Complete the Right Arkansas Cosmetology License Task
Verify an Arkansas cosmetology license, renew on the correct birthday cycle, understand the restored 2026 fee, prepare for Prov and practical testing, fix an expired credential, transfer an out-of-state license, open a salon or file a timely complaint.
The official licensing program is the Arkansas Department of Health Cosmetology Section, advised by the Cosmetology Technical Advisory Committee. Board-of-Cosmetology.org is an independent information website, not an Arkansas government agency.

Arkansas State Board of Cosmetology Phone Number and Address
“Arkansas State Board of Cosmetology” is the common search phrase. Current licensing administration is handled through the Arkansas Department of Health Cosmetology Section.
Arkansas Department of Health
Cosmetology Section

Little Rock, AR 72205
Phone: 501-682-2168
Fax: 501-682-5640

Office hours: Monday–Friday, 8:00 a.m.–4:30 p.m. The office closes on published state holidays.
Barber license questions
Arkansas barber licensing is handled separately by the State Board of Barber Examiners under the Department of Labor and Licensing.
The ADH cosmetology page currently lists the barber contact number as 501-682-4035.
Do not send a barber renewal or licensing question to the cosmetology program merely because a search result uses the phrase “barber and cosmetology board.”
Have these details ready before calling
- Full legal name exactly as shown on the license or application.
- License, permit, student or application number.
- Exact credential type.
- Expiration date and status shown in the public lookup.
- Date of payment and receipt/reference information.
- Exact wording of any school, examination or licensing problem.
Arkansas Cosmetology License Lookup: Read the Entire Record
Arkansas’s public cosmetology database displays more than a name. Results can include city, credential type, license number, issue date, expiration date, status and a disciplinary-action indicator.
Open the ADH public lookup
Use the state database instead of relying on a wall certificate, screenshot, social profile or third-party directory.
Use one strong search value first
Search by the exact license number when available. Otherwise begin with the person’s name or another supported search type.
Separate old student permits from the current license
The database can display multiple historical records for one person. Match the current credential type, issue date, expiration and status.
Read the disciplinary indicator
Do not stop at “Active.” Check whether the result shows a disciplinary-action flag and contact ADH when the public result needs clarification.
Verify the salon separately
A personal credential does not prove that the establishment where services are performed is correctly licensed.
| Result | What it tells you | Safe action |
|---|---|---|
| Active | The displayed credential is currently shown as active. | Still match the correct profession, expiration and discipline field. |
| Expired | The license term shown by the state has ended. | Do not rely on a payment receipt as proof of renewed practice authority. |
| Inactive | The record exists but is not displayed as an ordinary active practicing license. | Ask ADH which activation, examination or reinstatement path applies. |
| Disciplinary Action: True | The public record flags disciplinary information. | Contact the Cosmetology Section when the public record does not explain the current restriction. |
| No useful result | Name spelling, old surname, search type or credential category may be wrong. | Reduce the search fields, try the license number, then call 501-682-2168 if needed. |
Arkansas Cosmetology License Renewal in 2026
Cosmetologist, instructor, electrologist, aesthetician and manicurist licenses expire on the licensee’s birthday on a biennial basis. Your own state record—not the calendar year in an article—is the final expiration check.
Current rule amount for a biennial cosmetology, manicure, aesthetics, electrology or instructor renewal.
Personal credentials expire on the birthday in the applicable two-year cycle.
Online renewal workflow
Look up the license before paying
Confirm the credential type, current status, license number and actual expiration date.
Open the official renewal system
Choose “Practitioner’s License” for cosmetology, manicure, electrology, esthetician or instructor renewal.
Enter the requested identifying information
Use the information associated with the state record. Correct contact information before checkout.
Review the transaction type
Do not pay a salon, school or duplicate-license transaction when you meant to renew an individual practitioner credential.
Pay and save the confirmation
The state renewal system displays a payment-confirmation page after successful credit-card payment. Save or print it immediately.
Check the renewed record
The official renewal page says the new license should arrive within approximately 7–14 days. Call 501-682-2168 if it does not arrive within that timeframe.
Arkansas Late Renewal and Expired-License Rules
Arkansas law gives licensees a period to file a renewal after expiration, but an expiration date and a filing deadline are not the same thing.
Normal renewal
Submit the correct renewal transaction and ordinary fee. Verify the resulting status after processing.
Filing period
Arkansas law says the renewal application and fee must be filed no later than 30 days after expiration.
Do not treat this as 30 days of automatic practice authority.
