Washington Cosmetology License: Quick Answer
Washington cosmetology licenses are issued by the Washington State Department of Licensing, not by this website and not directly by the state’s Cosmetology Advisory Board. A new cosmetologist generally must be at least 17, complete an approved 1,600-hour school program or qualifying apprenticeship, pass the state-approved NIC written and practical examinations administered by Prov, complete all required training hours, submit the license application and pay the current licensing fee.
A person may begin regulated work only after the appropriate Washington license has actually been issued. Finishing school or passing the examinations does not by itself create a professional license.
Washington changed cosmetology testing vendors on May 1, 2026. Prov is now the state-approved vendor administering Washington’s NIC cosmetology examinations. Older instructions referring applicants to the previous vendor should not be used for a new 2026 testing appointment.
Washington DOL’s professional-licensing fee rulemaking is still active as of September 28, 2026. A proposed rule change was posted September 23, 2026 and includes cosmetology fees. Which Washington Hair or Beauty License Do You Need?
Washington does not use one generic “beauty license” for every service. The correct credential depends on the actual scope of work. A Hair Designer license and a Cosmetologist license, for example, are separate credentials.

Apprentices earn their on-the-job hours in an approved salon or shop under approved journey-level supervision and complete related supplemental instruction under a licensed instructor. Do not begin counting hours until the program and training location are properly approved.

DOL considers a person unlicensed when the license expires or is canceled and warns that unlicensed activity can result in enforcement. Not receiving a renewal notice does not remove the responsibility to renew or the applicable late fee.
If the license has been expired more than one year
DOL cancels the license. The former licensee must reapply and, under the current reinstatement route, pass the state-approved practical and written exams administered by Prov.

Washington offers licensure by reciprocity to qualifying applicants who are at least 17 and hold an active license in good standing in another jurisdiction.

Business-license requirements
Business renewal
Salon/shop, personal-service and mobile-unit licenses renew every year or when the business liability-insurance policy expires, whichever comes first. DOL allows renewal up to 120 days before expiration. Current renewal is $121 and late renewal is $181.
If the business license is expired for more than one year, DOL cancels it and the business must reapply.
A professional leasing space may have additional salon/shop licensing obligations for that specific location. Do not assume the worker’s personal cosmetology license alone covers the business arrangement.
Washington Cosmetology Instructor License
A Washington instructor credential is separate from an ordinary practitioner license. Before enrolling in an instructor program, the applicant must already hold a current Washington cosmetologist, barber, manicurist, esthetician, hair designer or master esthetician license.
