Finish the Right Iowa Beauty License Task Without Following Old Rules
The agency many people still search for as the “Iowa Board of Cosmetology” is now the Iowa Board of Barbering and Cosmetology Arts & Sciences. This guide routes applicants and licensees through the current license, Prov exam, renewal, CE, reactivation, specialty-service and establishment rules.
Board-of-Cosmetology.org is an independent information website, not Iowa DIAL, the Board, NIC or Prov. Use Iowa’s official licensing system for final applications, payments, legal status and Board decisions.
Fast Answer: Iowa Cosmetology Licensing Changed
The current regulator is the Iowa Board of Barbering and Cosmetology Arts & Sciences, administered through the Iowa Department of Inspections, Appeals, & Licensing (DIAL). Iowa merged the former barbering and cosmetology boards on July 1, 2023.
For the combined barbering-and-cosmetology license, the current school route requires at least 1,550 hours, the application fee is $60, and applicants need a 75% or higher score on the NIC or national cosmetology theory examination. The ordinary initial practical examination is no longer required.

2026 Iowa Licensing-Board Scam Warning
Iowa DIAL issued a statewide warning in July 2026 after scammers impersonated licensing-board investigators and spoofed legitimate Board phone numbers.
Warning signs
- Threats of immediate discipline or arrest.
- Demand for urgent credit-card payment.
- Requests for Social Security numbers or other confidential information.
- A caller tells you not to contact DIAL independently.
- Caller ID shows a legitimate Board number but the caller pressures you to act immediately.
Safer response
- Ask for the caller’s name.
- End the call.
- Use a Board number published on dial.iowa.gov.
- Verify any complaint or discipline independently.
- Make payments only through the official secure portal or another official method DIAL publishes.
Iowa Cosmetology License Lookup: Verify the Person and Establishment
A license certificate shown by a worker is useful, but a current DIAL record is the safer source for active status.
Open Iowa’s official record-search route
Start with DIAL’s Find a Record or License page instead of a third-party professional directory.
Search with the strongest information
Use a full license number when available. Otherwise search the professional’s legal name or the establishment name.
Match the credential type
Barbering and cosmetology, esthetics, nail technology, electrology, instructor and establishment records solve different licensing questions.
Read the current status
Confirm that the record is active rather than inactive, expired, suspended, revoked or otherwise restricted.
Search the establishment separately
A practitioner’s personal license does not replace the salon, shop or mobile establishment license.
How to Get an Iowa Barbering and Cosmetology License
The current combined credential is substantially different from Iowa’s older separate barber and cosmetology routes.
Complete a qualifying education or apprenticeship route
A board-approved or nationally accredited program must document at least 1,550 hours. A qualifying Iowa registered apprenticeship can also satisfy the education/experience requirement.
If the school is not approved/accredited, prepare curriculum review
Iowa allows the school to send an official transcript and curriculum for Board review to determine whether it meets current Iowa curriculum requirements.
Pass the required theory examination
Submit evidence of a 75% or higher score on the NIC or national cosmetology theory examination.
Collect verifications from prior jurisdictions
If you have previously held another state, district or territory license, provide the required verification information including status and disciplinary history.
Submit the $60 Iowa application
Application fees are nonrefundable. Confirm the credential and application route before paying.
Complete lawful-presence verification
For licenses issued under the 2026 Iowa requirements, DIAL uses the federal SAVE system to verify citizenship or qualifying immigration/lawful-presence status.
Wait for the Iowa license
Finishing school, passing Prov or paying an application fee is not the same as holding an active Iowa credential.
Iowa Beauty License Hours and Separate Credential Routes
Do not apply the 1,550-hour barbering-and-cosmetology number to every Iowa beauty profession.
| Credential | Current education route | Current exam signal |
|---|---|---|
| Barbering & Cosmetology | 1,550 hours through qualifying school/program, or qualifying apprenticeship route. | NIC or national cosmetology theory, 75%+. |
| Esthetician | 600 hours. | NIC or national esthetics theory, 75%+. |
| Nail Technologist | 325 hours. | NIC or national nail-technology theory, 75%+. |
| Instructor | Either 1,000 hours instructor training, or two years of qualifying active practice within the previous six years. | NIC or national instructor theory, 75%+. |
| Electrologist | Separate electrology education/licensing route. | NIC Electrology theory through the current Iowa/Prov route. |
Iowa Cosmetology State Board Exam 2026: Current Prov Route
The verified Iowa Candidate Information Bulletin is the January 5, 2026 Prov bulletin. Iowa contracts with Prov to administer the current NIC examinations.