Reinstatement surcharge
The current fee rule applies an additional reinstatement charge equal to 50% of the renewal fee.
License expired for five years or more
After five years from expiration, Arkansas law provides for reinstatement through an application prescribed by the Department, payment of the examination fee and passing the examination required by ADH.
Long-term medical condition
A licensee whose license lapsed while under direct physician supervision for an extended or long-term condition may request a waiver of the reinstatement fee. The Department determines whether the request qualifies.
Lifetime license
The current fee rule provides a lifetime-license route for a currently licensed practitioner who is at least 55 and has been actively engaged in the practice or teaching of cosmetology for at least 20 years. The first lifetime license is listed at $50.
Arkansas Cosmetology Continuing Education: Do Not Buy the Wrong Course
The current cosmetology rules contain a specific continuing-education requirement for Arkansas instructor-license renewal. Do not automatically apply that instructor rule to an ordinary cosmetologist, aesthetician, manicurist or electrologist.
8 hours required
A person holding an Arkansas Instructor License must complete eight hours in an Instructor Training Seminar or qualifying continuing-education course as a prerequisite to renewal.
At least four of the required eight hours are directed toward advanced teaching methods or techniques under the rule.
No blanket instructor CE rule
The eight-hour instructor requirement should not be presented as a routine eight-hour requirement for every Arkansas cosmetology practitioner.
Follow any credential-specific, disciplinary or special condition displayed by ADH for your record.
- Keep instructor CE completion evidence with your licensing records.
- Do not buy a course merely because a commercial CE site says every Arkansas license needs it.
- Expired instructors may face past-due renewal, late fees and CE requirements for applicable renewal periods.
- Falsifying instructor CE attendance can lead to disciplinary action.
Arkansas Cosmetology Fees: Current 2026 Rule Amounts
These are state-rule amounts. Written examination fees are vendor charges and are shown separately because Prov’s current 2026 fee does not come from the state cosmetology fee table.
| Action | Current amount | Important distinction |
|---|---|---|
| School enrollment | $20 | Student enrollment state fee. |
| Practical examination | Not over $65 | Paid to the school administering the practical exam. |
| Prov written examination | $78 each | 2026 Prov vendor amount for first test or retake. |
| Practitioner renewal | $50 biennially | Cosmetology, manicure, aesthetics, electrology or instructor. |
| Out-of-state reciprocity license | $50 | Current general out-of-state application route. |
| Reciprocity transfer where written/practical exams were not taken | $50 transfer fee | Practical and vendor testing fees can be additional. |
| New establishment or mobile salon | $100 | One-time state fee. |
| Establishment/mobile salon renewal | $50 annually | The online portal also supports a two-year salon renewal option. |
| Relocate establishment | $50 | Separate from ordinary renewal. |
| Establishment name/ownership change | $25 each | Do not assume ownership automatically transfers the old record. |
| New cosmetology school | $1,000 | Separate school approval and inspection requirements apply. |
| School renewal | $250 annually | Separate from instructor renewal. |
| Duplicate license | $10 | Per duplicate license. |
| Certification of ADH record | $10 | Used when a receiving state needs formal Arkansas records. |
| Practitioner reinstatement after 30-day threshold | 50% of renewal | Currently $25 when based on the $50 practitioner renewal fee. |
| Lifetime license | $50 first copy | Age and practice-history requirements apply. |
Arkansas Cosmetology Training Hours: Why You See Two Different Numbers
This is the most important source conflict on the page. Arkansas’s 2025 statute sets lower minimum training figures in the examination-prerequisite section, while the current administrative rule still requires higher approved-school curriculum totals.
| Credential | 2025 statute: examination prerequisite | Current school curriculum rule |
|---|---|---|
| Cosmetologist | 1,200 hours | 1,500-hour program |
| Manicurist | 480 hours | 600-hour program |
| Aesthetician | 480 hours | 600-hour program |
| Instructor | 480 hours | 600-hour instructor-training curriculum |
Electrology is a separate route
Arkansas law describes a 350-hour electrology course when completed in conjunction with a 1,500-hour cosmetology course or by a licensed cosmetologist, or a 600-hour standalone practical electrology course when not combined with cosmetology.
Other school-program details worth checking
- The current rule includes one hour of domestic-violence and sexual-assault training in listed cosmetology, manicure and aesthetic curricula.
- School student registration must be processed before accredited hours can be obtained under the rule.
- Out-of-state training hours require certified state records or an official school transcript when the other state does not certify hours.
- Do not assume a statutory examination floor and an approved school graduation curriculum are interchangeable.
