There is no ordinary statewide COSBAR expiration date in 2026. Missouri Board licenses are renewed biennially and the Board’s renewal-date page states that licenses expire September 30 of odd-numbered years. The next regular expiration date is therefore September 30, 2027.
If your credential expired September 30, 2025, do not wait for the 2027 cycle. Missouri’s Board states that a person with an expired professional license is not authorized to practice or present themselves as licensed until the required renewal or reinstatement process is completed.

How to Get a Missouri Cosmetology License
Missouri RSMo 329.050 was amended effective August 28, 2026. For a cosmetology-classified occupation, start by confirming your education route and exact license category before registering for an examination.

Missouri Board licenses are renewed every two years and expire September 30 of odd-numbered years. The last regular cycle ended September 30, 2025, so the next normal statewide expiration is September 30, 2027.

Moving to Missouri With an Out-of-State License
Missouri provides more than one route for applicants who already hold another license. Do not choose a form based only on the word “transfer.”
Reciprocity
RSMo 329.130 provides a cosmetology reciprocity route for an applicant holding a current license from another U.S. state, territory or the District of Columbia when Missouri’s statutory conditions are satisfied.
The Board’s reciprocity form requires current licensure verification, proof of age and other application documentation. The current operator reciprocity fee is $100.
Exam score endorsement
Missouri also publishes an exam-score endorsement application. The current form addresses applicants with qualifying NIC written and practical examination results and specifies additional documentation and a Missouri State Law Test.
Use this route only when its eligibility requirements actually match your examination history.
Missouri Salon, Shop and Establishment Licensing
An active operator license does not automatically license a salon, shop or rental station. Missouri separately licenses cosmetology and barber establishments.
New establishment
Use the Board’s current establishment registration application and checklist before opening for regulated services.
Change of location or ownership
Moving a licensed business or changing ownership can require a separate Board transaction. Do not assume editing an address in MOPRO completes the establishment requirement.
Rental station or chair
Missouri’s fee rule distinguishes full-service establishments and applicable rental stations or chair-rental arrangements. Use the license structure that matches the actual business setup.
Missouri Cosmetology Instructor Renewal and Continuing Education
Missouri’s ordinary operator and instructor records should not be treated as the same credential. Current 20 CSR 2085-8.070 requires an instructor renewing an active instructor license to complete a Board-approved seminar within the two years immediately before renewal.
The instructor renewal fee is submitted in addition to the regular operator renewal fee. The rule also permits an approved interactive virtual program when it meets the Board’s seminar requirements.

The Board says MOPRO applications generally have a current processing estimate of 3–5 business days from portal submission, although an individual case can take longer when additional review or documentation is required.
Mail applications
The Board also lists a 3–5 business-day processing estimate after a paper application reaches the COSBAR office, but mail and central accounting processing add time.