Prov, Inc.
Old PSI scheduling pages should not be used for the current Iowa examination process.
NIC Cosmetology Theory
This is the current examination for ordinary combined barber/cosmetologist initial licensure.
$83 per attempt
The fee is the same for a first attempt and a retake.
75%+
DIAL requires evidence of a passing theory score.
Does Iowa Require a Practical Cosmetology Exam?
The practical examination remains important for one specific Iowa route: the shaving certificate. A candidate may use the NIC Barber practical examination to meet that certification requirement.
Initial combined license
No ordinary practical kit required solely for the standard barber/cosmetologist initial-license route.
Shaving certificate
NIC Barber 1 practical exam: $108 per attempt, or use the qualifying 40-hour Iowa shaving-program route.
Prov Remote Exam Setup: Test Your Equipment Before Scheduling
The current Iowa CIB says written examinations are taken remotely. Equipment failure can force rescheduling and repayment.
Computer requirements
- Mac, PC or qualifying Chromebook.
- Recent operating system.
- Chrome or Firefox; the bulletin says Chrome works best.
- Working webcam.
- Working microphone.
- Consistent internet capable of upload speeds above 3 Mbps.
Testing environment
- Private testing space.
- No other person in the room.
- Clear work area.
- No prohibited electronic devices or study materials.
- Allow camera and microphone access when the system requests it.
- Run the Examroom system test before the appointment.
Iowa Prov Exam ID, Cancellation and Rescheduling Rules
| Exam issue | Current Prov rule | What to do |
|---|---|---|
| Theory reschedule/cancel | Free online change when completed at least 3 days before the theory appointment. | Change early and keep confirmation. |
| Practical reschedule/cancel | Free online change when completed at least 7 days before the practical appointment. | Applies mainly where a practical such as the shaving route is actually required. |
| Name match | First and last name on the ID must match the admission documents. | Fix mismatches before exam day. |
| Accepted ID | Current government-issued, photo-bearing ID including signature. | Examples in the bulletin include driver’s license, passport and military ID. |
| Expired/temporary ID | Expired and temporary IDs are not accepted under the bulletin. | Resolve identification before test day. |
| Missed deadline / no-show | Candidate may forfeit the exam fee. | Do not simply miss the appointment and expect a free transfer. |
Iowa Cosmetology License Renewal: Window, Fees and Status
DIAL allows renewal during the 60 days before the credential’s expiration date. The rule uses a biennial renewal period, so confirm the exact date on your own record.
| Renewal item | Current amount / rule | Important note |
|---|---|---|
| Personal license renewal | $60 | Use DIAL’s online licensing process. |
| Establishment renewal | $80 | Separate from every practitioner’s personal license. |
| School renewal | $270 | School licensing has separate compliance rules. |
| Renewal opens | 60 days before expiration | Resolve CE and account problems before the final day. |
| Grace-period late fee | $60 additional | Applies during the 30-day grace period. |
Iowa’s 30-Day Grace Period: Active, Inactive and Reactivation
| Status point | What Iowa’s rule means | Correct action |
|---|---|---|
| Before expiration | License is current. | Renew in the normal 60-day window. |
| 30-day grace period | Iowa’s rule defines the license as still active during this period. | Renew and pay the required late fee. |
| After grace period | Unrenewed credential becomes inactive. | Stop Iowa practice and use reactivation. |
| Suspended / revoked | Disciplinary status is not fixed by an ordinary late renewal. | Follow the Board order and reinstatement requirements. |
Iowa Continuing Education Calculator
Choose the number of active practice licenses and whether you also hold an instructor license. This tool applies the general current rule; it does not determine exemptions or audit acceptance.