Arkansas Cosmetology Students: Check Hours Before Graduation
The state online system includes a Student Attendance Records service specifically for checking currently reported attendance hours.
Check your state-reported hours
Compare the online total with your school’s own time record before graduation, transfer or examination scheduling.
If there is a mismatch, ask the school for the dates and reports used to calculate your total.
Keep a document file
Save the enrollment agreement, student permit, payment receipts, attendance reports, transcript, certificate of training and any written correction request.
Arkansas Cosmetology Written Exam: Prov Rules for 2026
Prov administers the current Arkansas written examinations for Cosmetologist, Electrologist, Esthetician, Instructor and Nail Technologist candidates. Prov does not decide which exams your licensing route requires; ADH does.
$78 each
Same vendor fee for a first attempt or retake.
70
Arkansas rule passing grade for the mandated written curriculum exam.
70
Required passing grade for the Arkansas state-law exam.
3 days
Cancel or reschedule online at least three days before the theory test to avoid forfeiting the fee.
Registration and scheduling workflow
Determine the required exams first
If the required combination is unclear, contact your school or ADH at 501-682-2168 before paying Prov.
Register with your legal ID name
Prov instructs candidates to enter their information exactly as it appears on the government-issued identification they will use for testing.
Wait for Arkansas review
Prov sends the candidate information to the Department, which determines eligibility. After approval, the candidate receives an emailed voucher for scheduling.
Choose in-person or remote
Written exams may be taken at an approved Prov computer-based testing center or remotely when the candidate’s equipment and testing room meet requirements.
Protect the $78 fee
Cancel or reschedule online at least three days before the theory appointment. Missing the appointment or deadline forfeits the exam fee.
Exam-day identification
- Bring current government-issued photo identification containing your signature.
- Your first and last name must match the admission documents.
- Driver’s license, passport and military ID are listed examples.
- A temporary ID must contain a photograph.
- Expired identification is not accepted.
- Failure to produce acceptable ID can result in dismissal and forfeiture of the testing fee.
Remote testing checklist
- Recent Mac, PC or compatible Chromebook.
- Chrome or Firefox; the bulletin says Chrome works best.
- Working webcam and microphone.
- Stable connection capable of upload speeds above 3 Mbps.
- Administrator access to install the required testing extension.
- Private room with no other person present.
- Clear desk/table and covered windows.
Arkansas Practical Exam: School Testing and the Correct Packing List
Arkansas schools of cosmetology and postsecondary cosmetology schools administer the official Arkansas practical licensing examination. This is different from Prov’s written-exam role.
75
The current Arkansas rule requires a practical examination grade of 75.
Not over $65
The current fee rule caps the practical charge payable to the school at $65.
Practical packing-list verification
- Get the latest list directly from the school administering your examination.
- Confirm the profession and exam date printed on your instructions.
- Match every implement and product to the current school list.
- Verify mannequin/model requirements.
- Confirm labeling and container rules.
- Prepare sanitation, infection-control and disposal supplies.
- Keep your admission and identification documents separate from the kit.
Current exam rules also say practical exams are scheduled Monday through Friday during regular business hours and use the official Arkansas grading/scoring documentation.
Arkansas Reciprocity and Out-of-State Cosmetology Licensure
Arkansas distinguishes a person who already holds a current out-of-state license from a person transferring school hours without holding the required current professional license.
Automatic / out-of-state application
The current ADH form lists a $50 nonrefundable application fee.
Prepare the current out-of-state license, government photo ID, Social Security card and a certified record sent directly from the licensing board.
Training-hour transfer
Applicants transferring education without a current qualifying license use the separate reciprocity-hours route and may need both Arkansas written and practical examinations.
One-year experience distinction on the current application
| Out-of-state history | Current form instruction |
|---|---|
| Licensed one year or more | The current form says the applicant will be required to pass the Arkansas state-law examination before issuance. |
| Licensed less than one year | The current form says the applicant will be required to pass a written examination plus the Arkansas state-law examination. |
Current hour-transfer document
| Category | Hours shown on current ADH transfer document |
|---|---|
| Cosmetology | 1,500 hours |
| Aesthetics | 600 hours |
| Manicure | 600 hours |
| Electrology | 600 hours |
Arkansas Military Cosmetology Reciprocity
Military applicants have a separate Arkansas cosmetology route. Do not automatically pay the general $50 out-of-state application fee when the current military reciprocity form applies to you.
$2.50 reciprocity fee
The current ADH military reciprocity instructions list a $2.50 nonrefundable fee for qualifying applicants.
