Use the Oklahoma State Board for the Right License, Renewal or Verification Task
The Oklahoma State Board of Cosmetology and Barbering (OSBCB) regulates cosmetology, barbering, esthetics, manicuring, instructors, establishments and other covered beauty-industry credentials in Oklahoma.
Use the Board’s current portal for applications and license management, its public search to verify credentials, and the correct exam or reciprocity route before paying a fee or beginning regulated work.
Oklahoma Cosmetology Board: Fast Answer
The official agency is the Oklahoma State Board of Cosmetology and Barbering. Its current office is at 2401 NW 23rd Street, Suite 74, Shepherd Center, Main Entrance E, Oklahoma City, OK 73107. The published general phone number is 405-521-2441, and office hours are 7:30 a.m.–5:00 p.m., Monday through Friday.
Board-of-Cosmetology.org is an independent information website. It is not OSBCB, the State of Oklahoma, ProV or another government licensing authority.
Choose the Correct Oklahoma Board Action
The fastest route depends on whether you are applying, already licensed, verifying someone else, moving from another jurisdiction or reporting a problem.
What Does the Oklahoma State Board of Cosmetology and Barbering Do?
OSBCB licenses and regulates cosmetology and barbering professions and the establishments where covered services are performed. Its work also includes school oversight, examinations, safety and sanitation standards, inspections and public-license administration.
Practitioners
The Board licenses covered individuals such as cosmetologists, barbers, facialists/estheticians, manicurists and instructors.
Establishments
The Board regulates licensed establishments where covered cosmetology and barbering services are performed.
Schools
OSBCB oversees licensed schools and educational records connected with qualifying for regulated credentials.
Examinations
The Board approves candidates and administers the practical side of covered licensing examinations while ProV currently administers the NIC written theory examination.
Inspections
OSBCB inspectors review establishments and schools for applicable sanitation, safety and licensing compliance.
Complaints and discipline
The Board accepts complaints and maintains public information about revoked licenses and other regulatory actions.
Oklahoma Cosmetology License Lookup: Verify Before You Rely on a License
Use the Board’s current public Licensee Search to verify a practitioner or business instead of relying only on a wall license, social-media profile, screenshot or private directory.
Open the official OSBCB Licensee Search
Use the Board-linked public portal rather than an unrelated third-party search page.
Search using the strongest information you have
Use the license or file number when available. Otherwise search the person’s or establishment’s identifying information.
Confirm the credential type
Cosmetology, barbering, facial/esthetics, manicuring and establishment credentials are different. A matching name alone is not enough.
Check the status and expiration
Make sure the credential is current for the period in which the service will be performed.
Verify the establishment separately
An individual’s practitioner license and the salon or establishment authorization are separate regulatory questions.
Oklahoma Applicant Portal vs. Licensee Portal
OSBCB replaced its former renewal website with a new self-service licensing system in November 2024. Old online-renewal credentials do not automatically work in the replacement system.
Applicant Portal
Use the Applicant Portal when you are applying for the first time. OSBCB also tells an already licensed person who has never registered in the replacement system to begin the first-time registration process through the Applicant Portal.
Licensee Portal
After registration is complete and the license is connected to the current account, use the Licensee Portal to renew, manage and print an eligible credential.
Oklahoma Cosmetology License Requirements: Board-Level Snapshot
This Board page is not intended to replace a dedicated cosmetology-license application guide, but these current benchmarks help applicants recognize the correct Oklahoma process.
| Requirement area | Current Oklahoma benchmark | What to verify before applying |
|---|---|---|
| Education | 1,500 hours of cosmetology study or equivalent credit hours for the standard school examination route | Make sure the school and educational record are accepted by OSBCB. |
| Education level | Board exam information lists at least an eighth-grade education | Follow the latest candidate-eligibility instructions issued for your application. |
| Examinations | Written and practical examinations | Written testing is currently through ProV; practical testing is administered by the Board. |
| Passing score | 75% | Confirm the exact testing bulletin for the credential. |
| Practice authority | License must be issued and valid | Do not treat school completion or an exam result alone as a license. |
Oklahoma Cosmetology Exams in 2026
Cosmetology candidates must complete both the written/theory and practical sides of the licensing examination process. ProV is currently the contracted provider for Oklahoma’s written NIC theory examination, while the practical examination is administered by OSBCB.
| Exam component | Provider | Published 2026 cost | Passing score |
|---|---|---|---|
| Cosmetology written/theory | ProV | $65 per written attempt | 75 |
| Cosmetology practical | OSBCB | Follow the current Board examination-registration instructions | 75% |
| Board examination registration | OSBCB | $50 in the current Board fee schedule | Applies to Board registration rather than replacing ProV’s separate written-test charge |
Oklahoma Cosmetology Renewal: Use the Current Two-Year Rule
The current Board rules state that practitioner licenses are issued for a two-year period and expire on the last day of the licensee’s birthday month. The current biennial cosmetology practitioner renewal fee is $80.
2 years
Current Rule 175:10-11-1 uses a two-year term for practitioner licenses.