Iowa Cosmetology Continuing Education: 6, 10, 14 or 20 Hours
The required total depends on how many active practice disciplines you hold and whether an instructor license is also being renewed.
| License situation | General CE total | Breakdown |
|---|---|---|
| 1 active practice license | 6 hours | 4 hours specific to that discipline + 2 hours in Iowa law/rules and infection control. |
| 2 active practice licenses | 10 hours | 4 hours for each discipline + 2 common law/rules/infection-control hours. |
| 3 active practice licenses | 14 hours | 4 hours for each discipline + 2 common law/rules/infection-control hours. |
| Instructor + 1 practice license | 12 hours | 6 hours satisfying the practice-license requirement + 6 teaching-methodology hours. |
| Instructor + 2 practice licenses | 16 hours | 10 practice-license hours + 6 teaching-methodology hours. |
| Instructor + 3 practice licenses | 20 hours | 14 practice-license hours + 6 teaching-methodology hours. |
First renewal exemption
People licensed for the first time are not required to complete CE as a prerequisite for their first renewal.
Online CE allowed
DIAL says the current Board rules allow unlimited online continuing-education hours when the activity otherwise satisfies the Iowa standards.
Newer Iowa CE Carryover Rule: Up to 3 Practice Hours
Older Iowa CE articles that say “no hours ever carry forward” are outdated.
Up to 50% of required hours
Iowa now permits qualifying excess CE to be applied to the following renewal period.
3 practice-discipline hours
The current rule caps the carryover at three hours from the previous renewal period.
Law / rules / infection-control hours
Those required common-topic hours cannot be applied to the next renewal period.
Iowa CE Exemptions and Extensions: Do Not Assume You Qualify
Iowa provides limited alternatives and exemptions, but renewal fees still remain due unless another rule says otherwise.
| Situation | General Iowa treatment | What to verify |
|---|---|---|
| Practicing exclusively in another state | May satisfy Iowa CE by meeting the CE requirements of the state where actively practicing. | Keep proof of the other state’s compliance. |
| Other state has no CE requirement | Qualifying licensees living/practicing there may not need Iowa CE. | Renewal fee and other Iowa renewal requirements still apply. |
| Active-duty military | CE exemption may apply during the qualifying circumstance. | Retain supporting military documentation. |
| Spouse of active-duty military | Exemption may apply. | Confirm the circumstance applies to the renewal period. |
| Disability / illness | May support an extension or exemption application. | Approval is required; health-professional verification is part of the process. |
Reactivate an Inactive Iowa Cosmetology License
After the 30-day grace period, an unrenewed license becomes inactive and reactivation—not ordinary renewal—is the correct route.
| Inactive period | CE starting point | Personal reactivation fee |
|---|---|---|
| Less than 5 years | Regular renewal CE, with a minimum of 6 hours per license. | $120 |
| More than 5 years | Double regular renewal CE, with a minimum of 12 hours per license. | $120 |
Standard reactivation
- Complete the required CE.
- Apply online for reactivation.
- Pay the $120 personal-license reactivation fee.
- Provide required verification from another jurisdiction when applicable.
- Wait for active status before returning to Iowa practice.
2,080-hour alternative
An applicant may be able to document at least 2,080 hours of active practice in another jurisdiction during the two years immediately before the reactivation application instead of completing CE.
Moving an Out-of-State Cosmetology License to Iowa
“Reciprocity” is too broad for Iowa. The correct pathway may be endorsement, licensure by verification or a work-experience route.
Endorsement
Iowa defines endorsement around an applicant who has held an active license in another jurisdiction for at least 12 months during the previous 24 months.
Licensure by verification
A separate model-rule pathway may be available when the applicant meets Iowa’s licensure-by-verification requirements.
Work experience
This can matter when the prior jurisdiction did not license the occupation but the applicant has qualifying professional experience.
What the prior-jurisdiction verification should show
- Licensee name.
- License number.
- Issue date.
- Expiration date.
- Current license status.
- Pending or past disciplinary action.
2026 Iowa SAVE Citizenship and Immigration Status Verification
This is one of the most important current additions missing from older Iowa professional-licensing guides.
Use accurate legal identity information
Name, identity and immigration/citizenship information should be entered accurately in the official licensing application.
Respond to DIAL requests
If additional verification is needed, respond through the official application or contact channel rather than creating another license application.
