Which Virginia Cosmetology Qualification Route Applies?
The current application offers several paths. Choose one based on where and how you completed training.
Virginia licensed school
Complete an approved Virginia cosmetology program and required performances.
Virginia public school
A Virginia public-school cosmetology program approved by the Virginia Department of Education can qualify.
Registered apprenticeship
Completion of an approved Virginia registered apprenticeship can qualify a candidate for examination.
Substantially equivalent program
Training outside Virginia but within the United States can qualify when it is substantially equivalent.
Course + 3 years work
An applicant with a non-equivalent course may qualify using acceptable documentation of three years of cosmetology work experience.
Foreign education evaluation
Education earned outside the United States may require translation, authentication and evaluation by an education-evaluation service.
U.S. Armed Forces route
The current application includes a route for two years of cosmetology experience in the United States Armed Forces. Contact the Board for required documentation.
Virginia institution training
Qualifying cosmetology training obtained in a Virginia state institution is another listed route.

2026 Virginia Cosmetology Transition Deadlines
Virginia changed cosmetology curricula in stages. The date you originally enrolled determines whether a transition deadline affects you.
For cosmetology students enrolled before September 1, 2024.
For students enrolled September 1, 2024 through November 30, 2025.

Virginia Cosmetology First-License Workflow
Keep the state licensing fee and Prov exam fees separate. They are different transactions controlled by different entities.
Complete an eligible training or experience route
For the ordinary Virginia school route, complete the approved 1,000-hour program and required practical performances.
Resolve school records before testing
Confirm your training verification, transcript and qualifying route are correct before paying examination fees.

The current exam application charges $99 theory, $95 practical, or $194 for both.
Pass both required components
Ordinary initial licensure requires both Board-approved written and practical examinations unless a different qualifying route applies.

Virginia Criminal History: Check Eligibility Before Paying for School
A felony does not automatically mean a Virginia cosmetology license will be denied. Virginia also offers an optional predetermination process for people who want a binding eligibility decision before investing in training.
Disclose what the application asks
Current Virginia cosmetology regulations require disclosure of felony convictions within the applicable ten-year period. Supporting records may be required.
Predetermination is optional and binding
A person without the credential can request a predetermination of whether a criminal record would disqualify them before completing education.
A negative determination is binding, so read DPOR’s explanation carefully before choosing this route.

Prov administers Virginia’s current cosmetology NIC written and practical examinations. Prov cannot decide which exam components your licensing route requires.

Important exam timing rules
- If you pass one component, you do not retake it as long as both required components are passed within one year of the initial examination date.

Virginia Temporary Cosmetology License: Current 90-Day Rule
A temporary license is available only for eligible initial applicants and is not a substitute for permanently completing Virginia licensing.

Register for the required exam
The current Prov bulletin says a temporary permit can be requested while completing exam registration.
Provide sponsor information
Sponsorship information and signatures are required. The sponsor agrees to supervise cosmetology activities while the temporary license is valid.
Wait for approval and issuance
The request is reviewed and, once approved, forwarded to the Board for issuance.
Work only under required supervision
The temporary holder must work under direct supervision of an appropriately licensed Virginia professional.
After Passing the Virginia Cosmetology Exams
Passing both examinations does not by itself prove that an active Virginia cosmetologist license has been issued.
Save the results
Keep copies of the emailed official Prov results even though Prov also sends them electronically to DPOR.
Complete the remaining DPOR licensing requirements
Make sure the state has the applicable license application, fee, training verification and disclosure documents.
Watch the five-year deadline
Do not leave passed exams unused. Failing to apply for initial licensure within five years requires retaking both exams.

Virginia Cosmetology License Renewal in 2026
Virginia does not use one statewide January or birthday renewal deadline for cosmetologists.
A license expires two years from the last day of the month in which it was issued.
The regulation lists a $120 cosmetologist renewal fee before any applicable separate 2026 Technology Fee.

Expired Virginia Cosmetology License: Grace Period vs Reinstatement
The first 30 days after expiration affect the fee calculation, but the license itself is already expired.
Normal renewal
Renew before the expiration date whenever possible.
Renewal without reinstatement penalty
The Board allows a 30-day grace period before the reinstatement fee applies.
You still cannot practice after expiration.

Virginia Cosmetology License by Endorsement
Endorsement is for applicants who currently hold an out-of-state license. It is not the correct route for someone who merely attended school in another state but never obtained the professional license.
Confirm the license is current
The Board’s endorsement form is specifically for applicants holding a current license from another state.
Identify where original training occurred
If your present license is from a different state than the jurisdiction where you originally trained and tested, Virginia may require certification from the original jurisdiction.
Request current certification
The current endorsement application asks for a Certification of Licensure / Letter of Good Standing dated within the last 60 days when applicable.
Compare training hours
At least 800 hours meets the current 80% threshold used on the cosmetologist endorsement form. Below that figure, use the applicable experience-substitution documentation.
Compare examinations
If the original licensing jurisdiction used only one substantially equivalent licensing exam, Virginia can require the missing written or practical exam.
Virginia Universal License Recognition for Cosmetologists
Universal License Recognition is separate from traditional endorsement.
Current DPOR ULR checklist
- Hold a current valid professional license or government certification from another state with a similar scope.
- Have held that credential for at least one year.
- Have passed an examination and met applicable training standards.
- Have no disciplinary actions or pending investigations against occupational licenses held.

Virginia Military, Veteran and Military-Spouse Cosmetology Help
Military families may have faster or different licensing options than an ordinary endorsement applicant.
Expedited processing
Qualifying military spouses assigned to Virginia, a neighboring state or D.C. may request expedited license processing.
Up to 12 months
A qualifying spouse already licensed in another state may be eligible for a temporary, non-renewable 12-month Virginia license when more time is needed to meet Virginia-specific requirements.
Military training credit
Honorably discharged veterans may receive credit for substantially equivalent military training, education or experience toward applicable licensing requirements.
Is the Cosmetology Compact Active in Virginia?
Virginia has enacted legislation to join the Cosmetology Licensure Compact, but enacted legislation is not the same thing as an operational multistate privilege.
- Do not assume a compact privilege is available in Virginia merely because the state enacted the compact.
- Do not pay a private website claiming it can issue the Virginia compact privilege before official activation.
- Until activation, use Virginia’s existing licensure, endorsement or ULR pathways.