$80 renewal
Current Rule 175:10-11-2 lists an $80 biennial cosmetology-license renewal fee.
License becomes void
The rule states that one day after expiration the license is considered void.
For detailed online-renewal registration, late fees, expired-license rules and 2026 reinstatement changes, see the internal Oklahoma cosmetology license renewal guide.
Current Oklahoma Cosmetology and Barbering Board Fees
The current OSBCB rulebook effective December 1, 2025 lists the following amounts. These are Board charges; separate testing or document-related costs may apply.
| Transaction | Current amount | Notes |

| Student / apprentice registration | $10 | Current Board fee schedule. |
| Examination registration | $50 | Separate from ProV’s current $65 written-test charge. |

Moving to Oklahoma With an Out-of-State Cosmetology License
Oklahoma uses a domestic reciprocity process for eligible licensees coming from another U.S. state or territory. Do not assume that an active license automatically transfers.
Request a Certification of Records
The current domestic reciprocity instructions tell applicants to request an official Certification of Records from the state board or licensing agency where the current license is held.
Wait until OSBCB has the certification
The Board’s instructions specifically warn applicants not to submit the reciprocity application until they verify that the certification is on file.
Complete the domestic reciprocity application
Use the current Form 401 and follow the Board’s lawful-presence and documentation instructions.
Complete Oklahoma’s required Board examination
The reciprocity instructions direct approved domestic applicants to the Board’s sanitation and safety examination before license issuance.
Wait for Oklahoma license issuance
Do not treat an out-of-state license or application receipt as authority to practice under an Oklahoma credential before OSBCB issues it.
Foreign Cosmetology Reciprocity Uses a Different Process
Applicants licensed or trained outside the United States should not use the domestic reciprocity instructions as though they were identical. OSBCB publishes a separate foreign reciprocity process.
Credential evaluation may be required
The foreign reciprocity instructions require applicable education and licensing documentation to be evaluated through a Board-recognized credentialing route.
Original and translated documents matter
The official instructions address certified records, English translations and identity or immigration documentation for the in-person review process.
Oklahoma law test applies
The current process includes Oklahoma’s state rules, regulations and law test.
No practice before issuance
The foreign reciprocity instructions state that applicants may not practice in Oklahoma until the Board has issued the license.
Oklahoma Salon and Establishment Licensing
Individual practitioner licensing and establishment licensing are separate. A current cosmetologist license does not by itself replace a required establishment license for the location where regulated services are performed.
Form 501
OSBCB’s forms library publishes an establishment-license application for an individual owner.
Form 510
A separate establishment application is published for corporate and LLC ownership.
Form 521
OSBCB also publishes a specific mobile-establishment application.
Oklahoma Salon Inspections and Posted Records
OSBCB says Oklahoma cosmetology and barber establishments are inspected at least twice a year for safety, sanitation and licensing compliance.
Licenses and work permits
Covered practitioner licenses and work permits must be posted in public view with a current photo attached.
Current inspection sheet
The Board states that the most current salon inspection sheet must also be posted in public view.
For a consumer, an inspection sheet and posted credential are useful starting points, but the public license database is the stronger way to check whether the Board’s current electronic record matches what is displayed at the business.
How to File a Complaint With the Oklahoma Cosmetology Board
OSBCB publishes Form 601 for complaints involving regulated licensees or establishments. The current form states that an investigation begins only after the Board receives a signed, notarized complaint.
Identify the person or shop
Provide the respondent’s name, shop name when applicable, address and available contact information.
Describe the events clearly
Explain what happened in a factual timeline and attach additional pages or supporting information when relevant.
Sign before a notary
The current complaint form includes a notarization section and states that unsigned or non-notarized submissions do not start an investigation.
Submit using the current Board instructions
Use the email or delivery instructions printed on the latest Form 601 rather than an address copied from an older version.
Certification of Records and Licensing Documents
OSBCB’s current fee schedule lists a $10 Certification of Records fee. This is different from an ordinary free public license lookup.
Licensee Search
Use the public database when you simply need to view current public license information.
Certification of Records
Use the Board’s formal certification process when another licensing authority or official procedure specifically requires certified licensing history.
Expired Oklahoma Cosmetology License: Do Not Keep Practicing
Current Board rules say a practitioner license becomes void one day after its expiration date. Practicing with the invalid credential is treated as practicing without the appropriate license.
| Status situation | What it means | Best next step |
|---|---|---|
| Expiration date has passed | The practitioner credential is no longer current. | Stop regulated practice and use the Board’s current renewal or reinstatement route. |
| More than two months expired | Current rules add a $10 late penalty. | Check the live transaction and current law before paying. |
| Portal account is not linked | The renewal may not be accessible through the current account. | Use first-time registration or contact portal support rather than creating duplicate paid applications. |
| Long-expired credential | Older Oklahoma instructions may not reflect later statutory changes. | Use the current 2026 law and Board instructions before relying on an old reinstatement procedure. |
For the detailed 2026 expired-license and renewal workflow, use the Oklahoma cosmetology renewal guide.
