PA Cosmetology License Renewal: Check Your Exact January 31 Year
Pennsylvania uses biennial renewal, but cosmetologist licenses are split between odd-year and even-year expiration groups. Never choose a deadline from another person’s license.

Use public lookup or your PALS dashboard to confirm whether the license expires in 2026, 2027 or another biennial cycle.
Update contact information
Make sure PALS has your current email and mailing address. Renewal notices are emailed, and the Postal Service does not forward the mailed license.

Expired Pennsylvania Cosmetology License: Under Five Years vs. Five Years
The correct route depends on how long the license has been inactive or expired.
Reactivate through PALS
Log in, find the license under Professional License Details, select the green pencil icon and choose Reactivate. Follow the current questions and payment instructions.
The Board’s renewal page says to allow approximately seven to ten business days for the renewed license to arrive by mail after successful reactivation.
Examination is required
Pennsylvania law requires reexamination. Use the Pearson VUE reinstatement application or contact the OHT Processing Office at 888-511-5352.
Do not use ordinary renewal or assume previous exam credit automatically restores the license.

Upload the required education, identity, affidavit, transcript and criminal-history documents and pay the state application fee.
Receive eligibility and ATT emails
PALS sends the eligibility notice, and Pearson VUE sends the Authorization to Test. Contact OHT if the ATT does not arrive after eligibility.
Schedule and pay Pearson VUE
Create or log into the Pearson VUE account and schedule within the one-year authorization period.
Bring two matching IDs
Both must be current and signature-bearing. One must be government-issued, photo-bearing and unexpired. Names and signatures must match the application.
Pass within one year
Unlimited attempts are allowed during the active one-year authorization, but the $93 fee applies again for every retake.
Verify license issuance
Pearson sends passing results electronically. Early testers must still submit final records. Check PALS rather than assuming the pass report is an active license.

PA Cosmetology Salon Requirements Before You Sign a Lease
A salon cannot legally open before the initial application is approved, the inspection is completed and the location passes inspection.
Do not operate before inspection
The Board schedules inspection only after the completed application is reviewed and all discrepancies are resolved.
File a new initial application
The new location receives a different license number. The existing approved location may continue operating until the new site passes inspection.
New owner needs a new license
The new owner cannot operate before inspection. The previous owner must return the former salon license during inspection.
Minimum floor-space estimator
For a standard salon opened under the current rule, the base minimum is 180 square feet for one licensee plus 60 square feet for each additional licensee. The salon must also be at least 10 feet wide. Board-approved variances may apply.

Before submitting the salon application
- Confirm zoning, occupancy, plumbing and local business requirements before signing a nonrefundable lease.
- Measure the exact approved work area rather than the full building or shared hallway.
- Prepare a clear floor-plan sketch showing dimensions, stations, sinks, lavatory, entrances and any added rooms.
- Match the legal owner, business entity, trade name and physical address across every document.
- Buy required equipment after confirming the exact cosmetology, esthetician or nail-salon category.
- Keep the location closed until the Board’s inspection is passed.
Important Pennsylvania Scope and Licensing Changes for 2026
License no longer required
Act 100 of 2024 removed state cosmetology licensing requirements for natural hair braiders, braider teachers and natural-hair-braiding salons. The Board no longer accepts renewal or initial applications for those categories.
Outside cosmetology scope
The Board has stated that microblading is outside the scope of cosmetology and performing it within a cosmetology salon violates the prohibition on unrelated salon use.
Separate-room requirements
Massage beyond cosmetology or esthetics scope requires a properly licensed massage therapist and a separate permanent room meeting the applicable rule, including a minimum 90-square-foot size.
Transfer an Out-of-State Cosmetology License to Pennsylvania
Pennsylvania’s reciprocity route generally requires a current license and at least two years of licensed work experience in a state with which Pennsylvania has a reciprocity understanding.