Who the current military form describes
- Active-duty military personnel stationed in Arkansas.
- A returning military veteran applying within one year of discharge from active duty.
- A qualifying spouse of active-duty military personnel or veteran.
Documents listed on the military route
- Completed Military Reciprocity Form.
- Copy of the current out-of-state license.
- Copy of Social Security card.
- Required sponsor active-duty military orders.
- Driver’s license or another government-issued photo ID.
- Certification of licensure sent directly from the current state board.
Arkansas Salon License: Application, Authorization and Renewal
A practitioner credential and a cosmetological establishment license are separate. Check both before opening, hiring, renting a station or relying on a salon’s claim that it is licensed.
Prepare salon information
The online application requests the salon name, phones, email, opening date, days open and hours of operation before continuing to later steps.
Complete the official online salon application
Enter the business details exactly as they should appear on the Arkansas record.
Pay the applicable state fee
The current rule lists $100 for a new establishment or mobile salon.
Save the authorization letter
The official salon application says that after payment is received, an authorization letter is emailed allowing the salon to operate until inspection.
Prepare for inspection
Keep licenses, facility areas, equipment, sanitation setup and required posted information ready for review.
Salon renewal schedule options
Arkansas law allows school and establishment owners to use one of several expiration arrangements: annual December 31, biennial December 31, or—when applicable—biennial expiration on the owner’s birthday together with the owner’s individual license.
Arkansas Salon Inspection and Compliance Checks
Current rules provide for initial, routine and complaint inspections. Cosmetology establishments and mobile salons are inspected at least annually.
License display
Arkansas law requires a licensee to display the license conspicuously at the principal office, business or place of employment, or wear it while practicing.
Inspection sheet
Keep the current inspection information posted as required and correct deficiencies promptly.
Address change
Covered practitioners must notify the Department within 30 days after changing the business address recorded by ADH.
Human-trafficking notice
The Arkansas Department of Health publishes a Human Trafficking Notice identifying salons licensed by ADH among establishments required to display the notice in restrooms and in a conspicuous location near the entrance or customary notice area.
2026 hair-relaxer product notice
Scope and equipment warning
Current Arkansas rules prohibit cosmetologists and aestheticians from using devices that remove or destroy a client’s skin beyond the epidermis and place additional restrictions on certain higher-risk device classifications and lasers. A cosmetology credential does not turn a medical procedure into a cosmetology service.
Duplicate License, Student Hours and Certification of Record
Arkansas provides separate online tools for a duplicate credential, student attendance and formal certification to another state.
Student attendance
Use the online service to check currently reported school attendance hours before graduation, transfer or an exam dispute.
Duplicate license
The duplicate-license tool allows a user to request copies for an individual or salon license.
Current rule fee: $10 per duplicate.
Request a duplicate licenseCertification of record
Use this when transferring an Arkansas license or student record to another state.
Current rule fee: $10 per license.
Request certificationArkansas Registered Hairstylist Application
Arkansas’s current registered-hairstylist form is a separate application and should not be confused with the full cosmetologist license.
$10 application fee
The current form lists a $10 nonrefundable application fee plus a legible copy of current U.S. government-issued photo identification.
Licensed cosmetologist supervisor
The form requires establishment name/license information and a supervisor name and license number. The supervisor must be a licensed cosmetologist.
Arkansas Cosmetology Complaints: The 90-Day Deadline Matters
The complaint section needs more than a generic link. Arkansas’s current rules establish a filing window and distinguish licensing complaints from ordinary school-contract disputes.
Contract-only disputes
A complaint solely limited to the terms of the contract between a student and the school is not within the jurisdiction of the cosmetology rule and Technical Advisory Committee.
Build the evidence file before submitting
- Correct name of the practitioner, salon or school.
- License number or state lookup result.
- Date of the alleged violation.
- Location and chronological description.
- Receipts, screenshots, advertisements, photographs or messages.
- Student hour records when the complaint concerns training.
- Names and contact information of relevant witnesses.
Appealing Department action
After Department action, an appeal to the Cosmetology Technical Advisory Committee must be made in writing within 30 days of receipt. The current rule also provides a 30-day route for appealing a final committee order to the State Board of Health.
Arkansas Cosmetology Technical Advisory Committee Meetings
As of August 21, 2026, the Department’s published 2026 schedule still shows two upcoming meetings.
September 28, 2026
Confirm the final agenda and meeting status before traveling.
November 16, 2026
Check the ADH page shortly before the meeting for any update.

