California Cosmetology License: Use the Correct 2026 Route

A California cosmetologist license is issued by the California Board of Barbering and Cosmetology. The standard California-school route now requires 1,000 hours of approved cosmetology education, followed by the current state licensing examination.

California no longer uses the old 1,600-hour cosmetology minimum, and the current licensing examination is written rather than the former hands-on practical test. Different rules apply to apprentices, applicants trained outside California, licensees seeking reciprocity and people returning after a canceled California license.

California Cosmetology License Requirements: Quick Answer

To qualify for California cosmetologist examination through the normal school route, you generally must be at least 17 years old, have completed the 10th grade or its equivalent, complete a Board-approved 1,000-hour cosmetology course, submit the current cosmetologist examination and initial-license application, and pass the California licensing examination administered through PSI.

Minimum age 17
School route 1,000 hours
Current application $125
Renewal $50 / 2 years
Old information warning: California reduced the minimum cosmetology school program from 1,600 hours to 1,000 hours effective January 1, 2022. Do not use older licensing guides that still require 1,600 hours or a hands-on practical examination.

California Cosmetologist Examination Qualifications

California Business and Professions Code section 7321 sets the main qualifications for admission to the cosmetologist licensing examination.

Age

At Least 17

The cosmetologist applicant must be at least 17 years old when qualifying for the state examination.

Education

10th Grade

The applicant must have completed the 10th grade in a public school or its equivalent.

Training

Qualifying Route

The applicant must complete an approved California course, qualifying apprenticeship or another route recognized by California law.

School minimum vs school program length: the state licensing minimum is 1,000 cosmetology hours, but a particular school may choose to offer a program longer than 1,000 hours. Check the school’s enrollment agreement before assuming every hour above 1,000 is required by the Board.

California Cosmetology School Route: 1,000 Hours

A California cosmetology course used for Board examination eligibility must be offered through a Board-approved school and meet the minimum curriculum requirements. The current state minimum is 1,000 total hours.

Curriculum area Named minimum What it covers
Health and safety 100 hours Health hazards, chemical safety, communicable disease, client protection and related safety topics.
Disinfection and sanitation 100 hours Sanitation, disinfection, tools, equipment and workplace safety.
Chemical hair services 200 hours Hair color, lightening, permanent waving, chemical straightening and related procedures.
Hairstyling services 200 hours Cleansing, cutting, styling, thermal work and nonchemical hair services.
Skin care 150 hours Facials, cleansing, massage, exfoliation and permitted skin-care services.
Hair removal, lashes and brows 50 hours Permitted hair-removal methods and lash or brow services.
Manicure and pedicure 100 hours Nail care, massage and permitted artificial-nail services.
Total-hours point: the named minimum subject blocks do not replace the overall requirement. The approved cosmetology program must still contain at least 1,000 total hours.

Check the school before enrolling

  • Confirm that the school appears on the Board’s current approved-school list.
  • Confirm that the cosmetology program itself is approved.
  • Ask for the total program hours in writing.
  • Separate required state hours from additional school hours.
  • Review tuition, kit, book, leave and refund terms before signing.
  • Ask how the school provides your Proof of Training document after completion.

California Cosmetology Apprenticeship Route

California also allows cosmetology training through an approved apprenticeship program. This is not a shorter version of school. It is a structured paid training route involving a program sponsor, licensed trainer, licensed establishment, on-the-job hours and related classroom instruction.

OJT 3,200 hours
Program period 2 years
Related training 220 hours
Weekly OJT 32–42½ hours

Basic apprenticeship eligibility

Cosmetology apprentices generally must be at least 16, have completed the 10th grade or its equivalent, possess a valid Social Security number or Individual Taxpayer Identification Number, and have valid government-issued photo identification.

Join an approved sponsor first

The applicant must join a Board- and Division of Apprenticeship Standards-approved apprenticeship program. The sponsor coordinates the apprentice license, employer/trainer requirements and related training.

Hours do not freely transfer: the Board states that school hours cannot simply be transferred into the apprenticeship program. Apprenticeship training operates under separate requirements.

What a California Cosmetologist License Covers

A California cosmetologist license covers a broad group of Board-regulated beauty services, but it does not authorize every beauty, medical or invasive procedure.

Hair services

Cosmetology includes permitted hair preparation, styling, cutting, coloring, waving, straightening and related services.

Skin and hair removal

The license includes permitted cosmetic skin-care, makeup, false-eyelash and hair-removal services within California’s cosmetology scope.

Nail services

Cosmetologists may perform manicuring, pedicuring and permitted artificial-nail services within the statutory scope.

Scope boundary: a cosmetologist license does not authorize medical procedures or services that unlawfully penetrate living tissue. The fact that a technique is marketed as a beauty service does not automatically place it inside California cosmetology scope.

Out-of-State Cosmetology Training Without a License

If you completed cosmetology school outside California but never received a professional license in that jurisdiction, ordinary reciprocity is generally not the correct route. California must evaluate the training.

Use the out-of-state/out-of-country examination route

Submit the California examination application appropriate to training completed outside the state.

Have the school complete Form B

The Out of State Applicant School Training Form must be completed by the school you attended and submitted with the required records.

Let California evaluate your hours

The Board compares the documented education with California’s current 1,000-hour cosmetologist requirement.

Complete additional hours if required

If the Board determines that the qualifying training is insufficient, it may require additional approved education before examination eligibility.

