Beauty Operator, Barber, Beauty Instructor, Beauty Shop and Barber Shop licenses renew by December 31 of odd-numbered years. The last ordinary deadline was December 31, 2025. If that deadline was completed successfully, an ordinary Beauty Operator renewal is not due during 2026.
Beauty School licenses are different. They renew annually. The Board lists the 2026 Beauty School renewal window as November 9–December 31, 2026, with an active renewal amount of $380 and inactive renewal amount of $12.

The December 2025 Beauty Operator application lists three possible qualification pathways: Beauty School, Apprenticeship and qualifying Out-of-State License experience.

Hawaii Beauty Apprenticeship: Registration Comes Before Training
Apprenticeship hours cannot simply begin informally. The current apprentice instructions say training starts only after an Apprentice Registration Permit is issued with an effective date.

The apprentice application currently lists a $20 application fee plus a $37 registration fee, for a total of $57.
20+ hours per week
Current instructions set a minimum of 20 apprenticeship hours per week and a maximum program length of 42 months.
One apprentice at a time
The supervisor must generally have at least one year of Hawaii-licensed experience and may train only one apprentice at a time.
Apprenticeship micro-checklist
- Secure a properly licensed shop and qualified supervisor before applying.
- Do not count hours performed before the registration permit’s effective date.

The Board currently allows BAR, BEO, BAS, BSH and Beauty Instructor forfeited licenses to be restored within three years after expiration, subject to restoration requirements.

Hawaii Temporary Beauty Operator Permit: $40 and One-Year Limit
The temporary permit is optional. It is for an approved examination applicant who wants to work and train under qualified supervision while waiting to take and pass the licensing examination.

Out-of-State Cosmetology License: Hawaii Has No Automatic Reciprocity
