Florida Cosmetology License Requirements: What You Need Before You Apply

Florida’s standard cosmetologist route centers on approved education, a Board-approved initial HIV/AIDS course, the COSMO 1 application, two examination portions and final license issuance. This guide separates the standard 1,200-hour path from the early-exam option, specialty registrations and out-of-state routes.

Fast Answer: Florida’s Standard Cosmetologist Route

A Florida cosmetology applicant must generally be at least 16 years old or have received a high school diploma, complete qualifying Florida cosmetology education, complete a Board-approved four-hour initial HIV/AIDS course within the two years before applying, submit the correct DBPR application and pass both portions of the Florida cosmetology examination.

The standard school route is 1,200 hours. Florida also allows a student with at least 1,000 hours to become examination-eligible when the school certifies that the student has met the required competency standard. If that early-testing student fails an exam portion, the student must complete the remaining hours needed to reach 1,200 before reexamination.

Standard education1,200 hours
Early exam route1,000 hours + school competency
Initial HIV/AIDS4 hours
COSMO 1 fee$45
Important: finishing school, paying an application fee or passing only one exam portion is not the same as holding an active Florida cosmetologist license. Use the official DBPR record to confirm issuance before relying on the credential.

Florida Cosmetology License Basic Eligibility

Age or high-school condition

For the cosmetologist application, you must be at least 16 years old or have received a high school diploma.

Social Security number

The current COSMO 1 instructions state that an individual applicant must possess a U.S. Social Security number to apply.

Qualifying Florida education

The normal school route is 1,200 hours in a Florida cosmetology program. A school-certified early-exam route can begin at 1,000 hours.

Final license issuance

Application approval and exam eligibility come before final issuance. Verify the issued credential through DBPR before treating yourself as fully licensed.

Florida Cosmetology School Hours: 1,200 Standard, 1,000 for Early Exam Eligibility

Florida’s standard cosmetologist education requirement is 1,200 school hours. The current COSMO 1 form also recognizes an early-testing route when a student has completed at least 1,000 hours and a school official determines the student competent to sit for the examination.

RouteEducation pointWhat it meansImportant limitation
Standard cosmetologist route1,200 hoursComplete the normal Florida cosmetology school-hour requirement before applying for examination. You still need the HIV/AIDS course, application approval, both exam portions and license issuance.
Early examination routeAt least 1,000 hoursA school official may certify that you have met Florida’s minimum competency standards for examination eligibility. If you fail an examination after qualifying at 1,000 hours, you must complete the remaining hours to reach 1,200 before reexamination.
Do not confuse exam eligibility with graduation or licensure. The 1,000-hour provision lets a qualifying student reach the testing stage early; it does not turn 1,000 hours into the ordinary full-school requirement for every applicant.

Initial HIV/AIDS Course Requirement

Florida requires cosmetologist applicants to submit a certificate for a Board-approved Initial HIV/AIDS course. The course must be at least four hours and must have been completed within the two years before the application is submitted.

If you completed cosmetology education at a Florida school, the school may provide the qualifying certificate. Courses presented by the Florida Department of Health or another state health department can also receive credit when the completion certificate reflects at least four credit hours.

Keep the certificate. Do not assume the school transcript alone replaces the certificate when the application checklist asks for the HIV/AIDS completion document.

Use DBPR’s Board of Cosmetology page to reach the current list of approved initial HIV/AIDS courses.

Florida Cosmetology Examination Requirements

DBPR reviews your application before you schedule the cosmetology examination. Once approved, the Department’s examination vendor, Pearson VUE, provides scheduling instructions. Florida requires applicants to pass both portions of the cosmetology examination.

Two-year completion window

The COSMO 1 instructions require both examination portions to be passed within two years from the first attempt of either portion. If that window is missed, both portions must be passed again.

Failed first attempt

An applicant who fails a portion must submit a reexamination application before scheduling another test. Remedial hours may be required with school verification.

Early-testing consequence: if you reached exam eligibility at 1,000 hours and then fail an examination portion, Florida requires you to return to school and complete the remaining 200 hours before applying for reexamination.

Do not pay or schedule from an unofficial exam link. Start with DBPR’s application approval and then follow the authorization and current Pearson VUE instructions you receive.

COSMO 1: What to Prepare for the Florida Application

The current printable COSMO 1 form separates cosmetologist applicants from specialty-registration applicants. For a cosmetologist applying by examination based on Florida education, the checklist directs the applicant to complete the cosmetologist sections, pay the current application fee and include the initial HIV/AIDS certificate.

How to Get a Florida Cosmetology License: Step by Step

1

Confirm cosmetologist is the correct credential

Florida separately regulates cosmetologists, nail specialists, facial specialists, full specialists and cosmetology salons. Choose the credential that matches the services you plan to perform.

2

Complete qualifying Florida education

Use the standard 1,200-hour school route, or the 1,000-hour early-exam route only when your school certifies that you meet the competency condition.

3

Complete the initial HIV/AIDS course

Finish a Board-approved four-hour course within the two-year period before your application and keep the completion certificate.