Ten Arkansas Licensing Mistakes That Cost Time or Money
1. Paying an old 2024–2025 reduced fee
Use the current 2026 fee rule and final checkout.
2. Treating the 30-day filing period as an active-license extension
The birthday expiration and post-expiration filing deadline are different concepts.
3. Leaving school at 1,200 hours without written direction
The current school rule still requires a 1,500-hour cosmetology curriculum.
4. Paying Prov before ADH determines exam eligibility
Prov does not decide which examination combination you need.
5. Missing Prov’s three-day cancellation deadline
A missed appointment or late change can forfeit the $78 exam fee.
6. Bringing an expired ID
Prov’s 2026 bulletin says expired identification is not accepted.
7. Buying a generic practical kit
Your testing school supplies the Arkansas practical-exam list.
8. Using ordinary reciprocity when military reciprocity applies
The qualifying military route has its own current form and fee.
9. Checking only the practitioner
A personal credential does not verify the salon or mobile establishment.
10. Waiting past 90 days to complain
The current complaint rule contains a specific 90-day filing period.

Final Arkansas Cosmetology License Checklist
Use this before renewing, testing, accepting work, opening a salon or relying on another person’s license.
- Confirm I am using the Arkansas Department of Health Cosmetology Section—not the separate barber regulator.
- Verify the exact credential, status and expiration in the official lookup.
- Use the current $50 biennial practitioner renewal amount rather than an old reduced fee.
- Do not assume the 30-day filing period automatically permits practice after expiration.
- Check whether the transaction is renewal, reinstatement, reciprocity, exam, duplicate or certification before paying.
- For school training, distinguish the statutory examination floor from the current approved-school curriculum.
- Confirm required exams with ADH before paying Prov.
- Match my exam registration name to current government photo ID.
- Use the practical supply list issued by my testing school.
- Use the military reciprocity form when I actually qualify for that separate route.
- Verify both the practitioner and salon when services depend on both licenses.
- File a licensing complaint within the applicable 90-day rule period.
- Keep receipts, certificates, score reports, student records and ADH correspondence.
- Recheck the state database after a renewal, reinstatement or new license is processed.
Arkansas State Board of Cosmetology FAQs
What is the Arkansas State Board of Cosmetology phone number?
Call the Arkansas Department of Health Cosmetology Section at 501-682-2168. The office lists hours of 8:00 a.m. to 4:30 p.m. Monday through Friday and closes on published state holidays.
Where is the Arkansas cosmetology licensing office?
The Cosmetology Section is listed at 4815 W. Markham Street, Slot #8, Little Rock, AR 72205. Cosmetology Technical Advisory Committee meetings use a different published meeting location.
How much is Arkansas cosmetology license renewal in 2026?
The current Arkansas cosmetology fee rule lists $50 every two years for renewal of a cosmetology, manicure, aesthetics, electrology or instructor license.
When does an Arkansas cosmetology license expire?
Cosmetologist, instructor, electrologist, aesthetician and manicurist licenses expire on the licensee’s birthday on a biennial basis. Check your own public license record for the exact year and date.
Can I renew after my Arkansas cosmetology license expires?
Arkansas law says the renewal application and fee must be filed no later than 30 days after expiration. The fee rule adds a reinstatement charge equal to 50% of the renewal fee after that 30-day threshold. Do not assume an expired credential authorizes practice while you are using the filing period.
How many hours are required for Arkansas cosmetology school?
The current school curriculum rule still requires a 1,500-hour cosmetology program. The 2025 statute separately lists 1,200 hours in its examination-prerequisite section. Because the official sources differ, students should follow the approved school curriculum and obtain ADH guidance before changing their training plan.
Does Arkansas require continuing education for cosmetology renewal?
The current cosmetology rules specifically require 8 hours of continuing education for an Arkansas Instructor License. That instructor rule should not be applied automatically to an ordinary cosmetologist, aesthetician, manicurist or electrologist.
How much is the Arkansas cosmetology written exam?
The January 2026 Prov Candidate Information Bulletin lists $78 for each written exam, including retakes. Arkansas’s current rule requires a passing grade of 70 on the written curriculum examination and state-law examination.
Where do I get the Arkansas practical exam packing list?
Get it from the school administering your practical examination. Arkansas rules require the school to develop and provide each candidate a list of the implements, supplies and equipment required for each practical phase.
How long do I have to file an Arkansas cosmetology complaint?
The current complaint rule says an official written complaint generally must be filed within 90 days of the infraction. A student complaint concerning accrued hours or course-completion issues has a specific 90-day period tied to submission of the Certificate of Training form.