Apprentice hours are different: the Board states that out-of-state apprentice hours are not accepted as school-training hours for this process.

California Cosmetology License by Reciprocity

If you currently hold an equivalent cosmetology license from another U.S. state, California may issue a license through its licensure-by-endorsement process without requiring the California examination when you meet the reciprocity requirements.

Main requirement

Current License in Good Standing

The other state’s credential must be current and must not be revoked, suspended or otherwise restricted.

Current cosmetologist fee

$50

The current California reciprocity application lists a $50 nonrefundable cosmetologist licensing fee.

State certification matters

Follow California’s current reciprocity instructions for verification or certification of your out-of-state license. Do not assume that a photocopy of a salon license or wallet card is sufficient proof.

Reciprocity is different from training evaluation. If you only completed school outside California but were never licensed, use the out-of-state training evaluation route rather than the reciprocity application.

California Cosmetology License Renewal

California cosmetologist licenses renew on a two-year cycle based on the existing expiration date. The Board allows renewal submissions up to 83 days before expiration.

Status Cosmetologist amount What to know
Timely renewal $50 Two-year practitioner renewal.
Delinquent renewal $75 total $50 renewal plus the $25 delinquency fee.
Duplicate license $10 Used for an eligible replacement license request.
Not renewed for 5 years Ordinary renewal unavailable The license becomes canceled and the former licensee must requalify through examination.

Ways to renew

  • Online: use BreEZe for the fastest ordinary renewal route.
  • By mail: send the appropriate renewal materials to the Board’s Sacramento mailing address.
  • In person: DCA cashiering accepts the payment methods currently listed by the Board.
Do not wait for a renewal notice. California says the licensee remains responsible for renewal even when a notice is not received. Address changes can prevent notices from reaching you.

Official California Renewal Guide

California Cosmetology License Canceled After Five Years

A California license that simply became delinquent is different from a credential that has remained unrenewed for five years. The Board marks a license canceled when renewal requirements have not been satisfied for five years.

A canceled license cannot be restored through ordinary renewal. If you want to become licensed again after cancellation, the Board instructs you to submit a new examination application and use the canceled California license number as the qualification for examination.

Do not confuse this process with a disciplinary reinstatement petition. A license canceled for prolonged nonrenewal and a license revoked or suspended through enforcement involve different legal paths.

California Cosmetology License Lookup

Use the California Department of Consumer Affairs public license search to verify a cosmetologist before employment or receiving regulated services.

Search the individual

Use the person’s license number when available or search the legal name through the DCA license database.

Confirm the profession

Make sure the result is actually a cosmetologist rather than an esthetician, manicurist, barber, hairstylist or another credential.

Read the status carefully

A current status means the licensee has satisfied current renewal requirements. Delinquent, suspended, revoked and canceled statuses have different consequences.

Check the establishment separately

An individual’s active cosmetologist license does not prove that the salon or shop location has a valid California establishment license.

Verify a California License

California Cosmetologist License vs Establishment License

California separates the professional’s individual credential from the license for the physical establishment where regulated services are offered.

Individual cosmetologist license

This credential belongs to the practitioner and establishes authority to perform the services allowed within the California cosmetologist scope.

Establishment license

The salon, shop or other regulated premises requires its own Board establishment license. The establishment also remains subject to California health and safety requirements and Board inspection.

Verify both when necessary. For consumer or employment checks, confirm the practitioner’s record and the establishment record separately rather than assuming one proves the other.

California Cosmetology Application Troubleshooting

Problem Possible reason What to do
Your school says 1,600 hours are required The school may be using an old state requirement or offering a program longer than the state minimum. Confirm the Board-approved program and ask the school to separate its own total program hours from California’s 1,000-hour licensing minimum.
You are preparing for a practical exam You may be using an outdated California guide. Use the current PSI written examination information and Candidate Information Bulletin.
PSI will not let you schedule Your examination application may not be approved yet. Check the Board/BreEZe application status before opening another account or paying another fee.
Your California school hours are missing The Proof of Training record may not have reached the Board or may not match your legal name. Contact the school and compare the training record with the name and information on your application.
You trained in another state but never received a license Reciprocity is not the correct route. Use the out-of-state training evaluation and Form B route.
You hold a current license in another state You may qualify for licensure by endorsement. Review the current reciprocity application before applying for examination unnecessarily.
Your California license has been expired for five years The credential may now be canceled rather than merely delinquent. Use a new examination application and the canceled license as the qualifying basis, as instructed by the Board.
Your renewal payment was mailed weeks ago Mail processing may take longer than online renewal. Check the official license record first; if the renewal remains unresolved after the Board’s processing window, contact the Board.

Use the out-of-state training evaluation process rather than ordinary reciprocity. California generally requires the examination application and an Out of State Applicant School Training Form completed by the school.

A timely cosmetologist renewal is currently $50 for a two-year license period. A delinquent renewal adds a $25 delinquency fee, making the ordinary late-renewal total $75.

The Board allows renewal to be submitted up to 83 days before the current license expires. The renewed expiration date follows the existing two-year cycle rather than being based on the date you happen to pay.

The Board cancels a license that remains unrenewed for five years. To become licensed again, the former licensee must submit an examination application and use the canceled California license number as the qualification for examination.

The Board’s current headquarters contact page lists 916-575-7100. The Board also directs license-verification and general consumer inquiries to 800-952-5210.