4

Submit COSMO 1

Complete the correct cosmetologist sections, obtain the school certification, include required documentation and pay the current fee.

5

Wait for DBPR examination approval

Use DBPR’s application-status tool and respond to any deficiency notice. Do not assume payment alone means you are authorized to schedule.

6

Schedule and pass both examination portions

Follow the current Pearson VUE instructions after DBPR approves eligibility. Both portions must be passed within the applicable two-year window.

7

Confirm the Florida license record

After approval and examination completion, use DBPR’s public verification system to confirm the issued credential, status and expiration.

Cosmetologist vs. Nail, Facial and Full Specialist Requirements

Florida does not use one education total for every beauty credential. A person choosing a specialty registration may have a shorter training route and, for the specialist registrations listed below, does not take the Florida cosmetology examination.

Florida credentialMinimum Florida educationCosmetology exam?Key point
Cosmetologist1,200 hours standard routeYes, both portionsBroad cosmetology license.
Nail Specialist180 hoursNoSeparate specialty registration for nail services.
Facial Specialist220 hoursNoSeparate specialty registration for facial/skin-care services.
Full Specialist400 hoursNoCombines nail and facial specialty training.
A licensed cosmetologist does not need separate nail or facial specialist registration to perform services already included within the cosmetology license scope. However, a specialist registration is not automatically the same as a cosmetologist license.

Out-of-State and Foreign Applicants

If you already hold a current and active cosmetology license in another U.S. state, Florida may allow licensure by endorsement through COSMO 4-B without taking the Florida cosmetology examination or meeting Florida’s school-hour requirement. The current endorsement form requires the four-hour initial HIV/AIDS course and lists a $95 fee.

Florida does not use ordinary COSMO 4-B endorsement for an out-of-country cosmetology license. Foreign-license applicants should review the separate examination route. The Board FAQ also states that apprenticeship licenses and apprenticeship education are not eligible for cosmetologist endorsement.

Current active U.S. state license

Review COSMO 4-B endorsement.

Foreign cosmetology license

Do not assume endorsement applies. Use DBPR’s current out-of-state/out-of-country examination route and document review.

Alaska note: the current COSMO 4-B instructions say a holder of Alaska’s Hair Dresser License is not eligible for cosmetologist endorsement through that form and should review the separate COSMO 2 route.

Can You Work While a Florida Cosmetology Application Is Pending?

A pending application by itself does not create a general temporary cosmetology license. Florida’s Board FAQ provides a narrower rule for examination applicants: after you have taken and passed both examination portions, you may practice under the supervision of a licensed cosmetologist in a licensed cosmetology salon while the license is being issued, and you must provide the salon owner or representative with a copy of the exam results.

Do not apply this rule to endorsement applicants. An out-of-state applicant waiting for Florida endorsement should wait for Florida license issuance before practicing unless DBPR confirms another lawful basis.

Florida Renewal Requirements and the 2026 Group 2 Deadline

This page focuses on first-license requirements, but applicants should understand the renewal obligation they are entering. Florida cosmetologists and registered specialists are divided into Group 1 and Group 2. Group 2 is the active 2026 cycle.

2026 Group 2 deadline

DBPR has extended the 2026 deadline to November 2, 2026 because October 31 falls on a Saturday.

Continuing education

Cosmetologists, nail specialists, facial specialists and full specialists generally complete 10 hours of Board-approved CE for active renewal.

Fee display

The Board’s current general renewal table lists $45. DBPR transaction-specific renewal notices can reflect temporary fee waivers, so confirm the actual amount shown in your 2026 renewal transaction before payment.

For a deeper renewal/status guide, use the internal Florida cosmetology license guide.

Florida Cosmetology License Requirements FAQs

How many hours are required for a Florida cosmetology license?

Can I take the Florida cosmetology exam after 1,000 hours?

Yes, when your Florida school certifies that you have met the minimum competency standard. If you fail an examination portion after using this early route, you must complete the remaining hours needed to reach 1,200 before reexamination.

How old do I have to be to get a Florida cosmetology license?

The current cosmetologist application states that you must be at least 16 years old or have received a high school diploma.

Does Florida require an HIV/AIDS course for initial cosmetology licensure?

Yes. The initial cosmetologist application requires a Board-approved course of at least four hours completed within the two years before the application is submitted.

How much is the Florida COSMO 1 application fee?

The current printable COSMO 1 checklist lists a $45 fee for the cosmetology initial examination application based on Florida education. Confirm the live DBPR transaction before payment in case a fee waiver or later update applies.

Can I work while my Florida cosmetology application is pending?

A pending application alone does not create a general temporary license. Florida’s Board FAQ allows an examination applicant who has passed both exam portions to work under the supervision of a licensed cosmetologist in a licensed salon while issuance is pending, after providing the salon with the exam results.

Who regulates cosmetology in Florida?

The Florida Board of Cosmetology within the Department of Business and Professional Regulation regulates cosmetologists, nail specialists, facial specialists, full specialists and cosmetology salons.
