizations, processes renewals and maintains licensing records.
Compliance and complaints
HLO investigates possible violations, handles consumer complaints and carries out regulatory and disciplinary processes under Oregon law.
How the Oregon Board Is Structured
The Board of Cosmetology has seven members appointed by the Oregon governor. Six members are certified practitioners with valid certificates, and one is a public member who is not a practitioner.
Board terms are generally four years. The Board meets publicly to conduct regulatory business, and HLO publishes meeting information and Board materials through the state website.
Oregon Cosmetology Fields of Practice
Oregon uses separate practitioner certifications rather than one general cosmetologist certificate. A practitioner can hold one or several fields depending on training and qualification.
| Field | What it generally covers | Licensing point |
|---|---|---|
| Hair Design | Hair cutting, styling, coloring, chemical services and related hair treatments. | Separate Oregon field certification. |
| Barbering | Services within Oregon’s barbering scope, including designated hair and shaving services. | Separate Oregon field certification. |
| Esthetics | Skin-care and esthetic services within the Board of Cosmetology scope. | Do not confuse with Oregon’s separately regulated advanced-esthetics profession. |
| Nail Technology | Nail and permitted hand or foot services. | Separate Oregon field certification. |
| Natural Hair Care | Natural-hair-care services within the specific statutory scope. | Uses its own certification route and training requirements. |
How to Get an Oregon Cosmetology Practitioner Certificate
For Hair Design, Barbering, Esthetics and Nail Technology, Oregon provides qualification pathways based on Oregon school education, reciprocity or evaluation of prior training. Natural Hair Care has a separate certification route.
Choose the exact field
Identify whether you need Hair Design, Barbering, Esthetics, Nail Technology or Natural Hair Care before paying application or examination fees.
Complete the qualifying pathway
Graduate from an approved Oregon school, qualify through reciprocity or use the applicable prior-training evaluation route.
Submit required records
Education, practical-examination and licensing verification documents must be sent or presented in the form HLO requires for your pathway.
Pass the written examinations
Applicants generally pass the field-specific written examination plus the Oregon Laws and Rules written examination.
Pay the certificate fee
After all required examinations are passed, pay the applicable certification fee before relying on the credential for practice.
Example: Oregon Hair Design Training Requirement
For the traditional hour-based Oregon school pathway, the current Hair Design page lists 1,110 hours of Hair Design training plus 20 hours of Oregon Laws and Rules and 20 hours of Career Development.
The school submits the official transcript and passing Board-approved practical-examination score to HLO. A passing practical score remains valid for five years.
Oregon Cosmetology Written Examinations
HLO administers written examinations at its Salem office. Current testing hours are Monday through Friday from 9:00 a.m. to 1:00 p.m., subject to state holidays and special closure notices.
$45 per attempt
Applicants pay separately for each field-of-practice written examination and each retake.
$45 per attempt
Applicants also take the Oregon Laws and Rules examination when required for their licensing pathway.
Two original IDs
Examinees must bring two acceptable government-issued forms of identification; one must be photographic and the names must match.
Current HLO guidance says written examinations are walk-in. Applicants taking several exams should arrive early enough to complete testing before the office closes.
Oregon Board of Cosmetology Fees
Oregon charges application, written-examination, issuance and renewal fees separately. Multiple fields can therefore create multiple charges.
| Transaction | Current published fee | Important detail |
|---|---|---|
| Original practitioner application | $30 per field | Nonrefundable application fee under the ordinary certification pathway. |
| Reciprocity application | $100 per field | Other examination, verification and issuance fees may also apply. |
| Field written examination | $45 | Charged for each attempt. |
| Oregon Laws and Rules exam | $45 | Separate from the field examination. |
| Initial certificate | $35 per field | Standard original certificate; valid for two years. |
| Initial reciprocity certificate | $65 per field | Paid after qualification through reciprocity. |
| Practitioner renewal | $65 per field | Each field renews separately. |
| Late fee | $50 per inactive year | Applies with required renewal-cycle fees while the certificate remains eligible for late renewal. |
| Facility application | $140 | Initial facility license fee is separate. |
| Initial facility license | $155 | Current application materials list $295 total with the application fee. |
Use the live state fee page or current form before payment because rule changes can affect government charges.
Oregon Cosmetology Renewal in 2026
Each practitioner field certificate is generally valid for two years. The certification becomes inactive on the last day of the month two years from issuance if it is not renewed.
Final 45 days
HLO does not allow ordinary online renewal more than 45 days before expiration.
$65 per field
A practitioner holding several fields renews and pays for each applicable field.
Current for 1 year
Practitioners renewing on or after July 1, 2025 must attest that current bloodborne-pathogens training has been completed.
Online renewal also requires the permanent HLO PIN and cannot be used when the authorization has current or unresolved disciplinary action.
Bloodborne Pathogens Training Requirement
Oregon’s renewal requirement applies to Hair Design, Barbering, Esthetics, Nail Technology and Natural Hair Care certificate holders renewing on or after July 1, 2025.
- Training may be completed online or in person.
- The training must be current when renewal is completed.
- The training is valid for one year.
- The practitioner attests to compliance during renewal.
- Ordinary renewal does not require uploading the certificate at that moment.
