Who Issues a New York Cosmetology License?

The New York State Department of State Division of Licensing Services issues appearance-enhancement licenses. The agency also manages cosmetology examinations, temporary licenses, operator renewals, businesses, area renters and licensing complaints.

The January 2026 application lists five qualification routes. Choosing the wrong one can cause unnecessary exams, rejected evidence or a returned application.

A physician, physician assistant or nurse practitioner must complete the New York health certification. Poor timing is a common reason an otherwise complete application has to be repeated.
