Ohio Cosmetology License Types and Core Training Hours
The correct Ohio path depends on the exact credential. The current Ohio Revised Code lists the following minimum school-training amounts for common Chapter 4713 initial practicing licenses.

Age, education, application, examination and issuance requirements also apply. Do not select a school program only by hours; match it to the exact license you intend to hold.
Ohio Cosmetology Renewal for the 2025–2027 Cycle
For cosmetology and branches of cosmetology, continuing education must generally be completed by January 15, 2027. The applicable biennial license period ends January 31, 2027. These are different dates: January 15 is the ordinary CE cutoff, while January 31 is the end of the licensing period.

Ohio Barber Renewal: The 2026 Regular Deadline Has Passed
Barber and barber-instructor CE is due by August 15 of even-numbered years, and the ordinary barber licensing period ends August 31. As of September 28, 2026, the normal 2026 barber renewal deadline has passed.
Ohio Continuing Education: 4 Hours for Most Active Renewals
Current Rule 4713-21-03 sets the ordinary continuing-education requirement at four hours per biennial licensing period for covered cosmetology and barber credentials: one hour concerning Ohio law or rule updates and three hours concerning safety and infection control.

Hours from a prior renewal cycle do not carry forward, and a course that was not Board-approved when taken does not receive renewal credit. Keep your own completion records even when a provider reports electronically.
Current Ohio Cosmetology and Barber Board Fees
The Board’s current fee rule became effective January 2, 2025. The amounts below are useful planning figures, but eLicense or the current rule should control the amount you actually pay.

Ohio Cosmetology Exam and Temporary Work Permit
Ohio law requires the Board to conduct or arrange the examination for applicants who meet the applicable admission requirements. The exam must be specific to the license sought and evaluates safe and sanitary service delivery along with the relevant technical knowledge and skills.
Before applying
- Confirm that your school completion and training hours match the exact Ohio credential.
- Use the legal name and identifying information required by the application.
- Keep school, application, payment and scheduling records together.
- Do not confuse the $40 exam-application fee with the separate $45 license-issuance fee.
Temporary pre-examination work permit
Section 4713.22 allows a temporary pre-examination work permit for an eligible applicant seeking a practicing or instructor license who meets the statutory conditions and has not previously failed the applicable examination. A practicing permit holder may work only under appropriate supervision and only until the scheduled exam date. Confirm eligibility before relying on a permit.
Moving to Ohio With an Out-of-State Cosmetology License
Ohio’s current law separates applicants licensed in another U.S. state from applicants licensed in another country. An applicant who holds the relevant license in another state may qualify through Ohio’s Chapter 4796 recognition route. International reciprocity remains addressed under Section 4713.34 and related Board rules.
For applicants licensed outside the United States, current Rule 4713-7-09 can require certified proof of the equivalent license and training hours and may require Ohio practical and/or theory examinations depending on the originating jurisdiction and its requirements.
How to Restore an Expired Ohio Cosmetology License
Older Ohio guidance may describe a long-lapse formula requiring up to 24 hours of continuing education. That is no longer the current Chapter 4713 restoration rule. Current Rule 4713-21-04 requires an expired individual license to be restored by filing the renewal/restoration application, completing the current CE requirement for the renewal period and paying the applicable restoration fees.

Complete the current CE requirement
For a restorable Chapter 4713 practicing or advanced license, current law points to the CE requirement for the present renewal period.
File the available restoration application
The Board may use paper or electronic filing. Follow the route offered for the actual record.
Pay the restoration amount
The current fee rule combines the $65 renewal fee with $45 for each elapsed license-renewal period, capped at three elapsed periods for the Chapter 4713 restoration formula.
Wait for the official active status
A payment receipt or submitted application does not by itself prove that regulated practice is currently authorized.
Ohio Salon, Barber Shop and Independent Contractor Licensing
A personal cosmetology or barber credential and a facility or independent-contractor credential are separate. Confirm every license that applies to the way services will actually be delivered.
Salon / barber shop
Current fee rules list $85 for a new salon or barber-shop license or a covered name/ownership change, and $75 for renewal after June 30, 2025.
Independent contractor
Current Rule 4713-13-02 lists $75 for issuance and $70 for renewal. This does not replace the practitioner’s underlying professional credential.
Before opening
Verify the facility credential, practitioner credentials, applicable infection-control requirements and any local zoning or business requirements before providing regulated services.