Protect sensitive information
Never send identity documents to a third-party licensing guide or an unsolicited caller claiming they need them to “unlock” the license.
Iowa Specialty Beauty Services Can Require Separate Certification
An ordinary professional license does not automatically authorize every advanced or specialty service.
| Certification | Current Iowa point | Application fee |
|---|---|---|
| Shaving / trimming | Current barber/cosmetologist licensees generally need a shaving certificate unless an exemption applies. | $25 |
| Microdermabrasion | Eligible estheticians must document qualifying additional training. | $25 |
| Laser services | Certification and training must match the service/product used. | $25 |
| IPL hair removal | Eligible licensees need the required training and Board certification. | $25 |
| Chemical peel | Eligibility and training rules depend on license type and original licensure date. | $25 |
Iowa Shaving Certificate: Exam Route vs. 40-Hour Program
A current combined barbering-and-cosmetology license normally does not automatically authorize shaving.
Practical-exam route
Pass the NIC Barber practical or qualifying national barber practical examination.
Current Iowa Prov Barber 1 practical fee: $108 per attempt.
Training route
Complete a qualifying 40-hour shaving program from an Iowa-licensed school or qualifying school-sponsored program and provide the required training certification.
Opening an Iowa Salon or Barbershop: Establishment License Workflow
The establishment license is separate from every practitioner’s personal license.
$80
Current initial establishment application fee.
30+ days early
Submit the application at least 30 days before the anticipated opening date.
Site-specific
Moving to a different location cancels the existing establishment license and requires a new application.
New license needed
A change in ownership cancels the existing establishment license and requires a new application.
Before opening
- Confirm the business name and ownership structure.
- Confirm the exact physical address.
- Apply at least 30 days before the intended opening date.
- Review Iowa infection-control requirements.
- Use DIAL’s establishment self-inspection checklist.
- Verify every practitioner license before allowing regulated services.
Working Outside a Licensed Iowa Salon: One-Year Permit
A personal cosmetology license does not create unlimited mobile-practice authority.
| Permit item | Current Iowa requirement |
|---|---|
| Application fee | $40, nonrefundable. |
| Lead time | Apply no less than 30 days before intended use. |
| Chemicals | Not allowed under these limited off-site services. |
| Lasers / machines | Not allowed. |
| Haircutting | May be performed only at a client’s residence/home under this route. |
| Makeup, strip lashes, polish, hairstyling | May be offered in qualifying client-home or special-event settings such as weddings/photoshoots. |
| Records | Maintain client, location, date/time, licensee and signed-waiver records. |
| Display | The one-year permit must be posted and visible where services are provided. |
Iowa Natural Hair Braiding Uses a Separate Registry
Commercial natural hair braiders must register with Iowa, but the registry is not regulated or overseen by the Iowa Board of Barbering and Cosmetology Arts & Sciences.
Registration fee
$0. Iowa currently charges no natural-hair-braiding registry fee.
Covered natural-hair work
Braiding, locking, twisting, weaving, cornrowing and related physical manipulation without chemicals that alter the hair’s physical characteristics.
Iowa Board Meetings, Disciplinary Actions and Complaints
These resources answer different questions; do not treat a license lookup as a complete disciplinary-history search.
Board meetings
Meeting dates can change. DIAL says agendas are generally posted about one week before a meeting and may be updated as late as 24 hours before the start time.
Board actions
Use DIAL’s Board Actions area for final orders, notices of hearing, settlements and statements of charges.
Complaints
Use DIAL’s complaint route when you need to report conduct that may fall within the Board’s professional-regulation authority.
Before Calling the Iowa Board, Prepare These Details

Iowa Board of Cosmetology FAQs
What is the Iowa Board of Cosmetology called now?
The current regulator is the Iowa Board of Barbering and Cosmetology Arts & Sciences. Iowa merged the former barbering and cosmetology boards on July 1, 2023, and DIAL provides administrative support.
What is the Iowa cosmetology Board phone number?
The current Board overview lists 515-380-7408. Some professional-licensing pages and the current Prov Candidate Information Bulletin also list 515-281-0254 for licensing questions, so follow transaction-specific instructions when provided.