Inactive, Expired and Dormant Oregon Authorizations
Oregon uses different status rules for practitioner field certificates and business authorizations. The distinction matters because the recovery process is not the same.
| Status | What it means | General route |
|---|---|---|
| Active | Current authorization within its valid period. | Renew through the normal process when eligible. |
| Inactive up to 3 years | Practitioner certificate was not renewed on time but remains within the late-renewal period. | Use the COS Late Renewal form and pay applicable renewal and delinquency fees. |
| Inactive more than 3 years | The practitioner certificate is treated as expired for ordinary renewal purposes. | Reapply and meet the applicable practical and written examination requirements. |
| Dormant IC registration | Independent-contractor registration was not renewed. | Contact HLO for reactivation requirements. |
| Dormant freelance authorization | Freelance authority was not renewed. | Contact HLO and satisfy the prescribed reactivation requirements. |
Oregon Cosmetology License Lookup
Use the HLO License Inquiry system to verify a practitioner certificate or business authorization before relying on a printed certificate, social-media profile, salon listing or payment receipt.
Search the legal name or authorization number
Start with the official record rather than a nickname, business brand or social-media handle.
Check the exact field
Hair Design, Barbering, Esthetics, Nail Technology and Natural Hair Care are separate Oregon authorizations.
Read the status and expiration
A record appearing in search does not automatically mean it is active today.
Verify the business authorization separately
An individual certificate does not replace a facility license, independent-contractor registration or freelance authorization.
Move an Out-of-State Cosmetology License to Oregon
Oregon uses a reciprocity pathway for applicants who hold an active authorization from another state, U.S. territory or country and meet HLO’s requirements.
Get official proof of licensure
Your license card alone is not enough. HLO requires licensing verification from the issuing authority or another HLO-approved verification method.
Wait for HLO’s equivalency review
HLO determines whether the outside license and training are substantially equivalent to Oregon requirements.
Pass Oregon written examinations
Reciprocity applicants must pass the applicable field written examination and Oregon Laws and Rules examination.
Pay final certification charges
Application, examinations, verification and field-certification charges are separate.
Oregon Salon, Facility and Independent Contractor Rules
Oregon separates practitioner credentials from business authorizations. In most situations, services must be provided inside a licensed facility unless the practitioner holds a valid freelance authorization.
Licensed salon or service location
A facility license covers the physical place where regulated services are provided. Initial facility applications require the applicable application and license fees.
Working independently in a facility
An independent contractor must hold a current practitioner certificate and separate independent-contractor registration.
Short-term location
A temporary facility permit may authorize a qualifying location for no more than 30 consecutive calendar days.
A new facility application is required when ownership changes or an existing facility moves to a different physical address. A facility in a residence must also meet Oregon’s physical separation, signage and facility-standard requirements.
Freelance Authorization for Services Outside a Licensed Facility
A freelance authorization allows an already-certified practitioner to provide services outside or away from a licensed facility, such as at a client’s home or another qualifying location.
Practitioner certificate comes first
The freelance authorization does not replace the field-of-practice certificate. The practitioner must already hold the appropriate current certification.
Freelance status has separate rules
If the freelance authorization is not renewed, it becomes dormant rather than inactive. HLO must be contacted for reactivation requirements.
Current HLO materials list a $140 freelance renewal or reactivation fee. Freelance authorization holders also have an Oregon Laws and Rules examination requirement on the schedule specified by Board rules.
How to File an Oregon Cosmetology Complaint
HLO accepts complaints involving authorization holders and people or businesses suspected of practicing or advertising without the required authorization.
Identify the person or business
Provide the name, known address or phone information and a clear description of the concern.
Describe the alleged violation
Examples can include unauthorized practice, violation of practice standards or other conduct within HLO’s regulatory jurisdiction.
Submit the HLO Consumer Complaint Form by the official method listed by HLO. The current complaint page accepts submission by email, in person or by postal mail and asks people to use only one submission method to avoid duplicates.
Update a Legal Name or Licensing Record
Oregon requires HLO authorization holders to report a legal name change in writing within 30 days. A legal-name change cannot be completed through ordinary email.
- Complete the HLO Authorization Holder Information Update form.
- Use the full current legal name.
- Include approved photographic identification showing the current legal name.
- Include qualifying legal documentation supporting the change.
- Mail the documents to the Health Licensing Office in Salem.
Oregon Cosmetology Laws and Rules
Three main rule sets matter for most Oregon cosmetology licensing questions.
| Authority | What it covers | When to use it |
|---|---|---|
| ORS Chapter 690 | Statutory authority for cosmetology fields, certification, facilities and enforcement. | Use for the controlling statutory framework. |
| OAR Chapter 817 | Board of Cosmetology administrative rules. | Use for qualification, renewal, facilities, safety, fees and professional conduct. |
| OAR Chapter 331 | Health Licensing Office administrative rules. | Use for HLO-wide application, identification, payment and administrative requirements. |
Oregon Provisional Cosmetology Certification: 2027, Not 2026
Oregon enacted a provisional-certification framework that is scheduled to become operative January 1, 2027. It should not be treated as an available 2026 shortcut unless HLO formally publishes an operative application route.

Use the Correct Oregon Authorization Before You Pay or Practice
Start by identifying the exact Oregon field or business authorization you need. Use HLO’s current application, renewal, reciprocity and license-inquiry systems rather than relying on a generic “cosmetology license” label.
Before working, hiring, renting a booth, opening a facility or paying a late-renewal charge, verify the current government record and confirm that every required practitioner and business authorization is active.
