Do You Actually Need a Full Iowa Cosmetology License?
Some narrowly defined services use exemptions or separate registration instead of the standard professional-license route.
No full license when truly exclusive
A person doing only statutory blow-dry styling does not need a Section 157.3 professional license, but must complete at least two hours of Iowa law/rules/sanitation education.
- Must work in a qualifying licensed establishment or qualifying residential establishment.
- Can shampoo, condition, dry, arrange, curl, straighten and style.
- Can work with hair extensions, pieces and wigs within the definition.
- Cannot cut hair.
- Cannot perform dyes, bleach, reactive chemical or keratin treatments.
Separate Iowa registry
Commercial natural hair braiders must register with Iowa, but DIAL states there is no registration fee.
The registry covers braiding, locking, twisting, weaving, cornrowing and other physical manipulation without chemicals that alter the hair’s characteristics.
Separate statutory exemption
Iowa Code exempts a person engaged exclusively in threading from the Section 157.3 license requirement and permits threading at a location that is not licensed as an establishment under Section 157.11.
Laser, IPL, Chemical Peel, Microdermabrasion and Shaving Certifications
A base license does not automatically authorize all advanced services.

Not every off-site service is handled the same way. Current Iowa guidance distinguishes services scheduled through a licensed establishment from services independently scheduled by a licensee holding the one-year temporary permit.

DIAL warned in July 2026 that scammers were spoofing licensing-board phone numbers, impersonating investigators and threatening professionals with fake investigations.
- Do not provide a password, full Social Security number or card information to an unexpected caller.
- Do not pay a supposed licensing fine by gift card, cryptocurrency, wire transfer or a caller’s special payment route.
- Caller ID can display a legitimate-looking government number even when the call is fraudulent.
- Hang up and independently call DIAL using its published contact information.