How many hours does Iowa require for the combined cosmetology license?
The current qualifying school route requires at least 1,550 hours. A qualifying registered apprenticeship route can also satisfy the education or experience requirement.
What exam company does Iowa cosmetology use in 2026?
Iowa currently contracts with Prov. The combined barbering-and-cosmetology initial-license route uses the NIC Cosmetology Theory exam, and Iowa requires a score of 75% or higher.
Does Iowa require a cosmetology practical exam?
Not for ordinary initial combined barbering-and-cosmetology licensure. Since July 1, 2024, the standard initial combined route uses the NIC Cosmetology Theory examination. A Barber 1 practical remains an option for satisfying the separate shaving-certificate requirement.
How much is the Iowa cosmetology exam?
The current Iowa Prov bulletin lists written examinations at $83 per attempt. The Barber 1 practical used for the shaving-certificate exam route costs $108 per attempt.
How much is Iowa cosmetology license renewal?
The current personal barbering and cosmetology arts-and-sciences renewal fee is $60. Renewal opens during the 60 days before expiration, and a separate $60 late fee applies during the 30-day grace period.
How many CE hours does an Iowa cosmetologist need?
One active practice license generally requires 6 hours; two require 10; and three require 14. An instructor also adds 6 hours of teaching methodology, making the general totals 12, 16 or 20 hours depending on the number of practice licenses.
Can Iowa cosmetology CE hours carry over?
Yes. Current Iowa rules allow excess CE of up to 50% of the required total to be applied to the next renewal period, with a maximum of three carryover hours in the practice discipline. Iowa law/rules and infection-control hours cannot be carried over.
Can I work during Iowa’s 30-day renewal grace period?
Iowa’s administrative rule defines the 30-day grace period immediately after expiration as a period when the license is still considered active, but late renewal and the applicable late fee are required. After the grace period, an unrenewed license becomes inactive and cannot be used to practice in Iowa.
Final Iowa Cosmetology License Checklist
- Use the current agency name: Iowa Board of Barbering and Cosmetology Arts & Sciences.
- Use the current 1,550-hour combined-license school route rather than an old 2,100-hour cosmetology figure.
- Use Prov for Iowa’s current examination process rather than obsolete PSI information.
- Open the January 5, 2026 Iowa Candidate Information Bulletin before scheduling or buying exam supplies.
- Do not prepare an ordinary initial practical kit unnecessarily; the standard combined license currently requires theory, not the old practical exam.
- Remember the $83 written-exam fee and the $108 Barber 1 practical fee when using the shaving-exam route.
- Run the Examroom system test before scheduling and make sure your webcam, microphone, browser and internet meet the remote-testing requirements.
- Make your ID and exam-registration name match exactly.
- Renew during the 60-day window and understand the separate 30-day active grace period.
- Calculate CE according to the number of active practice disciplines.
- Add six teaching-methodology hours when renewing an instructor license.
- Use the newer CE carryover rule correctly: no more than three practice-discipline hours, and no law/rules/infection-control carryover.
- Keep CE certificates because Iowa conducts audits and the licensee is responsible for proving compliance.
- Use reactivation after a credential becomes inactive rather than repeatedly trying ordinary renewal.
- Do not work from a payment receipt or pending application when active status is required.
- Account for the July 2026 SAVE verification requirement when Iowa is issuing the professional license.
- Check specialty certification before shaving or providing laser, IPL, microdermabrasion or qualifying chemical-peel services.
- Apply for an establishment license at least 30 days before opening.
- File a new establishment application after a location or ownership change when Iowa requires it.
- Use the separate one-year permit for qualifying off-site services rather than assuming a personal license allows unrestricted mobile work.
- Use the separate natural-hair-braiding registry when natural braiding is the actual service.
- Protect yourself from licensing-board impersonation scams by hanging up and verifying the caller through a number published on dial.iowa.gov.
Independent information guide: Board-of-Cosmetology.org is not Iowa DIAL, the Iowa Board of Barbering and Cosmetology Arts & Sciences, NIC or Prov. Current Iowa statutes, administrative rules, Board records, official application instructions and the current candidate bulletin control final licensing and examination requirements.
